Dulles and Fleming according to the establishment's version never met until just before the latter's death--and only as a result of mutual admiration expressed in the James Bond fiction novels. This doesn't wash if Fleming knew McCloy in 1941 well enough to offer him as Donovan's OSS Chief-of-Staff since the latter worked in the same law office and other firms closely associated with the Dulles brothers! Fleming in the aftermath of the JFK assassination in his last book, TMWTGG places MK-Ultra-style mind control in the forefront of his story. A real-life person who seemed possibly under mind control was Jack Ruby who threw his own life away to kill the patsy Harvey Oswald--who did not die in a gun battle in the TSBD or the movie theatre rendezvous spot as planned. The revolver Oswald had was defective so the hero cops would be at little risk gunning him down. Even more plausible as a mind-control pawn was Oswald himself, who seemed groggy while in custody and acted weird as if under some sort of mental trance. His love affair with Judith Baker placed him in clinical settings where MKUltra techniques could have been employed. Too bad he didn't have a competent attorney and a chance to go to trial to prove his innocence. Ruby was able to tell a reporter before his medically assisted death (MAD) by cancer that LBJ had indeed, murdered JFK. Reports are he went for a chest x-ray and the machine was left on too long, giving him lung cancer. He was not a smoker. Watch the videos below;

Moreover, I have not seen any documentation of Dulles praising or condemning TMWTGG; did he suddenly stop being an Ian Fleming fan? or was that book too close to the particulars of his CIA hit on JFK? Again even in Wiki, Dulles' actions while on the Warren commission to hide CIA covert actions directly tied in to the JFK murder are mentioned:
On November 29, 1963, President Lyndon Johnson appointed Dulles as one of seven commissioners of the Warren Commission to investigate the assassination of the U.S. President John F. Kennedy.
Despite his knowledge of the several assassination plots by the CIA against Castro, he is not documented to have mentioned these plots to any investigating authorities during the Warren Commission.
I do not think Dulles and Fleming were great pals. Fleming as an ardent man of conscience against such evils as Nazi fascism would not have admired Dulles who was not only an incompetent spy, but a traitor to the Allies in both WW1 and WW2--helping the Germans in both wars--and afterwards. I believe when Fleming mentions Dulles in faux glowing terms in the 007 novels--he's trying to send us a message to examine him more carefully.
Before CIA, first came the OSS
The first of many memos from Commander Fleming to Colonel Donovan on how to create an American spy organization--the Office of Strategic Services (OSS) that was the fore-runner to the CIA comes from the National Archives, published here for the first time.
Notice in the memo that Fleming suggests the Wall Street banker's attorney John McCloy be Donovan's OSS chief-of-staff--"McCloy is my only suggestion"--which we know now would have been a terrible mistake as he turned out to be a pro-Nazi traitor who later got war criminals set free, was at Clint Murchison's Party with the other JFK murder conspirators and later sat on the Warren commission with Dulles to white-wash the assassination onto just lone gunman Harvey Oswald!
Even JFK himself, who would be murdered eventually by him, had praise for McCloy, the Nazi-liberator as Presidential candidate JFK, in Maine 1960!

When Franklin Roosevelt became President in 1932 he selected three Republicans to be members of his first Cabinet. When President Truman was the President, he selected men like John McCloy, Robert Lovett. He continued men like James Forrestal. He brought John Foster Dulles into the State Department to negotiate the Japanese Treaty. He secured for the great positions of responsibility the best men and women he could get.
The irony is that I think I am like McCloy who was also a GCD consensus-builder and a doer. He got STOL "Grasshopper" observation planes into the Army Field Artillery. The problem is he includes Rockefeller Illuminati/Wall Street evil into the mix poisoning it. Plus his lack of empathy and loyalty for the common man plays into his GCD always going in the favor of the evil Rockefeller direction. He would lie to do the Rockefeller's bidding like when he refused to bomb the concentration camps to enable the primarily Jews inside to escape saying our bombers couldn't reach them when he knew damn well they could as air recon photos like below and accidental bombings proved. He just didn't want to disrupt Rockefeller factories.
