Is a private UK company, specialising in PSYOPS
Have a look at the site, ....some interesting quotes....
An Opcentre is a command facility for strategic communications
What can the OpCentre do?

SCL are in the business of information management. The stations handle demographic and social data and trend analyses so that the government may use "persuasion and influence" to achieve their ends. The strategic stations are where decisions are made and the output desks are where "the means of communication exist for what the government wants to achieve".

For my money, when trying to understand how the powers that be control public perception and public discourse this is the route to go down.
Good article
Sure you need to ensure you monopolise the MSM ownership/editorship in a fewer and fewer dependable hands, but understand who is creating and manipulating the key news agendas and dreaming up the psyops in the first place and you get to the real heart of the matter.
By proving to the wider public the extent to which news is not just managed but invented is key to demonstrating that a deception like 9/11 is possible

What's really so irritating is the mixed in Corpartised Language and the way they think they are so clever.
However, all the people that work for this organisation must surely have been prevented from seeing the wider picture - and what the work they do is directed towards.
They think are so clever when in the opposite is probably true. When will they wake up and realise what is going on and what they are part of? Maybe never. _________________ Andrew

It probably isn't of any great significance but I am curious why they chose the domain (.cc) of the Chacos Islands. It isn't as if there is a shortage of domain options - or that there are tax breaks for registering domains in exotic locations.
Their entry at Companies House - http://www.companieshouse.gov.uk -reveals very little additional information about who they are except that they have never submitted their accounts - first submission due this month - which suggests that they have only become a limited company in the last 12 months, which would tie in, somewhat circumstacially, with what Ian says.
It is quite evident from their DNS record that they were a little publicity shy when they registered their domain:

Strategic Communication Laboratories describes itself as "the leading supplier of Information Operations, Strategic Communication and Public Diplomacy services to governments and military clients worldwide."
At the centre of SCL's activities are what it refers to as construction and training of people to run an "Opcentre."
