Haitian Earthquake, Geoengineering Warfare?
In 2008 Haiti had 4 hurricanes which affected the capital.
In 2009 the people ransacked Parliament over high food prices.
Now they have been devastated by an earthquake whose power has been immense but according to media reports has been high up in the ground not very deep.
This reminds one of the tsunami that destroyed Aceh, which also had a rebellious nature, much like most of Haitis history.

Could the Haitian Earthquake Been a Weapon Aimed at Cuba?
While the loss of life and devestation in Haiti is unimaginable there may be a more hidden agenda behind this tragedy. Suppose this "natural disaster" been a weather weopan aimed at Cuba but came up short in it's delivery? The possibility of this being true is not far fetched or out-of-this-world in theory. Weather manipulation and weather warfare are not new concepts and certainly could be the choice of the powers that be to devastate an enemy with a cloak of Mother Nature's disguise to fall back on. The fact that there was a seemingly unnoticable quake in California recently or a possible test fire and add the cold snap across the Atlantic ocean from the USA to Europe and then the Haitian quake the largest ever recorded in the region seems a little suspicious to me. The secrets of our world and the secret weopans that are harboured within our world are something we need to expose, if this was infact a targeted weather weopan at Cuba the question then remains who sent it and who's next?

I dont know squat about HAARP but something I have noticed on USGS site is that a very high percentage of quakes are at a depth of EXACTLY 10 kilometers, the amount seems to me to be statistically implausable. I am now wondering if USGS round the depth figure to 10K but this doent seem right as there are plenty of quakes at say 29.3 or 11.2 etc so why so many exactly 10 ??
This is also something I have been talking to my girlfriend about of at least 6 months so its not just the latest quake and aftershocks in Haiti.
Is there anyone one here that knows more about the USGS depth recording and why this statistical anomaly is so glaringly obvious (one possibility is that shallow quakes are much more numorous)

Certainly in Old Testament times nations reached the tipping point of immorality and the wrath of God was brought to bear. Some nations were practising child sacrifice. Doubt much time left for many western nations with there abortion practises

In 2009, the government opened a US$5.6 million museum to commemorate the tsunami with photographs, stories, and a simulation of the earthquake that triggered the tsunami.

So we had the Tsunami, now we have the Earthquake, same actors different places.
SOUTHCOM is closely monitoring the situation and is working with the U.S. State Department, United States Agency for International Development and the Office of U.S. Foreign Disaster Assistance and other national and international agencies to determine how to best respond to this crisis.
SOUTHCOM is well versed at providing humanitarian assistance in the region. Since 2005, the command has led U.S. military support to 14 major relief missions, including assistance to Haiti in September 2008. During that mission, U.S. military forces from USS Kearsarge and other units airlifted 3.3 million pounds of aid to communities that were devastated by a succession of major storms.

Interesting to see John Snow trying to move quickly on after posing the question of the causes of Haitian poverty to his guests on Channel 4, each citing US imposed capitalism putting all the wealth in the hand of a few.

Two devastating earth-quakes in the month of September 1999 again focused the world’s attention on one of nature’s most terrifying and destructive forces. Earthquakes in Turkey and Taiwan took the lives of thousands and left even more people homeless and in fear of returning to their devastated communities.
The death and devastation caused by major earthquakes around the world can only worsen in years to come, as growing urban development and unprecedented population growth compound the lethal effects of natural and, as some researchers claim, man-made seismic hazards. With the world’s population estimated to pass the 6 billion mark this year, there are fewer unpopulated places for quakes to strike. And with ever more people to accommodate, there is more multistoried construction in vulnerable fault zones. As a result, destructive earthquakes “are the wave of the future,” seismic expert Kerry Sieh of the California Institute of Technology says. “There are 40 cities of a million or more people within 100 kilometres of a major plate boundary, and all those are good candidates for a large event.”1
What Are Earthquakes?
Natural earthquakes are caused by the movement of tectonic plates over the Earth’s mantle. Sandwiched between Earth’s crust and molten outer core, the vast mantle accounts for 83 percent of the planet’s volume. It is filled with solid rock but, heated by the core and by its own radioactive decay, it circulates like a pot of impenetrable soup. That circulation is the driving force behind the surface motion of tectonic plates, which builds mountains and causes earthquakes.
The destructive power of an earthquake comes from the momentum gathered when two opposing “faults” or tectonic plates, that may have been locked together for decades, suddenly move apart. The result is that solid rock which normally moves only with the passing of geological ages accelerates briefly to 5,000mph, unleashing huge quantities of energy and creating a shaking movement of up to a metre a second.
Most people consider earthquakes to be natural in origin, but what if there was such a thing as man-made earthquakes? Well, there are. There is the official version of what constitutes a man-made earthquake, and then there is a body of suppressed research pointing to a more insidious agenda.
Artificially-Induced Earthquakes
Officially, there is such an area of research devoted to man-made earthquakes. Geologists and seismologists agree that humans can induce earthquakes in five major ways: fluid injection into the Earth, fluid extraction from the Earth, mining or quarrying, nuclear testing and through the construction of dams and reservoirs.
In fact, there are officially recorded instances of earthquakes caused by human activity.
Geologists discovered that disposal of waste fluids by means of injecting them deep into the earth could trigger earthquakes after a series of earthquakes in the Denver area occurred from 1962-1965; the periods and amounts of injected waste coincided with the frequency and magnitude of earthquakes in the Denver area. The earthquakes were triggered because the liquid, which was injected under very high pressure, released stored strain energy in the rocks.2
Man-made earthquakes may seem like something out of the X-Files, and it’s probably only a matter of time before the idea is picked up by Hollywood. This year, best-selling thriller author Ken Follett released his latest book, Hammer of Eden, about a terrorist group threatening to level San Francisco with a man-made earthquake. When asked by Salon Magazine how real is the idea of a man-made earthquake, Follett replied that “Some of the seismologists told me, ‘There’s no way this could happen.’ But others gave sad little shrugs and said, ‘It’s hard to say. Who knows? Maybe. It’s within the realm of possibly.’”
Suppressed Research: Tesla Technologies
Born in Belgrade, Yugoslavia, Nicola Tesla is one of this century’s greatest scientists. A prodigious inventor of electronic devices and pioneer of free energy, Tesla never gained the recognition he deserved because his scientific breakthroughs were deemed to ‘sensitive’ by the ruling corporate and government powers of the day. Thus much of his research was suppressed and stolen.
In a book entitled Tesla – The Lost Inventions, a section is titled “Man-Made Earthquake”. It discloses Tesla’s fascination with the power of resonance and he experimented with it not only electrically but on the mechanical plane as well. In his Manhattan, USA lab, Tesla built mechanical vibrators and tested their powers. One experiment got out of hand.
Tesla attached a powerful little vibrator driven by compressed air to a steel pillar. Leaving it there, he went about his business. Meanwhile, down the street, a violent quaking built up, shaking down plaster, bursting plumbing, cracking windows, and breaking heavy machinery off its anchorages.
Tesla’s vibrator had found the resonant frequency of a deep sandy layer of subsoil beneath his building, setting off a small earthquake. Soon Tesla’s own building began to quake. It is reported that just as the police broke into his lab, Tesla was seen smashing the device with a sledge hammer, the only way he could promptly stop it.
In a similar experiment, on an evening walk through the city, Tesla attached a battery powered vibrator, described as being the size of an alarm clock, to the steel framework of a building under construction. He adjusted it to a suitable frequency and set the structure into resonant vibration.
The structure shook, and so did the earth under his feet. Tesla later boasted he could shake down the Empire State Building with such a device. If this claim was not extravagant enough, he went on to say a large-scale resonant vibration was capable of splitting the earth in half.
An article from the 11 July, 1935 issue of the New York American entitled ‘Tesla’s Controlled Earthquakes’, stated Tesla’s “experiments in transmitting mechanical vibrations through the earth – called by him ‘the art of telegeodynamics’ – were roughly described by the scientists as a sort of controlled earthquake.”
The article quotes Tesla as stating:
The rhythmical vibrations pass through the earth with almost no loss of energy. It becomes possible to convey mechanical effects to the greatest terrestrial distances and produce all kinds of unique effects. The invention could be used with destructive effect in war…
Mysterious Lights
Several UFO researchers speculate many UFO sightings might actually be “earthquake lights” caused by ‘piezoelectric’ phenomena. Piezoelectricity is believed to be caused by crystals found in certain rocks giving off a flow of electricity when subjected to high pressure, as in an earthquake. Lights leaping away from mountain peaks have been seen and recorded since ancient times.
Reports coming out of Turkey during the recent 17 August earthquake mention mysterious lights over the west of the country. The following intriguing eyewitness report was forwarded to Mutual UFO Network Eastern USA from Turkey:
They are incredibly clear, circular or triangular in shape, white, yellow, red and blue coloured, remain visible in the sky for 5 to 20 minutes, following a materialising-dematerialising pattern. The funny thing is it became a routine thing as they have been showing up two or three times a week. They became an inevitable component of the TV news and media. Furthermore, just before the quake, the bottom of the sea in Izmit went red and the sea temperature went up to 40-45 degrees C. However, there are no underwater volcanos in the Sea of Marmara! Starting two days before the quake, hundreds of fish, crabs and other sea life forms died and not naturally! Somehow, they were burned! The fish nets of the fishermen were burned and we have several rock and stone samples from the sea, which went black in colour. TUVPO (Turkish UFO and Paranormal Organisation) is cooperating with the Smithsonian Institute and a few universities in the US. We already sent them some rock and burned fishnet samples, upon their request. Folks at TUVPO will hopefully run a spectrum analysis on the video tapes. Some fishermen are also saying that they witnessed an explosion under the sea. Fireballs, strange lights, sightings never ended in Turkey.3
Compare this information with what happened in the destructive 1977 earthquake that hit China. The 5 June, 1977 New York Times described the great earthquake which destroyed Tangshan, China on July 28, 1976, killing over 650,000 people:
Just before the first tremor at 3:42 am, the sky lit up like daylight. The multi-hued lights, mainly white and red, were seen up to 200 miles away. Leaves on many trees were burned to a crisp and growing vegetables were scorched on one side, as if by a fireball.
Tesla Effect
Some investigators believe these electrical effects were associated with electromagnetic plasma and ball lightning and the strange array of flashes that result from Tesla-style technology. Was this brilliant flash of coloured light what Tesla talked about in 1935 when he mentioned “all kinds of unique effects”? Was this earthquake an early test of the system, conducted on the unsuspecting people of China? It certainly does not appear it was a natural earthquake. Was the same technology tried out on Turkey?
Andrija Puharich, MD, LL.D. in January 1978, issued a detailed research paper titled, “Global Magnetic Warfare – A Layman’s View of Certain Artificially Induced Unusual Effects on the Planet Earth During 1976 and 1977”. He was primarily looking into Soviet experiments with Tesla technology and believed controlled earthquakes were part and parcel of that work. Of them he wrote: “Of the many great earthquakes of 1976, there is one that demands special attention – the July 28, 1976 Tangshan, China earthquake.”
The January 1978 edition of Specula magazine ran an article describing an incredibly profound phenomenon that could be produced within the Earth by what is called the ‘Tesla Effect.’ According to the article, electromagnetic signals of certain frequencies can be transmitted through the Earth to form standing waves in the Earth itself. In certain cases, coherence to this standing wave can be induced wherein a fraction of the vast, surging electromagnetic current of the Earth itself feeds into and augments the induced standing wave. In other words, “much more energy is now present in the standing wave than the ...amount being fed in from the Earth’s surface.” By interferometer techniques, giant standing waves can be combined to produce a focused beam of very great energy. This can then be used to produce earthquakes induced at distant aiming points.
Tesla expressed grave concerns about the effects of this technology because it is exactly the type of thing that could easily get out of control once it begins vibrating within the Earth – and it could actually cause the Earth to vibrate to pieces. Could the use of this technique have been responsible for the great earthquake in Tangshan, China in 1976?
Another leading Tesla researcher and nuclear engineer, Lt. Col. Thomas Bearden, lecturing at a Symposium of the US Psychotronics Association (USPA) in 1981 stated:
Tesla found that he could set up standing waves… in the earth (the molten core), or, just set it up through the rocks – the telluric activity in the rocks would furnish activity into these waves and one would get more potential energy in those waves than he put in. He called the concept the Tesla Magnifying Transmitter (TMT).
Bearden goes on to explain how TMTs worked:
They will go through anything. What you do is that you set up a standing wave through the earth and the molten core of the earth begins to feed that wave (we are talking Tesla now). When you have that standing wave, you have set up a triode. What you’ve done is that the molten core of the earth is feeding the energy and it’s like your signal – that you are putting in – is gating the grid of a triode… Then what you do is that you change the frequency. If you change the frequency one way (start to dephase it), you dump the energy up in the atmosphere beyond the point on the other side of the earth that you focused upon. You start ionising the air, you can change the weather flow patterns (jet streams etc) – you can change all that – if you dump it gradually, real gradually – you influence the heck out of the weather. It’s a great weather machine. If you dump it sharply, you don’t get little ionisation like that. You will get flashes and fireballs (plasma) that will come down on the surfaces of the earth… you can cause enormous weather changes over entire regions by playing that thing back and forth.
HAARP: The Pentagon’s Ultimate Weapon
In an Arctic compound 450 kilometres east of Anchorage, Alaska, the Pentagon has erected a powerful transmitter designed to beam more than a gigawatt of energy into the upper reaches of the atmosphere. Known as Project HAARP (High-frequency Active Auroral Research Program), the $30 million experiment involves the world’s largest “ionospheric heater,” a prototype device designed to zap the skies hundreds of kilometres above the earth with high-frequency radio waves.
Why irradiate the charged particles of the ionosphere (which when energised by natural processes make up the lovely and famous phenomenon known as the Northern Lights)? According to the US Navy and Air Force, co-sponsors of the project, “to observe the complex natural variations of Alaska’s ionosphere.” As well, admit the Pentagon, to develop new forms of communications and surveillance technologies to enable the military to send signals to nuclear submarines and to peer deep underground.
Ever since the existence of HAARP became public, a number of independent researchers have warned the operation has a secret agenda including weather modification, mind control, hi-tech military experiments, and the triggering of earthquakes. Alarmingly, HAARP technology appears well suited to enforce a host of the oppressive goals and agendas of the New World Order.
HAARP transmissions may also be used for the detection and monitoring of electromagnetic or “plasma” phenomena, precursors of seismic activity and tectonic movement. Researchers believe HAARP transmissions are actually being used to activate or trigger exactly the same electromagnetic conditions that can cause tectonic movement.
Jerry Smith in his book HAARP: The Ultimate Weapon of the Conspiracy, warns many atmospheric scientists working on the secretive military project might be unaware of HAARP’s grave potential to wreak havoc on the earth. He writes:
If HAARP is a TMT [Tesla Magnifying Transmitter], and these researchers correctly understand Tesla’s work, we could be in a lot of trouble. It is quite possible that the scientists working on HAARP do not know that they are playing with… Beyond that their ignorance might be compounded if HAARP is indeed a secretive black-ops military project. The military has devised a way of keeping secrets called ‘compartmentalisation’ where each unit knows only what it needs to know… Only the control group knows what’s going on… If there is a control group familiar with TMTs directing the actions of scientists unschooled in Tesla technology, those lower level operatives could be directed to wreak havoc with created weather or manufactured earthquakes….
Vast Amounts of Energy
In 1966, Professor Gordon J. F. MacDonald was associate director of the Institute of Geophysics and Planetary Physics at the University of California, Los Angeles, a member of the US President’s Science Advisory Committee, and later a member of the US President’s Council on Environmental Quality.
He published papers on the use of environmental-control technologies for military purposes. MacDonald made a revealing comment: “The key to geophysical warfare is the identification of environmental instabilities to which the addition of a small amount of energy would release vastly greater amounts of energy. “
World-renowned scientist MacDonald developed ideas for using the environment as a weapon system and he contributed to what was, at the time, only in the wildest dream of a futurist. When he wrote his chapter, “How To Wreck The Environment,” for the book Unless Peace Comes, he was not kidding around. In it he describes the use of weather manipulation, climate modification, polar ice cap melting or destabilisation, ozone depletion techniques, earthquake engineering, ocean wave control and brain wave manipulation using the planet’s energy fields. He speculated these types of weapons would be developed and, when used, would be virtually undetectable by their victims. Is HAARP one such weapon?
Cohen’s Admission
In 1997 the US Secretary of Defense, William Cohen, delivered a speech on terrorism at the University of Georgia. Reuters quoted him as saying, “Precautions against unconventional arms must be intensified as potential terrorists develop chemical and biological weapons and electromagnetic methods that could create holes in the ozone layer or trigger earthquakes or volcanoes.”
Cohen’s admission reveals he has direct knowledge of such potential weapons. But it’s hard to conceive of “terrorists developing the capacity to “trigger earthquakes”. Hardly, when one considers the Pentagon’s HAARP project. A more likely explanation is that Cohen was warning against allowing such technology to spread to other countries.

A mysterious incident in the outback of Western Australia, reported in New Dawn No. 41 (March-April 1997), directly relates to the subject of man-made earthquakes.
Late on the evening of May 28, 1993, something radiated shock waves outward across hundreds of miles of scrub and desert. Around the same time, truck drivers crossing the region and gold prospectors camping nearby saw the dark sky illuminated by bright flashes, and they as well as other people heard the distant rumble of loud explosions.
The mysterious event might have been lost to history except for the interest of investigators in Australia and the United States, who eventually came to speculate if the upheaval was the work of the Japanese Aum Shinrikyo group accused of the poison-gas attack on Tokyo subways in 1995. At the time Aum had set up an advanced laboratory on a 500,000-acre property near the puzzling upheaval.
The disturbance shook the earth on May 28, 1993, but it was not until after the Tokyo attack of March 1995, that an Australian geologist, Harry Mason, brought the seismic upset to the attention of Australian Federal Police and later to US investigators.
Seismic observatories in Australia tracked the event to a location 28.47 degrees south latitude, 121.73 degrees east longitude, a remote area near the group’s property.
Mason’s 19-page report summarised interviews he had conducted with people who were in the remote area on that clear moonless night. They saw the sky ablaze, heard loud explosions and felt the ground shake, in one case knocking beer cans off a table. Mason noted that earthquakes were very rare in the region and that mining explosions were illegal at night.
Mason now believes the explosion was caused by “a very advanced electromagnetic weapons system.” He also thinks that the red dome witnessed on the night of 28 May, 1993 was a Tesla Shield, a device that theoretically can disable nuclear weapons.
Eventually, the US-based Incorporated Research Institutions for Seismology (IRIS) calculated the event was 170 times bigger than the largest mining explosion ever recorded in the Australian region, thus ruling out that possibility. The disturbance was calculated as having the force of a small nuclear explosion, perhaps equal to up to 2,000 tons of high explosives. But the signature of the disturbance seemed to be more that of an earthquake than a nuclear explosion.
No mention of the seismic riddle was made in well-publicised hearings the US Senator Nunn ran in late 1995 on Aum Shinrikyo. On 15 December, 1995, Nunn wrote to IRIS, stating that their scientific work helped Senate investigators “rule out certain terrorist activities.”
Still, one remote possibility remained. Aum Shinrikyo had apparently studied seismic warfare and the means of artificially triggering earthquakes.
The group apparently sent a party of its own top scientists to the former Yugoslavia to study the work of Nicola Tesla. At the Tesla Museum in Belgrade, the members reviewed Tesla’s thesis and other research papers discussing such weapons.
In New Dawn No. 39, a report on the work of Aum Shinrikyo’s Science and Technology Minister, Hideo Murai, revealed that the group was interested in advanced weapons, including “laser-powered seismic weapons.” On 7 April, 1995 Murai responded in a press conference to a question about a rumoured ‘earthquake machine’. He remarked there was a strong possibility the Kobe earthquake was activated using “electromagnetic power,” or that somebody used a device that “applied force inside the earth.”
Shortly after this press conference, a lone assassin stabbed Hideo Murai to death in full view of the Japanese media. Was Murai murdered to silence him? He was one of Aum’s most visible figures with fluent English and a pleasant demeanour that made him an international spokesman.
An Aum Shinrikyo book, Disaster Approaches the Land of the Rising Sun, devotes considerable space on how to guard against radiation, electromagnetic pulses, biological and chemical weapons, as well as more exotic laser, microwave and plasma weaponry.
It can be assumed the Aum Shinrikyo group actively researched and even possibly tested advanced weapons from a defensive point of view. Aum leaders were convinced the United States had already used such weapons against their personnel and property, and this may have driven the group’s leaders into a paranoid frame of mind.
Future War
Often we are told technological research in the military field is ten or more years ahead of what we see today. Frightening and controversial projects like HAARP, with applications ranging from superbeam weapon to worldwide mind control, should be of great concern to us all. And most worrying is mounting evidence that the US military now has the ability to create earthquakes – the ultimate weapon of war.
Could the recent earthquakes in Turkey, Tiawan, Greece and Mexico be experimental test runs? If so, how many more earthquakes will it take before this technology can be directed at a chosen ‘enemy’? It’s a disturbing thought and one we all should consider as the forces of the New World Order gather pace in their quest for global control.

Ortega warns of US deployment in Haiti

Nicaraguan President Daniel Ortega says that the United States has taken advantage of the massive quake in Haiti and deployed troops in the country. "What is happening in Haiti seriously concerns me as US troops have already taken control of the airport," Ortega said on Saturday.
The Pentagon says it has deployed more than 10,000 soldiers in Haiti to help victims of Tuesday's earthquake. This is while US paratroopers from the 82nd Airborne Division took control of the main airport in the capital Port-au-Prince on Friday three days after a 7.0 magnitude earthquake brought death and misery to the impoverished nation. The leftist Nicaraguan president denounced Washington's move in deploying military forces in Haiti, saying "It seems that the bases (on Latin America) are not sufficient." "There is no logic that US troops landed in Haiti. Haiti seeks humanitarian aid, not troops. It would be madness we all began to send troops to Haiti," said Ortega. "I hope they will withdraw troops occupying Haiti," he added.

The Return of the Fourth Fleet

The U.S.S. George Washington is currently in Brazilian waters carrying out military exercises.
After 58 years, the United States Navy will reactivate the Fourth Fleet, which will be in charge of patrolling Latin American waters.
The fleet had been deactivated following the end of the Second World War, but starting July 1st of this year, U.S. naval forces will have a high level command specifically dedicated to supervising the projects of its units in Latin America and the Caribbean.
A U.S. military spokesperson pointed out to the BBC that this does not imply in itself an increase in U.S. military presence in the region.
Despite this, analysts assure that the measure has a symbolic significance that seeks to respond to the appearance of anti-U.S. regimes in the region.
From Florida
The fleet will be based in the city of Mayport, in the state of Florida, and will be under the command of the United States Southern Command, which is located in the city of Miami and directs all the country’s military forces in Latin America.
Some see in this decision a response to the election of several governments in the region which have expressed policies contrary to those of the government in Washington.
Alejandro Sánchez, an analyst with the Council on Hemispheric Affairs, a U.S. investigative organism, interprets the reactivation of the Fourth Fleet as a political decision, more than a military one.
“For the last few years, the United States was concentrated on Iraq and Afghanistan. Recently now it is trying to return to Latin America,” he told the BBC.
With regard to the supposed U.S. military challenges in the region, Sánchez added: “Let’s be honest. Even if Venezuela acquires a Russian submarine, or Brazil wants to develop a nuclear submarine, neither of these countries can present a military threat to the United States.”
From the analyst’s perspective, the U.S. navy’s recent decisions demonstrate, among other things, that “no matter which Latin American country is in an arms race, they cannot compare to U.S. military power.”
“This Does Not Increase Military Presence”
The official in charge of external relations for Southern Command Naval Forces is Lieutenant Myers Vásquez.
The BBC asked him why the Fourth Fleet was re-deployed in this moment.
“In reality, the U.S. naval forces of the Southern Command have been acting as a fleet, so from the operational point of view in the region, nothing has changed. Basically this is about changing the name of reality,” assured the official.
He added that the measure is meant to better align the units with the maritime strategy of the United States.
“We will have a base working in conjunction with other components of the Southern Command,” the military spokesperson indicated.
He denied that this necessarily increases the United States military presence in the region and presented the reactivation of the Fourth Fleet as an administrative type measure.
“We will continue the operations that we have been carrying out in the last two years, principally in the struggle against drug trafficking and in theatre of war security cooperation missions,” he specified.
He stressed that the re-establishment of the Fourth Fleet also indicates the importance of Latin America and the Caribbean to the United States.
According to Vásquez, at this moment in Latin America 4 U.S. warships are committed to anti-drug trafficking missions, the George Washington aircraft carrier operates in the region, and the U.S.S. Boxer is currently involved in a humanitarian mission in Guatemala, which amount to a total of eight or nine ships.
Friendly Bases?
Analysts point out that one of the operational challenges confronting the U.S. military forces in the region is the difficulty of obtaining permission to operate bases in Latin America.
Sánchez recounts that the U.S. Air Force has been using the Ecuadorian Manta Base, but it is expected that after 2009, the Ecuadorian government will not renew Washington`s permit to operate there.
However, according to official information from the U.S. military, in the coming months several humanitarian missions and military exercises that involve U.S. naval units will be carried out.
For example, the Southern Command has organized a six-month operation called Partnership of the Americas.
“The ships will participate in a series of Security Cooperation Missions in operational theaters in such a manner as to circumnavigate South America, including military to military cooperation, humanitarian assistance, disaster relief, joint training, exercises, and security operations, and maritime security,” a Southern Command report states.
Special Operations
The Fourth Fleet will be united with other U.S. Navy divisions that are also assigned to specific geographic areas.
For example, the Seventh Fleet patrols East Asian waters, while the Sixth Fleet is located in the Mediterranean.
Until this year, the Second Fleet had been responsible for Latin America.
In command of the Fourth Fleet will be Rear Admiral Joseph Kernan, who until now had been the Navy’s Chief of Special Operations.
There is always money to be made by massacres and terrorising of people; it affords control over the countries resources and strategic position. And,of course, it is in accord with the NWO plan to massively cull the planet's population.

The Militarization of Emergency Aid to Haiti: Is it a Humanitarian Operation or an Invasion?

Haiti has a longstanding history of US military intervention and occupation going back to the beginning of the 20th Century. US interventionism has contributed to the destruction of Haiti's national economy and the impoverishment of its population.
The devastating earthquake is presented to World public opinion as the sole cause of the country's predicament.
A country has been destroyed, its infrastructure demolished. Its people precipitated into abysmal poverty and despair.
Haiti's history, its colonial past have been erased.
The US military has come to the rescue of an impoverished Nation. What is its Mandate?
Is it a Humanitarian Operation or an Invasion?
The main actors in America's "humanitarian operation" are the Department of Defense, the State Department and the U.S. Agency for International Development (USAID). (See USAID Speeches: On-The-Record Briefing on the Situation in Haiti, 01/13/10). USAID has also been entrusted in channelling food aid to Haiti, which is distributed by the World Food Program. The military component of the US mission, however, tends to overshadow the civilian functions of rescuing a desperate and impoverished population. The overall humanitarian operation is not being led by civilian governmental agencies such as FEMA or USAID, but by the Pentagon.
The dominant decision making role has been entrusted to US Southern Command (SOUTHCOM).
A massive deployment of military hardware personnel is contemplated. The Chairman of the Joint Chiefs of Staff Admiral Mike Mullen has confirmed that the US will be sending nine to ten thousand troops to Haiti, including 2000 marines. (American Forces Press Service, January 14, 2010)
Aircraft carrier, USS Carl Vinson and its complement of supporting ships has already arrived in Port au Prince. (January 15, 2010). The 2,000-member Marine Amphibious Unit as well as and soldiers from the U.S. Army's 82nd Airborne division "are trained in a wide variety of missions including security and riot-control in addition to humanitarian tasks."
In contrast to rescue and relief teams dispatched by various civilian teams and organizations, the humanitarian mandate of the US military is not clearly defined:
"Marines are definitely warriors first, and that is what the world knows the Marines for,... [but] we’re equally as compassionate when we need to be, and this is a role that we’d like to show -- that compassionate warrior, reaching out with a helping hand for those who need it. We are very excited about this." (Marines' Spokesman, Marines Embark on Haiti Response Mission, Army Forces Press Services, January 14, 2010)
While presidents Obama and Préval spoke on the phone, there were no reports of negotiations between the two governments regarding the entry and deployment of US troops on Haitian soil. The decision was taken and imposed unilaterally by Washington. The total lack of a functioning government in Haiti was used to legitimize, on humanitarian grounds, the sending in of a powerful military force, which has de facto taken over several governmental functions.

Leading Role of US Southern Command
US Southern Command (SOUTHCOM) with headquarters in Miami is the "lead agency" in Haiti. Its mandate as a regional military command is to carry out modern warfare. Its stated mission in Latin America and the Caribbean is "to conduct military operations and promote security cooperation to achieve U.S. strategic objectives." (Our Mission - U.S. Southern Command (USSOUTHCOM) The commanding officers are trained to oversee theater operations, military policing as well "counterinsurgency" in Latin America and the Caribbean, including the recent establishment of new US military bases in Colombia, within proximity of the Venezuelan border.
General Douglas Fraser, commander of U.S. Southern Command has defined the Haiti emergency operation as a Command, Control, Communications operation (C3). US Southern Command is to oversee a massive deployment of military hardware, including several warships, an aircraft carrier, airborne combat divisions, etc:
"So we're focused on getting command and control and communications there so that we can really get a better understanding of what's going on. MINUSTAH [United Nations Stabilization Mission in Haiti], as their headquarters partially collapsed, lost a lot of their communication, and so we're looking to robust that communication, also.
We're also sending in assessment teams in conjunction with USAID, supporting their efforts, as well as putting in some of our own to support their efforts.
We're moving various ships that we had in the region -- they're small ships, Coast Guard cutters, destroyers -- in that direction, to provide whatever immediate assistance that we can on the ground.
We also have a U.S. Navy aircraft carrier, the USS Carl Vinson, moving in that direction. It was at sea off of Norfolk, and so it's going to take a couple of days for it to get there. We need to also just resupply it and give it the provisions it needs to support the effort as we look at Haiti. And then we're looking across the international agencies to figure out how we support their efforts as well as our efforts.
We also are looking at a large-deck amphibious ship with an embarked Marine Expeditionary Unit on it that will be a couple of days behind the USS Vinson.
And that gives us a broader range of capability to move supplies around, to have lift capability to help support the effort there also.
So bottom line to it is, we don't have a clear assessment right now of what the situation on the ground is, what the needs within Port-au-Prince are, how extensive the situation is.
We also, finally, have a team that's headed in to the airport. From my understanding -- because my deputy commander just happened to be in Haiti when this situation happened, on a previously scheduled visit. He has been to the airport. He says the runway is functional but the tower doesn't have communications capability. The passenger terminal -- has structural damage to it, so we don't know what the status of it is.
So we have a group going in to make sure we can gain and secure the airfield and operate from it, because that's one of those locations we think we're going to have a lot of the immediate effort from an international basis going into.
And then we're out conducting all the other assessments that you would consider appropriate as we go in and work this effort.
We're also coordinating on the ground with MINUSTAH, with the folks who are there. The commander for MINUSTAH happened to be in Miami when this situation happened, so he's right now traveling back through and should be arriving in Port-au-Prince any time now. So that will help us coordinate our efforts there also, because again, obviously the United Nations suffered a significant loss there with the collapse -- at least partial collapse of their headquarters.
So that's -- those are the initial efforts that we have ongoing And as we get the assessments of what's coming next, then we'll adjust as required.

A Heritage Foundation report summarizes the substance of America's mission in Haiti: "The earthquake has both humanitarian and U.S. national security implications [requiring] a rapid response that is not only bold but decisive, mobilizing U.S. military, governmental, and civilian capabilities for both a short-term rescue and relief effort and a longer-term recovery and reform program in Haiti." (James M. Roberts and Ray Walser, American Leadership Necessary to Assist Haiti After Devastating Earthquake, Heritage Foundation, January 14, 2010).
At the outset, the military mission will be involved in first aid and emergency as well as public security and police activities.
US Air Force Controls the Airport
The US Air Force has taken over air traffic control functions as well as the management of Port au Prince airport. In other words, the US military regulates the flow of emergency aid and relief supplies which are being brought into the country in civilian planes. The US Air Force is not working under the instructions of Haitian Airport officials. These officials have been displaced. The airport is run by the US Military (Interview with Haitian Ambassador to the US R. Joseph, PBS News, January 15, 2010)
"The FAA's team is working with DOD combat controllers to improve the flow of air traffic moving in and out of the airport. The US Air Force reopened the airport on 14 January, and on 15 January its contingency response group was granted senior airfield authority ... Senior airfield authority enables the Air Force to prioritise, schedule and control the airspace at the airport, ..." (flightglobal.com, January 16, 2010, emphasis added)
The 1,000-bed U.S. Navy hospital ship, USNS Comfort, which includes more than 1,000 medical and support personnel has been sent to Haiti under the jurisdiction of Southern Command. (See Navy hospital ship with 1,000 beds readies for Haiti quake relief, Digital Journal, January 14, 2010). There were, at the time of the Earthquake, some 7100 military personnel and over 2000 police, namely a foreign force of over 9000. Haiti has been under foreign military occupation since the US instigated February 2004 Coup d'Etat. The contingent of US forces under SOUTHCOM combined with those of MINUSTAH brings foreign military presence in Haiti to close to 20,000 in a country of 9 million people. In comparison in Afghanistan, prior to Obama's military surge, combined US and NATO forces were of the order of 70,000 for a population of 28 million. In other words, on a per capita basis there will be more troops in Haiti than in Afghanistan.
Recent US Military Interventions in Haiti
There have been several US sponsored military interventions in recent history. In 1994, following three years of military rule, a force of 20,000 occupation troops and "peace-keepers" was sent to Haiti. The 1994 US military intervention "was not intended to restore democracy. Quite the contrary: it was carried out to prevent a popular insurrection against the military Junta and its neoliberal cohorts." US and allied troops remained in the country until 1999. The Haitian armed forces were disbanded and the US State Department hired a mercenary company DynCorp to provide "technical advice" in restructuring the Haitian National Police (HNP). (Ibid).
The February 2004 Coup d'État
In the months leading up to the 2004 Coup d'Etat, US special forces and the CIA were training death squadrons composed of the former tonton macoute of the Duvalier era. The Rebel paramilitary army crossed the border from the Dominican Republic in early February 2004. "It was a well armed, trained and equipped paramilitary unit integrated by former members of Le Front pour l'avancement et le progrès d'Haiti (FRAPH), the "plain clothes" death squadrons, involved in mass killings of civilians and political assassinations during the CIA sponsored 1991 military coup, which led to the overthrow of the democratically elected government of President Jean Bertrand Aristide." Foreign troops were sent into Haiti. MINUSTAH was set up in the wake of the US sponsored coup d'Etat in February 2004 and the kidnapping and deportation of the democratically elected president Jean Bertrand Aristide. The coup was instigated by the US with the support of France and Canada.
The FRAPH units subsequently integrated the country's police force, which was under the supervision of MINUSTAH. In the political and social disarray triggered by the earthquake, the former armed militia and Ton Ton macoute will be playing a new role.
Hidden Agenda
The unspoken mission of US Southern Command (SOUTHCOM) with headquarters in Miami and US military installations throughout Latin America is to ensure the maintenance of subservient national regimes, namely US proxy governments, committed to the Washington Consensus and the neoliberal policy agenda. While US military personnel will at the outset be actively involved in emergency and disaster relief, this renewed US military presence in Haiti will be used to establish a foothold in the country as well pursue America's strategic and geopolitical objectives in the Caribbean basin, which are largely directed against Cuba and Venezuela.
The objective is not to work towards the rehabilitation of the national government, the presidency, the parliament, all of which has been decimated by the earthquake. Since the fall of the Duvalier dictatorship, America's design has been to gradually dismantle the Haitian State, restore colonial patterns and obstruct the functioning of a democratic government. In the present context, the objective is not only to do away with the government but also to revamp the mandate of the United Nations Stabilization Mission in Haiti (MINUSTAH), of which the headquarters have been destroyed.

Prior to the earthquake, there were, according to US military sources, some 60 US military personnel in Haiti. From one day to the next, an outright military surge has occurred: 10,000 troops, marines, special forces, intelligence operatives, etc., not to mention private mercenary forces on contract to the Pentagon.
In all likelihood the humanitarian operation will be used as a pretext and justification to establish a more permanent US military presence in Haiti.
We are dealing with a massive deployment, a "surge" of military personnel assigned to emergency relief.
The first mission of SOUTHCOM will be to take control of what remains of the country's communications, transport and energy infrastructure. Already, the airport is under de facto US control. In all likelihood, the activities of MINUSTAH which from the outset in 2004 have served US foreign policy interests, will be coordinated with those of SOUTHCOM, namely the UN mission will be put under de facto control of the US military.
The Militarization of Civil Society Relief Organizations
The US military in Haiti seeks to oversee the activities of approved humanitarian organizations. It also purports to encroach upon the humanitarian activities of Venezuela and Cuba:
"The government under President René Préval is weak and literally now in shambles. Cuba and Venezuela, already intent on minimizing U.S. influence in the region, are likely to seize this opportunity to raise their profile and influence..." (James M. Roberts and Ray Walser, American Leadership Necessary to Assist Haiti After Devastating Earthquake, Heritage Foundation, January 14, 2010).
In the US, the militarization of emergency relief operations was instigated during the Katrina crisis, when the US military was called in to play a lead role.
The model of emergency intervention for SOUTHCOM is patterned on the role of NORTHCOM, which was granted a mandate as "the lead agency" in US domestic emergency procedures.
During Hurricane Rita in 2005, the detailed groundwork for the "militarization of emergency relief" involving a leading role for NORTHCOM was established. In this regard, Bush had hinted to the central role of the military in emergency relief: "Is there a natural disaster--of a certain size--that would then enable the Defense Department to become the lead agency in coordinating and leading the response effort? That's going to be a very important consideration for Congress to think about." (Statement of President Bush at a press conference, Bush Urges Shift in Relief Responsibilities - washingtonpost.com, September 26, 2005).
"The response to the national disaster is not being coordinated by the civilian government out of Texas, but from a remote location and in accordance with military criteria. US Northern Command Headquarters will directly control the movement of military personnel and hardware in the Gulf of Mexico. As in the case of Katrina, it will override the actions of civilian bodies. Yet in this case, the entire operation is under the jurisdiction of the military rather than under that of FEMA." Concluding Remarks
Haiti is a country under military occupation since the US instigated Coup d'Etat of February 2004.
The entry of ten thousand heavily armed US troops, coupled with the activities of local militia could potentially precipitate the country into social chaos.
These foreign forces have entered the country to reinforce MINUSTAH "peacekeepers" and Haitian police forces (integrated by former Tonton Macoute), which since 2004, have been responsible for war crimes directed against the Haitian people, including the indiscriminate killing of civilians.
These troups reinforce the existing occupation forces under UN mandate.
Twenty thousand foreign troops under SOUTHCOM and MINUSTAH commands will be present in the country. In all likelihood, there will be an integration or coordination of the command structures of SOUTHCOM and MINUSTAH.
The Haitian people have exhibited a high degree of solidarity, courage and social commitment.
Helping one another and acting with consciousness: under very difficult conditions, in the immediate wake of the disaster, citizens rescue teams were set up spontaneously.
The militarization of relief operations will weaken the organizational capabilities of Haitians to rebuild and reinstate the institutions of civilian government which have been destroyed. It will also encroach upon the efforts of the international medical teams and civilian relief organisations.
It is absolutely essential that the Haitian people continue to forcefully oppose the presence of foreign troops in their country, particularly in public security operations.
It is essential that Americans across the land forcefully oppose the decision of the Obama adminstration to send US combat troops to Haiti.
There can be no real reconstruction or development under foreign military occupation.

To save Haiti, fire General 'brownie' Keen, start air drops, cancel the debt, and kick out the IMF

Washington, DC, January 17, 2010 -- Just over five days or 120 hours after a major earthquake hit the area of Port-au-Prince, Haiti, it is increasingly clear that the US approach to organizing the delivery of emergency assistance and supplies is so ineffective that the general directing the distribution of emergency aid needs to be fired without further delay. The catastrophic blunder involved is the decision by the US military in the person of Gen. Ken Keen to insist on routing all external aid through a single substandard, inadequate, and partially destroyed landing field, the Toussaint L‘Ouverture airport. This airport has a single runway, and room to park only about half a dozen medium to long range aircraft. The result is that once six aircraft are parked in the unloading area, all incoming traffic must be waved off until one of the six planes has taken off again, as a colonel on the ground explained in a press conference broadcast on C-SPAN radio here this afternoon. The control tower, radar, and other facilities have been destroyed by the earthquake. Even once cargo has been offloaded, it has been tending to build up at the airport because the streets and roads leading from the airport towards the main population concentrations are blocked by collapsed buildings and other debris. The result is an agonizing slowness in delivering vital supplies upon which the immediate survival of up to 3 million Haitians now depends.
THE SINGLE AIRPORT AS BOTTLENECK
This single airport approach fulfills the textbook definitions of a logistical bottleneck and logistical nightmare. It was a fatal mistake to ever decide to make this single runway the only supply line for the stricken populations around the Haitian capital. The officer who is said to be running the US logistical effort on the ground is Lieutenant General P.K. “Ken†Keen, second in command of the US Southern Command. Interviewed today by Brit Hume on Fox News Sunday, General Keen stated: “ Well, we had a very good day yesterday, Brit. Paratroopers from the 82nd Airborne division who have only arrived within the last day or two delivered over 70,000 bottles of water and 130,000 rations.†General Keane was referring to Saturday, January 16, three days and 96 hours after the earthquake. This statement is comparable to the recent remark of Homeland Security Secretary Napolitano to the effect that, although an airplane had almost been blown up aloft, "The system worked." General Keen, like Secretary Napolitano, appears incapable of recognizing defeat and failure when they are staring him in the face, and human lives have already been lost as a result of his incompetence. Gen. Keen is well on his way to becoming the new Brownie of the Haitian crisis, surpassing in ineptitude the infamous Bush FEMA director who received the accolade of "heckuva job, Brownie" at the height of the 2005 debacle.
To put General Keen's comment into perspective, let us assume for the sake of argument that 3 million earthquake victims in the area of the Haitian capital are now more or less totally dependent on foreign deliveries for their near-term survival. To be reasonably fed under crisis conditions, 3 million people would require 9 million meals per day. They would also need something like 9 million liters of water. General Keen boasts of having been able to deliver a tiny fraction of the required amount. It is time for General Keen to be cashiered. His approach to delivering aid is excessively militarized, and results in an oversized population of US forces who consume supplies and, given the excruciating slowness of a deliveries, are likely to become targets of popular rage. Is this what General Keen wants? Is time for him to go.
To be fair General Keen, it is also clear that his background has not suited him for his current critical responsibility. General Keen comes from the Special Forces and the Joint Special Operations Command. General Keen’s background, in short, is that of an airborne commando. This is the area of military life were logistics plays the smallest role. What is obviously required for an emergency like the one now unfolding in Haiti is an officer who is specialized in logistics, in what the Army has traditionally called G-4, and preferably a graduate of the Army Quartermaster School. An army travels on its stomach, and the rescue operation even more so, so it is time for the Special Forces "global war on terror" types to clear out and be replaced by officers who know something about supply. Logistics experts are never the most glamorous figures, and especially not now when the enemy is assumed to be the chimera known as "Al Qaeda." Both the Iraq and Afghanistan deployments of the US forces display a fatal incompetence of logistical planning which could still lead to terrible consequences for the occupiers of both countries. Now in Haiti, the logistical failure moves to center stage.
General Keen seems to be determined to deliver vital aid to the Haitian population using an eye dropper. Is he trying to promote an insurrection for political purposes? When Japan was gripped by hunger in 1945, General MacArthur wired Washington "Give me bread or give me bullets," and quickly got bread. General Keen seems more interested in bullets, and one wonders why. Given General Keane's extensive record in Latin America, one wonders whether he has ever been associated with the infamous US Army School of the Americas in Fort Benning Georgia, where military officers are routinely taught that the populations of Latin America are the enemy, with Haiti being no exception.
General Keen is lucky that he is not fighting a real enemy on Haiti, because if he were the enemy commander might find a way to destroy the single airport which is now the totality of the US supply line, leaving General Keen’s forces cut off and doomed. General Keane seems to have forgotten the one thing he should have remembered from his special forces training, which is that when units like his actually go into action, they are supported by air drops.
IMMEDIATE WIDESPREAD AIR DROPS OF CRITICAL SUPPLIES THE KEY
Effective generals know they need to rush to the scene of operations for an indispensable coup d’oeil well before their leading units arrive. Think of General MacArthur sizing up the situation in Korea during the first desperate hours in July of 1950. Such reconnoitering, or even the memory of a previous visit, would have shown that relying on the airport alone was a recipe for disaster. Instead, the US should have emphasized speedy air drops by parachute of pallets containing large quantities of food, water, medical supplies, blankets, fuel, and tents, plus small electrical generators and small tractors and earth moving equipment. The drop zones for these deliveries should have been scouted and cleared of any civilians by small numbers of airborne Rangers -- parachute infantry -- coming in at dawn last Wednesday, about twelve hours after the quake. Under the current Global Strike strategic doctrine, the US is supposed to be able to destroy any point in the world within 24 hours. Surely they could have dropped airborne scouts into the Haitian capital, which is not far from Guantánamo and from Florida, within 12 hours after the earthquake.
The goal of this operation would have been to saturate the environment of Haitian capital with abundant supplies of food, water, medical necessities, and related equipment. Security need not have absorbed inordinate manpower at that point. The stricken population needed to be invited to help themselves, carrying off as much as they could handle in any reasonable proportion. They needed to be told that air drops would henceforth be continuous, and that they would not want for anything. Looting and stealing would have been obviated by convincing the people of the simple fact that they were futile and pointless, since food, water, and other supplies were abundant everywhere. With a little imagination, a dozen drop zones could have been set up in parks, in athletic stadiums, on beaches, and in the fields immediately outside the city. The inclusion of large quantities of tents of different sizes would have given the stricken population something constructive to do to help themselves. Instead of gunfights over scarce food and water, instead of machetes and street barricades of corpses, instead of riots, the Haitians could have peacefully busied themselves in constructing tent cities for the short to medium run.
The best aircraft for these precision air drops in the first wave on Wednesday, Thursday, and Friday in particular, would have been Lockheed Hercules C-130 air transports. The Hercules C-130 is also capable of landing on a bumpy field in little more than 1,000 feet, assuming that it will take off empty. C-130s could have landed in fields immediately outside the city that had just been cleared of any civilians by a few members of the 82nd or 101st airborne divisions, and could have rolled large pallets of emergency goods out of their cargo bay directly onto the ground. Civilians could have picked up what they needed. Electrical generators mounted on trucks could have driven from these landing strips directly to area hospitals, accompanied by truck-mounted water purification equipment.
If the joint USTRANSCOM (the military airlift command) and the United States Air Force Air Mobility Command do not have enough C-130s, then these can be supplemented by identical aircraft brought in from the European NATO states and from Japan. Major air forces all over the world fly the C-130, as the Lockheed scandal some years ago reminds us.
Another aircraft which could prove valuable is ironically the the much-maligned V-22 Osprey, a propeller aircraft which can take off and land vertically. If an Osprey can carry 20 infantry, it should also be able to carry a ton or two of supplies, and it can land on fields that are too small even for a C-130. With the help of of a small fleet of Ospreys, distribution points could have been established, in virtually every neighborhood of the Haitian capital, saving many lives and calming the entire situation.
By channeling the vast majority of routine deliveries of food, water, medical supplies, blankets, tents, and other basics directly into Port-au-Prince and the other cities hit by the earthquake, the single runway of the single airport could have been reserved for high value deliveries like the French field hospital which was turned away in a blunder which has deservedly become an international scandal and humiliation for the United States. The airport would thus have been available for special cargoes and above all for doctors, nurses, military field hospitals, heavy water purification and earth-moving equipment, aid technicians, and emergency workers with sniffer dogs, although some of these could also arrive inland through the Ospreys. Traffic coming from international donors would have a much better chance of being expedited through the airport if it did not have to compete for space with large bulk deliveries of food and water.
If Wednesday January 13 was D-Day, when the effort should have got going, by D+2 or D+3, US aircraft carriers, helicopter carriers, and other warships proceeding at flank speed would have arrived in Haitian waters, making it possible to begin large-scale deliveries of bulk emergency supplies by helicopter into even less accessible corners of the stricken region. This would be the hour of the Chinooks and especially the Soviet-made Halos capable of carrying a 20-ton payload, which the US has some experience in renting. It appears that the US Coast Guard, which gave such a good account of itself in the midst of the Katrina disaster, was the one effective organization which began helicopter deliveries very early in the crisis, without that obsessive concern for force protection which seems to have been the main preoccupation of the Army Special Forces-JSOC 'GWOT' types.
If the port remained inoperable by D+2 or D+3, it would be time to identify suitable beaches for the offloading of supplies by amphibious landing craft operating from vessels offshore. Otherwise, a makeshift Mulberry harbor could be constructed for offloading freighters.
GET THE IMF OUT OF HAITI ONCE AND FOR ALL
US television commentators and politicians are fond of asking why Haiti is so poor. Some of them are embracing a crackpot theory of the late Samuel Huntington according to which Haiti has a dysfunctional culture, and the poverty there is the fault of the people. We beg to differ. The United States has occupied Haiti for several decades at different times and has a special responsibility for the welfare of this country. The most acute problem of Haiti right now is represented by the fact that especially since 1994, Haiti has been crushed under the iron heel of the International Monetary Fund and World Bank by virtue of the ferocious conditionalities which these international lending institutions have imposed. These conditionalities include the usual dismal catalogue of IMF shock therapy: deregulation, privatization, union busting, the destruction of the state sector, the wrecking of any social safety net, the abolition of labor legislation, downward pressure on the standard of living, free trade, tax advantages for predatory foreign investors, and the looting of any pension funds or unemployment insurance -- the litany of reactionary "free market" barbarism in all of its inhuman fury. Americans may be interested to know that the poorest country in the hemisphere carries a debt burden in the neighborhood of 1.5 billion US dollars, most of it owed to the Inter-American Development Bank, itself a creature of the United States. As of September 2009, this desperately poor country was struggling to meet the benchmarks imposed by the IMF and World Bank to qualify for their cruel and deceptive “Heavily Indebted Poor Countries†program, which promises minimal debt forgiveness in exchange for an even more acute humiliation of national sovereignty and an even more savage and draconian application of conditionalities.
CANCEL HAITI'S $1.5 BILLION FOREIGN DEBT
If Obama is capable of any human compassion whatsoever, he will interrupt his nonstop blathering to declare a unilateral, total, and irrevocable cancellation of all financial debt owed by Haiti to any institutions controlled or influenced by the United States. All countries of the London Club and Paris Club should be informed that the United States expects them to imitate this immediate and unconditional debt cancellation in favor of Haiti. Haiti will undoubtedly default anyway, so they would simply be bowing to the inevitable. All these countries should be informed in unmistakable terms that failure to cancel the Haitian external financial debt will be considered an unfriendly act by the United States. The State Department knows very well how to do this -- they strong-armed most of the world into canceling the debts owed by Iraq after Bush's lunatic invasion of that country in 2003.
The corollary of the debt cancellation is an announcement that all IMF and World Bank conditionalities, appropriate technology limitations, and so forth are lifted and will never be reimposed. Officials of the International Monetary Fund, the World Bank, the Inter-American Development Bank, and other organs of the supernational bankers’ faction should be treated as looters and driven out of Haiti.
Haiti requires a Marshall Plan in the form of large-scale foreign deliveries of modern capital goods for economic modernization -- not of cash, given the desperate circumstances prevail there. Agriculture, fisheries, and related activities need capital investments to develop. Haiti needs to urgently upgrade its labor force to allow the production of high-value exports in industrial settings. Infrastructure needs to be developed for health services, education, energy production, transportation, and sanitation. The number of new housing units that will need to be built runs into the millions. Idle Detroit's factories could be quickly retooled to produce modular housing for Haiti, and tens of thousands of unemployed auto workers rehired as part of this effort. The United States should participate in the reconstruction of Haiti by forcing the Federal Reserve to free up an initial tranche of $100 billion in the form of 0% Federal credit for US exports to Haiti via the US Export-Import Bank. The $100 billion line of credit already promised by Obama to the IMF should be commandeered and diverted to Haiti for this purpose. Nations with industrial capacity should be strongly encouraged to join in this effort on the basis of parity and equality.
