Police in Wiltshire have declared a major incident and a number of areas - including an A&E department at a hospital - have been quarantined and cordoned off, after 'exposure to an unknown substance' left two people fighting for their lives.

It is understood that police suspect fentanyl, a synthetic opiate many times stronger than heroin, may have been involved. A man and a woman are in a critical condition and up to 10 other people are involved.

Officers and paramedics were called to The Maltings shopping centre in Salisbury after the man and a woman fell ill. The woman, who was unconscious, was airlifted to Salisbury district hospital at about 4.15pm, while the man was taken by ambulance.


A co-ordinated multi-agency response has now been launched, and emergency service personnel - wearing full-body hazardous materials protective suits - are at the scene.

A statement on Wiltshire police's website reads : "Wiltshire Police and partners have declared a major incident after it is suspected that two people have been exposed to an unknown substance in Salisbury.

@SalisburyNHS is currently dealing with a major incident involving a small number of casualties, with a multi-agency response. We are not asking additional staff to come to site unless contacted directly.

Fentanyl is around 50 times more potent than heroin and 100 times more powerful than morphine. Most of the fentanyl making its way to America has been made, often legally, in factories in China before being shipped to criminal networks in Mexico and Canada and then smuggled over the border. Thousands of Americans have died from using fentanyl since 2013.

Police officers and even police dogs in America have accidentally overdosed by inhaling toxic fentanyl in the air while carrying out searches.

Heroin and fentanyl look identical, and with drugs purchased on the street, “you don’t know what you’re taking,” Tim Pifer, the director of the New Hampshire State Police Forensic Laboratory, said in an interview. “You’re injecting yourself with a loaded gun.”

It was recently reported that fentanyl has claimed the lives of at least 60 people in the UK over the last eight months.

Meanwhile, the Mirror reports that Salisbury Hospital has shut its A&E as it deals with a "major incident" involving up to 10 casualties after two people exposed to an unknown substance were left in a critical condition.

Firefighters were called to the hospital in Wiltshire to decontaminate an area outside the A&E department.

Emergency personnel were wearing full-body hazardous materials protective suits at the scene.

A green tent was set up and an incident response unit was on site.

It is understood that fewer than 10 people were involved in the incident - mainly members of the public - and there were no fatalities.

Dorset & Wiltshire Fire Service told the BBC they were called to the hospital this morning to decontaminate the area outside the A&E department.

Salisbury District Hospital tweeted: "Salisbury NHS is currently dealing with a major incident involving a small number of casualties, with a multi-agency response.

"We are not asking additional staff to come to site unless contacted directly."

The hospital added: "We are advising patients to attend for their scheduled appointments unless they too have been contacted directly and asked not to.

"We are asking staff who are due to work today to come to work as normal."

It advised on its website: "Please do not attend the Emergency Department (A&E) unless extremely urgent."

Wiltshire Police said it is suspected two people were exposed to an unknown substance in Salisbury.

Wiltshire Police said it was initially believed the two patients had been using heroin or crack cocaine from a contaminated batch of drugs.

DOCTORS have been warned that super-strength synthetic heroin could be circulating in Wiltshire.

It comes after the discovery last month of a batch of heroin laced with fentanyl.

Sometimes used as a prescription painkiller, the synthetic opioid comes from the same family of drugs as heroin – but can be up to 50 times more potent. Only small quantities of the drug can be taken without potentially deadly consequences.

Wiltshire Police seized drugs contaminated with Fentanyl on December 19 from a 54-year-old Frome man arrested in Devizes.

When it was tested by laboratory technicians, the 36 grams of brown powder was found to contain cyclopropyl-fentanyl, diamorphine, caffeine and paracetamol.

Change Grow Live (CGL), which supports drug addicts in Swindon, warned GPs in the town that the potentially lethal fentanyl could be circulating in Swindon.

They advised drug users not to take substances that appear “different from usual”, not to use drugs alone and to seek medical help immediately if they notice “unusual” symptoms in themselves or someone they know.

In a joint statement, CGL and Swindon Borough Council’s public health team said: “This drug alert was put out earlier this month and all the current indications are that this was an isolated incident.

“Drug alerts are commonly used to ensure that local agencies involved in the care and support of people who misuse substances are informed and able to respond to any risks appropriately.

“To date, no positive test results have been returned that confirm any presence of fentanyl.”

A town centre rough sleeper said this week that he had not heard about fentanyl circulating in batches of heroin in Swindon: “I have heard about it a couple of months ago, but it wasn’t around here. It was up north.”

Last August, the National Crime Agency said that at least 60 people had died in the previous eight months after taking fentanyl. The majority of the deaths were in Yorkshire, Humberside and Cleveland.

Det Supt Pat Twiggs of West Yorkshire Police told the BBC at the time: “People are playing Russian roulette with their lives by taking this stuff. That’s why we would strongly recommend to the drug-using community to stay away from it.

“The business is not done under lab conditions, it’s not done by scientists, it’s done in a very uncontrolled way by people seeking out profit. This is why we’re concerned when you’re dealing with such toxic chemicals.”

She added: '[Caroline] is annoyed because for days the police told her that Dawn had a heart attack.

'She's on the brink of death, basically. She's done a lot of abuse to her body already.'

But despite the round-the-clock care that the two victims are receiving in the Radnor ward intensive care unit in Salisbury hospital, Caroline believes that staff are treating them like 'second-class citizens' because of their addictions.

'She feels that Dawn is not getting the same quality of treatment as the Skripals because of her background and the fact she's an alcoholic. She's seen as a nobody, really,' the family member said.

'They didn't tell her the truth. She feels like she hasn't been given the whole story.'

Caroline, a steward with security clearance who works at the RAF base Boscombe Down near Salisbury, is the main carer for Dawn's 10-year-old daughter Grace.

Her husband, Stephen Sturgess, 65, is unemployed and has a 'difficult' relationship with his eldest daughter.

Dawn's two sons, Aidan, 23, and Ewan, 19, live with their father Andrew Hope, 46, a senior systems engineer also with high-level security clearance who works at Boscombe Down.

'She's been in hospital before many times and has mental health issues so to them this is just another crisis like all the others.'

Amesbury Novichok poisoning victim Charlie Rowley has revealed a sealed box of perfume which he found and later gave to his girlfriend contained a deadly nerve agent which killed her.

In an exclusive interview with ITV News, the 45-year-old explained how his partner Dawn Sturgess fell ill moments after spraying the liquid on her wrists.

He said: "Within 15 minutes, I believe Dawn said she felt she had a headache and asked me if I had any headache tablets. I had a look around the flat and within that time she said she felt peculiar and needed to lie down in the bath, which at the time I thought was a bit strange.

"I went into the bathroom and found her in the bath, fully clothed, in a very ill state."

Mr Rowley later fell critically ill himself. Dawn died eight days later.

He told ITV News he had found a sealed box in a cellophane wrapper containing a perfume bottle some days earlier, and had kept it at his Amesbury home, before handing it to his partner of two years as a gift.

He explained how he struggled to remember where he had originally found the item but was convinced it was legitimate, as it looked like it hadn't been used, "Which made me think it was quite safe," he said.

The latest development as to how Mr Rowley and Ms Sturgess came into contact with Novichok "raises questions" as to whether Salisbury is now free of the nerve agent, according to ITV News Correspondent Rupert Evelyn.

He said: "We are not privy to a lot of the details that police have as part of the investigation, but what Charlie Rowley said today was interesting in terms of the perfume bottle.

"He said it was unopened, the box it was in was sealed, and that they had to use a knife in order to cut through it.

"That raises the question: if it wasn't used, is this the only Novichok that exists in this city? And was it the same Novichok used to attack Sergei and Yulia Skripal?"

Another Novichok poisoning took place in the UK over the weekend. In a statement to the press on Wednesday Britain’s counter-terrorism chief confirmed that a man and a woman had been poisoned with the deadly nerve agent sometime on Saturday June 30th just a few miles from where the Skripals were poisoned in the small British town of Amesbury, Wiltshire. Early reports have named the effected couple as Charlie Rowley, 45, and Dawn Sturgess, 44.

Andrew Hope has worked for the UK based multinational military and cyber-tech spy firm, Qinetiq, since its creation in 2001. Starting as an Avionics Instillation Manager, he slowly worked his way up the ranks to Senior Systems Engineer.





QinetiQ was formed in 2001 after the UK government privatized one half of the Defence Evaluation and Research Agency (DERA). The other more sensitive half of the DERA was kept and maintained by the UK government and was renamed the Defence Science and Technology Laboratory (Dstl). It's worth noting that the only known laboratory in the UK to handle Novichok isPorton Down, which is part of dstl. QinetiQ is basically a private defense research arm of the UK government.

2 of the most notable high profile executives that have worked for QinetiQ over the years have been the ex-director of the CIA, George J. Tenet), and former US Undersecretary of Defense for Intelligence, Stephen Cambone.


George J. Tenet served as the head of the CIA under both Clinton and Bush administrations between 1997–2004. One of the many controversies he's been involved in was his claim that Saddam Hussein had WMDs. He moved on to become Non Executive Director of Qinetiq Group from 10/2006 to 02/2008.

He had direct control over the three main intelligence gathering agencies, the National Security Agency (NSA), the National Geospatial Intelligence Agency (NGA) and the National Reconnaissance Office (NRO). In 2003 he helped set up the Counterintelligence Field Activity (CIFA) and transformed it into one of the governments largest collector of domestic intelligence. He began his career at QinetiQ North America 09/2007.

One of the MSM narrative playing out at the moment is that the couple possibly became ill after fiding the device the Novichok used on the Skripals was contained in. The problem with this line of investigation, according to experts, is that the Novichok would have likely deteriorated in the 4 months since the Skripals case.

This is pure speculation from me here, but if Andrew Hope has worked for QinetiQ since its formation in 2001 it's entirely plausible that in the early days whilst the company was under the control of the ex-director of the CIA, George Tenet, Hope may have been recruited by MI6 or the CIA as a covert asset of some type. If this was the case then the close relationship between the UK government, QinetiQ, and Porton Down would make it relatively easy for Hope or his handlers to lay their hands on Novichok.

I shall speculate further and say that the CIA/Deepstate had ordered Andrew Hope to kill Sergei Skripal due to Skripals ties to Christopher Steele and the Trump dossier. Hope in turn hired his ex-partner, Dawn Sturgess, who appears to have been living in a homeless hostel at the time and struggling for money, to plant the nerve agent somewhere in Salisbury which eventually lead to the near deaths of Skripal and his daughter earlier in March this year. Maybe Dawn was worried about what she had gotten herself into and had threatened to go to the police or media to expose the lie. Maybe they were both poisoned to keep the truth from coming out. Maybe I've dug to far and connected dots where there are no connections. Whatever the reason for this recent poisoning, we can be sure whatever the MSM tell us cannot be trusted.
