An MP investigating the death of Dr David Kelly says he is convinced the weapons scientist did not kill himself.

Norman Baker tells BBC Two's The Conspiracy Files he has reached the conclusion Dr Kelly's life was "deliberately taken by others".

Mr Baker has also obtained letters suggesting the coroner had doubts about the 2003 Hutton inquiry's ability to establish the cause of death.

Hutton reached a verdict of suicide but a public inquest was never completed.

Dr Kelly, whose body was found in July 2003, had been under intense pressure after being named as the suspected source of a BBC report claiming the government "sexed up" a dossier on the threat posed by Iraq.

Distress

Coroner Nicholas Gardiner opened an inquest into his death in Oxford just a few days after his body was found on Harrowdown Hill.

As you will know, a coroner has power to compel the attendance of witnesses. There are no such powers attached to a Public inquiry

But he was ordered to adjourn it by the Lord Chancellor, Lord Falconer, as the Hutton inquiry would take over, and it was not resumed.

Lord Falconer said he wanted to minimise the distress caused to the Kelly family.

The official account given by the Hutton inquiry was that Dr Kelly committed suicide by cutting his left wrist, and taking an overdose of the painkiller Co-Proxamol.

In his report, Lord Hutton said: "There was no involvement by a third person in Dr Kelly's death."

Assassinated

Mr Baker, who has spent a year investigating the case, believes there is enough evidence to suggest that the scientist did not kill himself.

The Liberal Democrat MP said toxicology reports suggested there was not enough painkiller in Dr Kelly's system to kill him, and the method he had apparently chosen to commit suicide was not a recognised or effective one.

"I'm satisfied it was not suicide. And after that you're left with the conclusion that his life was deliberately taken by others," he tells The Conspiracy Files.

He tells the programme it has been suggested to him that the weapons scientist was assassinated.

Speaking last week on BBC Radio 5 Live, Mr Baker said he was not ready to reveal all the evidence he has unearthed, but would consider passing a file to the police in due course.

Witnesses

Mr Baker has obtained letters between Mr Gardiner and the Lord Chancellor's office from 2003, suggesting the coroner was not happy with the Hutton inquiry's ability to establish the cause of death.

The letters were given to the MP by Constitutional Affairs minister Harriet Harman and have not been revealed publicly before.

On 6 August 2003 Mr Gardiner wrote to the Lord Chancellor expressing concern about Hutton's lack of legal powers compared with an inquest.

"As you will know, a coroner has power to compel the attendance of witnesses. There are no such powers attached to a public inquiry," Mr Gardiner wrote.

The Oxfordshire coroner also asked to be allowed to continue with the inquest because "the preliminary cause of death given at the opening of the inquest no longer represents the final view of the pathologist, and evidence from him would need to be given to correct and update the evidence already received".

Mr Gardiner met officials from the Department of Constitutional Affairs on 11 August 2003 "to discuss the mechanics of admitting evidence from the pathologist and analyst".

Death certificate

The Lord Chancellor then accepted the coroner's need to have one further hearing.


Lord Hutton was given the job of establishing how Dr Kelly died

In a letter to Mr Gardiner, dated 12 August 2003, Sarah Albon, private secretary to the Lord Chancellor, said that "the cause of death of Dr David Kelly is likely to be adequately investigated by the judicial inquiry conducted by Lord Hutton".

It said Lord Falconer accepted Mr Gardiner may want to take fresh evidence from the pathologist and analyst.

But he was "most anxious to avoid any unnecessary distress to the family, and has asked that you keep the proceedings as short as possible and, so far as the Coroner's Rules allow, take the evidence in writing".

The coroner did just that in a hearing on 14 August 2003.

On 18 August 2003 a death certificate was registered setting out the causes of death.

'Hit list'

Yet the Hutton inquiry had only just started taking evidence and its report was published a full five months later.

In March 2004, a final hearing was held in Oxford at which Mr Gardiner said he was satisfied there were "no exceptional reasons," including concerns about the Hutton inquiry's powers, for the inquest to be resumed.

The Conspiracy Files explores a number of alternatives as to how Dr Kelly might have met his end.

A former colleague of the weapons inspector, former UN weapons inspector Richard Spertzel, tells the programme he believes the scientist was murdered by the Iraqis.

Mr Spertzel, who was America's most senior biological weapons inspector and who worked alongside Dr Kelly for many years in Iraq, believes the Iraqi regime may have pursued a vendetta against Dr Kelly.

"I believe that David was probably a victim of Iraqi Intelligence Service because of long standing enmity of Iraq towards David," he says.

"A number of us were on an Iraqi hit list. I was number three, and my understanding, David was only a couple behind that.

"And none of the people on that hit list were welcome in Iraq. Immediately after David's death, a number of the other inspectors and I exchanged emails saying, 'Be careful.' "

The Conspiracy Files is on Sunday, 25 February, at 2100 GMT on BBC Two.

John Smith? Robin Cook? Who else have they murdered in the name of this filthy war?

It's hilarious to even contemplate a man with access to the worlds most lethal and deadly chemicals, toxins and god knows what else, should commit suicide with a packet of aspirin and a rusty pen-knife because his boss was angry.

It's right up there beside a man in a cave in Afghanistan demolishing the Twin Towers.

It will be interesting to see Guy Smith's take on this one? After the shambles of a last week with the 9/11 episode and Smith's interview on Alex Jones show afterwards, it will be interesting to see if the quality of investigative journalism inproves any?

by the Maxwells, the Murdochs and the Blacks as well as government subsidies for the Bush and Blair Corporation (BBC) would NEVER investigate WAR CRIMES.

Investigative journalism died when Kissinger got the Nobel Prize for Peace and they made him initially in charge of the 9/11 Commission...

The 'inside job denialists' are indeed hilarious. The more people believe the opposite the more they cravenly follow old lies...

i have said from day one it is pretty obvious kelly didnt top himself, but to say "the iraqi's did it" - now THAT is quality.


David kelly was the bravest of souls.... one who stepped up and "blew the whistle" not for himself, but for what he knew to be right.


There are plenty in this country who know EXACTLY who killed david kelly, and how they sleep at night is beyond me.


I hope the show tonight emphasises exactly how BRAVE this man was, and shows how suicide is the action of a coward.

In 1984 Dr. Kelly was invited by the Ministry of Defense (MoD) to take the position of chief microbiologist at its secret facility at Porton Down. Kelly had been working in the NERC Institute of Virology in Oxford. He brought a number of scientists with him from there to Porton Down.

At the Hutton inquiry, Brian Jones testified as to Kelly's involvement, with the highest security clearance, in analyzing top-secret information regarding biological weapons of the U.K. and other governments. Jones was director of a department on the Defence Intelligence Staff (DIS). That involvement, beginning in 1987, presumably continued until his death and through his several other jobs as weapons inspector in Russia and (for UNSCOM) in Iraq.

It was before and during Kelly's tenure at Porton Down that it became involved with South Africa's bioweapon program named Project Coast. A cardiologist named Wouter Basson who was the personal physician of South African Prime Minister Botha headed the project.

After the apartheid government fell, there was a nearly two-year trial of Basson who was charged with numerous crimes including murder and misappropriation of project funds. During the trial several astounding revelations came out. (Basson was acquitted of all charges by a judge who would not let him take the fall for an official government program.)

Basson was said to have had entre not only to Porton Down but the U.S. Army facility at Fort Detrick, Maryland (the U.S. counterpart of Porton Down). The two main thrusts of Project Coast were developing genetically altered diseases that would affect only groups with similar DNA characteristics, e.g. blacks, and weapons to be used in assassination of individuals. Two (as yet unidentified) scientists working at Porton Down were also paid consultants to Basson's projects.

The CIA in the U.S. contributed to Basson's efforts through Dr. Larry Ford. Ford was set up as co-president of a laboratory supposedly developing a feminine birth control device that would also protect against AIDS. The company never had a product or any sales.

According to an undercover FBI informant, Ford did develop an 'anti-black' product he delivered to an attach of the South African government in California. Ford was later killed by a shotgun blast that was ruled a suicide. At the time he was under suspicion of involvement in the attempted assassination of his partner in the CIA front. Ford had made several trips to South Africa in connection with Project Coast.

In 1989, Vladimir Pasechnik, head of the Soviet bioweapons program at its Biopreparat facility, defected to the U.K. His revelations of Soviet activity created a diplomatic uproar over violations of the 1972 treaty banning such activity that had been pushed and signed by the U.K., U.S. and USSR.

Dr. Kelly and Christopher Davis of the U.K and U.S. microbiology experts debriefed Pasechnik. Davis, who comes out of MoD Intelligence, was at the time an employee of Veridian Corp., which has an interesting history.

According to mind control researcher David Hoffman, in 1946 Cornell Aeronautical Laboratory was founded including the 'Fund for the Study of Human Ecology.' The 'fund' was a CIA financing conduit for mind control experiments by migr Nazi scientists and others under the direction of CIA doctors Sidney Gotttlieb, Ewen Cameron and Louis Jolyn West. Gottlieb, of course was the director of the CIA's infamous MK-ULTRA mind control program.

Cornell was later absorbed into Calspan Advanced Technology Center in Buffalo, NY. The company continued experiments in mind control and artificial intelligence. In 1997 Calspan was in turn absorbed by Veridian Corp. Veridian (Calspan) is deeply involved in artificial intelligence. In August of this year giant defense contractor General Dynamics acquired Veridian-Calspan.

Here is a strange coincidence.After Timothy McVeigh left the army, he joined the Army National Guard in Buffalo. He landed a job with Burns International Security and was assigned to guard the premises of (you guessed it) Calspan. McVeigh had told friends the army had implanted a microchip in him during the Gulf war. (We now know that a number of soldiers were implanted with microchips explained as an experiment to keep track of their locations during battle.) The CIA doctors at Calspan were experimenting with merging brain cells with microchips.

Pasechnik was put to work at Porton Down where he remained until set up with his own company. Three weeks after the mailed anthrax attacks in the U.S., He died, apparently of a stroke. Strangely, the death was announced by Christopher Davis. His death began a string of mysterious deaths and obvious murders of world-class microbiologists, which continues to this day. Dr. Kellyâs death is one of those but not the latest.

One of the most disturbing deaths is that of Harvard scientist Don C. Wiley. Wiley was one of Americas preeminent researchers into infectious diseases and HIV in particular. After years of meticulous research, Wiley had just scored a breakthrough by identifying the properties of the HIV virus that make it infectious and how it avoids destruction by the antigens in the human immune system.

In theory, the discovery has application to other viruses that cause diseases. Viruses, as opposed to bacteria, seem to be immune to treatment by antibiotics.

The dark side of the discovery, as Wiley himself discussed, is that the same information could be used to change relatively benign viruses into killers. **(See footnote on this authorâs three-part series on Anthrax, GOCO's and Designer Germs.ä)

In 1991, a team of U.S. and U.K scientists, including Kelly and Davis, made a trip to the USSR to inspect Biopreparat facilities at four locations. Their host was deputy chief of the program, Kanatjan Alibekov, who would later defect to the U.S. and change his name to Ken Alibek. Kelly made several inspection trips to Russia.

Dr. Kelly was described by his contemporaries as an iron-willed individual who did not hesitate to challenge Russian and Iraqi authorities and scientists. However, he may have been a bit nave concerning three individuals with whom he had extensive communications, all three women.

Judith Miller of the New York Times (NYT) exchanged numerous e-mails with Kelly. The Pulitzer Prize winner is a long-time member of the Council on Foreign Relations (CFR) and through her articles in the paper the most prominent of those warning of Iraq's weapons of mass destruction (WMD).

The second confidant of Kelly's was Olivia Bosch, a senior research fellow at the Royal Intitute of International Affairs (RIIA). The RIIA, also known as Chatham House, is the U.K counterpart of the CFR. Both organizations were set up by the financial elite to work for a one-world government. Both wield inordinate influence on the governments in their respective countries. Kelly had recently joined the RIIA.

The third woman is a real-life Mata Hari. Mai Pederson met Kelly in Iraq where her cover was as a translator. She is a U.S. Army intelligence agent. Mai was instrumental in Kelly's conversion to the Baha'i faith.

The first inspection trip was dramatized in a Frontline production in 1998 entitled 'Plague War' shown on PBS in the U.S. and BBC in the U.K. Its main theme was that only Russia had violated the 1972 treaty but the U.S. and U.K. had abated their programs. Co-author of the script for the program was Tom Mangold, a sometime author and until very recently a BBC employee (propagandist?). Mangold was one of the earliest writers to proclaim Kellyâs death as a suicide and has written articles explaining why Kelly killed himself. He bills himself as a 'best friend' of Kelly but had to admit to the Hutton inquiry that his contacts with Kelly had been relatively few and mostly by e-mail.

When Alibek defected to the U.S. in 1992 he underwent extensive debriefing by, among others, Davis and William Patrick (father of the U.S. bioweapons program and a CIA consultant). He was then rewarded with a job at BMI and became a CIA consultant. He is currently president of a subsidiary of Hadron, the defense contractor that peddled the PROMIS software to various governments (with a backdoor in the software) that resulted in an intelligence bonanza for the U.S.

According to author Gordon Thomas, Kelly maintained close communications with Alibek, Patrick and other scientists in the U.S. Thomas reports that Kelly had contacts only weeks before two of the scientists died violent deaths. One was Dr. Don Wiley.

In the months before his death, Dr. Kelly became embroiled in a shouting match between the British government and BBC. Andrew Gilligan, a reporter for BBC claimed that Kelly had given him and other reporters information that proved the government had exaggerated the Iraqi danger in its ãdossierä justifying the war against Iraq and that Kelly had not been completely honest in telling his MoD superiors what he had disclosed to them. Writer Tom Mangold (it's not clear when he left the employ of BBC) used this to reason that Kelly's loss of integrity at being exposed as a 'liar' was what led him to suicide.

Mangold was not the only one to push the suicide angle. After Kelly's death, Foreign Office diplomat David Broucher made headlines around the world when he claimed Kelly had said if Iraq was attacked he might be ãfound dead in the woods. Broucher testified the remark was made at the end of a meeting he had with Kelly in February of this year in Geneva where they discussed the WMD dossier. He said he didn't think much of it at the time but in retrospect Kelly may have been considering suicide then.

When Kelly's daughter Rachel testified at the inquiry, she proved through her fathers diaries that the only time he had been in Geneva, and the only time he ever met Broucher, was a year earlier in February of 2002. There was not even a draft of the dossier in existence at that time suggesting that Broucher's story was fiction.

Actually, the opposite of the Mangold thesis appears to be the truth. Kelly was treated badly by MoD over the last three years of his life. He had not had a salary increase in three years as he approached retirement where his pension would be a function of salary. At one time he was told there would be reorganization within the intelligence operation and he would get a sizeable increase in salary. That didn't happen. Kelly had written several letters about his position and, according to his widow, was quite upset and frustrated about it (not despondent and suicidal).

Kelly had voluntarily disclosed to MoD his contacts with the media. To his dying day, he maintained that he had not provided all the information Gilligan attributed to him. Nevertheless, Kelly was hauled before the Joint Intelligence Committee for a grilling.

The final affront came in a mandated one-on-one session with MoD Personnel Director Richard Hatfield. MoD, with the approval of Tony Blair, had devised an orchestrated charade to 'out' Kelly as the source of the ãleak. Hatfield, head of the department that had been jerking Kelly around for three years, was supposed to get Kelly's acquiescence in the plan. Somehow, he never got around to the subject.

Subsequently, at an MoD press conference, through a series of disclosures to the press, the MoD confirmed Kelly as the leak (as previously planned) when a reporter asked if Kelly was the one.

Understandably, this treatment would have made Kelly a resentful employee. In intelligence circles, resentful employees are considered ãunstableä and security risks. Kelly had for years maintained his silence about his extensive knowledge of the bio-warfare weapons of at least four countries. Had it become imperative that the silence be made permanent?

just watching this programme and there was an interesting part just played from japan from Blair on day david kelly body was found, Blair said that there would be a independant inquest into his death and that that is what the british public would want.
how come we would want an inquest into his death done but not one on the deaths of those on 7/7.
seems strange to me and as its on video would be good to highlight.
mr blair why do you think the people of britain would want a an inquest into david kelly's death and not into 7/7?

wow his death has now been liked to iraqi hit squads. hahaha

i love how these programs use the illogical to prove their illogic. The whole rubbish about how they tried to insinuate about it could have been iraqi intelligence who carried it out? what a load of tosh, i have never even heard of that one.... how illogical is that? Love the ex mi5 geezer in the empty warehouse on his laptop telling us its all rubbish, but he did state that it was despicable that the govt treated him like that...

Do you not also like how at the end of these programs they always try and debunk everything they said earlier. In doings so they also decide to pick up on the illogical points, as they did in the 9/11 one, for example the US Weapons inspector who was talking about the 'hit list' where is this list? news to me... i love also the the way they get all of the people who doubt the official version to be videoed in really strange settings, with all the creepy music and the matix-esque writing.

these programs are always so full of emotion aswell.

i wish we could ban the term conspiracy theory.

i know the most important bit of info for me was the fact that the ambulance people said it did not look like a suicide scene........i think they would know.

these conspiracy file programmes make me sick why on earth do we pay our tax sorry licence fee for this *.

As (has been pointed out elsewhere) some of the Truth will be revealed,as the mechanism for the rejection of these political mercenaries in western governments.This is yet another attempt imo to wake up those interested,but not knowing of the bizzare circumstances
of this particular assasination,in order to create a greater awareness that governments are corrupt,and can we please have a new system.

Ditto of last weeks 9/11 prog,and next weeks also.

Time for the bigger picture to be highlighted imo of course.

I didn’t watch the whole programme, so this is a question as much as a comment. But the BBC seemed to present the sceptics as professional, knowledgeable people. The BBC didn’t label anyone a “conspiracy theorist” and they didn’t describe anyone as a “snotty nosed dropout.” Did anyone else get that impression?

I thought the programme very fair until the last 15 minutes. Of course it would suit the BBC interests to be fair as they were brought in line by this case in particular, while suiting the controlled agenda by summing up against
At least Norman Baker got his say which is important as the only MP in Parliament with the slightest thread of integrity about him

I did like the way security lawyer Michael Shrimpton, the guy with the red telephone and hotline to Henry Kissinger, was debunked by the spy novels on his bookshelf.

But as usual the BBC was shoddy in not mentioning that Kelly's body was covered in bruises, sustained by thrashing about in the undergrowth, according to the privatised pathologist. Nothing about the livor mortis. The shrink said he must have been suicidal so it must be true. All down to psychology, then.

Also nothing was made of Kelly connections with Judith WMD Miller or various other spooks.

Just another dead microbiologist.

What's the deal with his wife saying she thought he did it and the taking of the pen-knife?

The crime scene evidence says completely the opposite.

Who dunnit?

We had MI5/6 did it, we had the French doing it (not on the BBC programme - an earlier story). The Iraqi story was the funniest - what a superb debunking that got. We had (if I recall correctly) allusions to a US hit squad.

Conspicuous in its absence was any reference to a country who had strong, possibly the strongest motive to silence someone with inside info that the war was based on lies that they helped supply. Who wanted the US to go into Iraq at all costs.

Oh yeah, that point was missed out, that he was just the latest in a long list of mysteriously terminated microbiologists of one sort or another
And his relationship to Porton Down, the prime CB weapons research institute, and that establishments links to Bioport plc, the supposedly independent company that can be associated with the anthrax outbreak, post-911, and ethnically-targeted virus distribution

I'm always puzzled by the way the nearest and dearest of these people who die under suspicious circumstances never seem to speak out or doubt the official line. John Smith's wife is connected somehow to MI5. Kelly's wife and daughters say nothing. Not a peep heard from Robin Cooks girlfriend. Diana's two sons don't do any investigating themselves but just meekly accept that their mother was killed in an accident. Would you say nothing if it was your mother?
Why have not any of the relatives of the hundreds of dead micro-biologists started a website or forum? Is there a website for relatives of 7/7 who want to get at the truth? If any of my relatives were murdered in that Tube bombing I would be camping out alongside that feller in Parliament Square for the past few years. Why are they all so quiet about it?

The Mossad, the MI6, the NSA, the FSB, the ISI and so on
It's no particular contingent to blame
Kelly was killed because of his particular knowledge and his outing
He was a dangerous loose cannon
Personally I think the black arts professors of MI6 were responsible for the actual sacrifice, but that's open to debate
All these security agencies are essentially the same thing

Robin Cooks girlfriend was his secretary... in order to have a job as a secretary to a minister one has to have security clearance or be part of the infrastructre of security.

The Royals have been doing that for year though haven't they?
Mountbatten? Its part of who they are? They used to bump each other off for a piece of land not long ago.

As far as I know relatives of 9/11 did kick a massive storm. But the US government came in with millions of $$$ to silence them.

Dr. Kellys relatives ???

Kelly's wife.. Threaten the children? Cook might well have been a honey trap. Was Smith's wife anything special? How long married etc?

I wonder if the families of the dead microbiologists know they form a set? Pretty sure the Marconi group must have, being in the same firm.

I'd just like to add that I didn't see this programme, due to living in NZ - feeling very guilty as I was reading the topic without contributing - so here is my contribution.

The exceptions are surely the Jersey Girls in the case of 911 and many other relatives of victims, known to Willy Rodriguez.
