Authorisation to Demonstrate

I just read in a post by Andyb that we now need to complete and return a form available from Charing Cross Police Station if there is to be any sort of demonstration in that area whether it be 1 or 20 people. Charing Cross station is on the edge of the 1km exclusion zone and covers Trafalgar Square and Whitehall. The officer could not tell me if this law applied the rest of Central London and referred me to the Events Office, who I will call tomorrow. I hope it doesn't. I'm sure it doesn't. It can't possibly.
