The shills would suggest it's glass reflecting the sunlight or burning debris from the impact zones. There's a steel beam on the right of the picture that may be burning giving off white smoke (aluminum oxide a byproduct of the thermite reaction). Even with the hi-rez footage it's a tricky call.
I'll do another super slow-mo of the steel beam frames and post it here.
Just for the record the original quarter speed AVI file is around 100meg so it's tricky to pass around although I may upload it somewhere so people can download a copy for analysis. The windows media version is only 2meg so if you send me your email via PM I'll send it as an attachment.

I think they are, the flashes, highly suspicious and at least warrant further investigation. I personally don't buy the broken glass theory and the idea of burning debris isn't particularly convincing ether. Maybe their bits of thermite that have been forced out of the top of the tower some how?
