If I can step in and provide a translation of 'wibble', I think Hera may have drawn this from the forums on the Arrse website (army). I was accused on there of being a 'wibblehead', which translates as a 'conspiracy theorist'. So to wibble, as a verb, could mean to propound an argument that does not concur with the official conspiracy theory, which some would argue is full of holes and possibly the product of highly-placed 'wibbleheads' in the US administration.
