One of the latest mind control films to be available on the net

Project MK-ULTRA, or MKULTRA, was the code name for a covert CIA mind-control and chemical interrogation research program, run by the Office of Scientific Intelligence. This official U.S. government program began in the early 1950s, continuing at least through the late 1960s, and it used United States citizens as its test subjects. The published evidence indicates that Project MK-ULTRA involved the surreptitious use of many types of drugs, as well as other methods, to manipulate individual mental states and to alter brain function.

Federal Judge: CIA Must Disclose Data on Human Experiments

A federal magistrate judge in San Francisco ordered the CIA to produce specific records and testimony about the human experiments the government allegedly conducted on thousands of soldiers from 1950 through 1975. Three veterans groups and six individual veterans sued the CIA and other government agencies, claiming they used about 7,800 soldiers as human guinea pigs to research biological, chemical and psychological weapons. The experiments, many of which took place at Edgewood Arsenal and Fort Detrick in Maryland, allegedly exposed test subjects to chemicals, drugs and electronic implants.

Mind Control.

Ever wondered why you go into a supermarket (if you do) with a shopping list of say 6 items and come out with 20.

Vance Packard in his 1957 book The Hidden Persuaders reveals the changing methods of advertising from the simple what you see and what you hear to the more subtle what you dont see and what you dont hear subliminal methods and mind game persuasions at the subconscious levels. The problem is magnified in our western materialistic culture 50 years on.

Our own Govt has a specific department thinking up ways they can manipulate our thinking and our actions.

Probably a good time to try and support your local small shops who wont have the money, knowledge or desire to invest in such practices.

The Pentagon's DARPA agency is trying to figure out how propaganda works on the people.
The Pentagon is about to crank the propaganda machine up to 11. According to a new report, the Department of Defense is attempting to find out what makes a person easily influenced in hopes of swaying them towards supporting their own causes.
In a report published this week by Wired.com’s Danger Room, they reveal that Pentagon researchers working in its DARPA division has begun work on a program called Narrative Networks. Under this initiative, scientists in the high-techh Defense Advanced Research Projects Agency are scanning brain patterns and other body functions to see how stories shape the minds of audiences, and who is most vulnerable to be swayed by persuasion. From there, the DoD can counter brainwashed terrorists with an agenda of their own.
Or, perhaps, brainwash anyone they chose.
“The government is already trying to control the message, so why not have the science to do it in a systematic way?”a researcher close to the project told the Danger Room.
A neuroscience researcher involved in the project adds that scientists are specifically looking into how story-telling shapes the minds of listeners so that they can identify who is most vulnerable to the recruiting tactics of terrorists. In its first stages, the Narrative Networks projects aims to “explore the function narratives serve in the process of political radicalization and how they can influence a person or group’s choice of means (such as indiscriminant violence) to achieve political ends.” And to figure this out, they will be investigating the role that social media has on peoples’ thinking process.

In the second face, Danger Room reports, researchers will be constructing hardware and software to analyze how people perceive stories, going as far as to use non-detectable sensors to monitor internal and external reactions.
Sound space age? It’s coming sooner than you think.
Last week RT reported http://rt.com/usa/news/dhs-brain-fast-patterns-511/ that the Department of Homeland Security has already begun work on an operation called the FAST project, in which they’ve monitored the psychophysiological measurements of test subjects’ breathing, blink patterns and speech rhythms in order to pin-point security threats based solely on biological functions.

The Royal Waterloo Experiment

This building in central London once housed the Royal Waterloo Hospital a branch of the internationally renowned St Thomas' Hospital.
In the 1960s and early 1970s an unknown number of mentally ill young women were subjected to prolonged experimental treatment in the Narcosis Room on Ward 5 at the Royal Waterloo.
They were drugged with barbiturates to keep them asleep for months on end and given electric shock treatment at many times the frequency and intensity generally used on psychiatric patients. They had not been sectioned under the Mental Health Act and all this was done to them without their consent. None of them knew that this was an experimental treatment.
Some patients died here and others suffered catastrophic memory loss.

The rationale behind this treatment was that by maintaining a patient in a drugged sleep and giving what have been called "heroic" doses of ECT a patient's memory could be wiped clean of negative and damaging thought patterns. This process has also been described as "de-patterning" or "brainwashing". Theoretically after "de-patterning" new more positive thoughts would then be implanted into the patient's mind. Even if this part of the process had been possible it never actually happened.
This savage treatment simply destroyed the patient's memory of years before their Narcosis treatment leaving them adrift from their previous lives, families, work and relationships.
Some patients were admitted straight into the Narcosis Room and others spent time on the main ward being treated with drugs and ECT first.
The Narcosis Room held six divan beds packed closely together. The windows were covered and the room dimly lit by a desk lamp. It was impossible to know if it was day or night. Patients were drugged with barbiturates to keep them deeply asleep and given huge doses of anti-depressants. They were kept asleep for up to 3 months - a fact Dr Sargant boasted about when he addressed the Samaritans in 1971. Previously the longest that psychiatric patients had been kept asleep was for 12 days.
When woken from their drugged sleep patients were utterly incapable of doing anything for themselves and so every 6 hours nurses bathed, toileted and fed them. The patient's inability to eat or drink properly meant that they were unable to move their bowels and enemas were given frequently. Previously active and independent young women suddenly found themselves being nursed for months on end in an intensely intimate fashion. The effect on their dignity and self respect was never considered.
Anaesthetists who came into the Narcosis Room to administer ECT had first to wake the patient from drug induced sleep. The patient then had to be anaesthetised for the shock. The electric shock was given and the anaesthetised patient had then to be roused from the anaesthetic before finally being put back to sleep.
These shock treatments were given at an intensity and frequency far greater than was normal. Courses of ECT could go on for months and dozens of shocks were given. A more normal course of ECT involves 5-6 shocks.
Former patients have reported lying half awake and unable to move in the darkness and silence of the Narcosis Room for days or weeks on end and this deeply unpleasant experience has prompted speculation that some patients were treated with immobilizing drugs.
Once the treatment was over patients who had had years wiped from their memory were dropped back into the lives that they had previously lead often into families or situations that had contributed to their mental illness in the first place.
Bewildered and incapacitated by memory loss they somehow had to try to rebuild their lives. No-one knows how these patients fared because no-one bothered to find out.

While others have attempted to argue that this technique didn’t really work so this video is therefore irrelevant, that is entirely NOT THE POINT.

The point is that the government DID THIS IN THE FIRST PLACE.

The point is that the government was attempting to brainwash the American people, and they continued to do so long after the 1960s (and that’s just what we know of on record). Whether or not this particular method failed is irrelevant, they were trying to master brainwashing and mind control and this video is by far just scratching the surface of that research.

Think about how many times the average American may have seen this. Think about how many times this message was played on TVs throughout that time period, every night, night after night, when it’s late and people are just beginning to fall asleep…for years.

Not only did the government attempt to brainwash the public en masse through their television sets to be obedient to government, but there are two references in here to actual government-run mind control projects perpetrated against the American people that were not declassified until the 1970s: MKULTRA and MKNAOMI.

On record, these programs were covert trauma-based mind control operations run by the Central Intelligence Agency’s Scientific Intelligence Division starting after World War II. Former President Bill Clinton even apologized for these projects back in 1995.

The events that transpired in Nazi Germany stunned the world and they inspired several prominent psychologists to investigate how populations are convinced to commit atrocities. In the process they inadvertently established the science behind Le Bon's and Bernays' methods.

In 1951 psychologist Solomon Asch set out to study and measure the effects and causes of social conformity and its ability to alter perception. To do so he ran a series of experiments in which he asked groups of students to participate in what he told them was a "vision test." In reality, all but one of the participants in each test were were actually actors, each of whom had been prepped to give specific answers at specific times.

The subjects were shown a card with a line on it, followed by another card with 3 lines on it labeled 1, 2, and 3. They were then asked which line in the second card matched the line on the first card in length. The lines were made in such a way that correct answer was obvious.

Each member of the group was asked to give their response one at a time, and the "real" participant always answered last or next to last. For the first two trials the actors gave the obvious, correct answer, however beginning on the third trial, they would all give the same wrong answer. The goal was to ascertain how many people would conform to the perception of those around them when the group's position contradicted their own senses.

The results surprised Asch. He had believed that the majority of participants would not conform and give an answer that was obviously wrong; however, results showed that 37% of people would conform to the crowd consistently and 75% conformed at least some of the time.

Asch was uncertain as to whether this conformity was limited to social compliance or whether it was actually influencing perception at the neurological level.

In 2005 neuroscientist Gregory Berns sought to answer this question. Berns created a variation of Asch's experiment, this time measuring brain wave activity during the test to determine at what level of the brain this conformity was taking place. The results showed very clearly that the Occipital and Parietal lobes were the most active when the participants were answering incorrectly. This meant that conformity was actually altering the perception of the test subjects at the neurological level.

Take a moment and register what that means. Social conformity literally causes the brain to rewrite our reality. Keep in mind these tests were conducted using subject matter that was physically verifiable. Imagine the implications for matters of opinion or faith.#

Gary Becker, who died last year, should be considered one of the most influential thinkers of our times. A leading member of the Chicago School of economics since the 1960s, his influence has been far more pervasive and subtle than that typically attributed to economists.

Where many high-profile economists like Jeffrey Sachs and Lawrence Summers get to shape how specific public policies are made, Becker's legacy has been a more profound and ethical one. In a sense, he has shaped how human beings are made.

Becker was a pioneer of what has come to be known as 'economic imperialism'—the extension of neo-classical economics into new, seemingly non-economic territories. This includes areas such as the family and education, which Becker analysed using the transformative concept of 'human capital'.

Human capital is a relatively familiar term nowadays, and has been a critical concept in the justification for tuition fees in the UK, as Andrew McGettigan has explored. Yet the idea that humans are a type of capital was controversial when it first appeared. As Becker put it in his 1992 Nobel Prize acceptance lecture, "until the 1950s, economists generally assumed that labour power was given and not augmentable". His concept of human capital changed all that.

What Becker was highlighting was that people make various life choices, which have a significant impact on their economic fates. "In human capital theory", he argued "people rationally evaluate the benefits and costs of activities, such as education, training, expenditures on health, migration, and formation of habits that radically alter the way they are." [italics added]

As Michel Foucault noticed with brilliant prescience in his 1978-79 lectures on neoliberalism, Becker's theory provided a template for how individuals have come to view their own lives. Education becomes a strategic investment in oneself. Relationships are economic contracts, with costs and benefits for each party. And we are increasingly conscious that our diets, exercise regimes, sleep and relaxation influence how attractive we appear and how effectively we work. The underlying implication of Becker's work is as much existential as it is economic: each of us decides how successful they wish to be.

Habits and behaviors of the mind (or brain) can now be added to this roster of choices. Mindfulness, digital detoxing, cognitive behavioral therapy, self-help and evidence-based relaxation techniques (such as spending more time near foliage) are all premised on the idea that people are, in Becker's word, 'augmentable'. The feelings that they have can be altered, if not by the solitary individual concerned, then with the help of a therapist, digital app, wearable technology or some combination thereof.

This becomes most manifest in the positive psychology mantra that happiness is a 'choice', something now picked up by Coca-cola with their #choosehappiness marketing campaign. It's possible that this idea can provide a momentary uplift to someone coping with mild depression. But it seems far more likely to motivate those who already have power to shape their own circumstances, namely the rich and healthy.

For example, it is the central idea of the management guru Shaun Achor, who explains to businesses and individuals how they can achieve an 'advantage' over their rivals through strategically building their own happiness. The neuroeconomist Paul Zak suggests that happiness is a 'muscle' that we must remember to exercise regularly, to keep it in good working order. Supported by a growing armory of mood-tracking apps and stress-monitoring wristbands, emotions are now something to be included in our workout routines.

Unemployment is being "rebranded" by the government as a psychological disorder, a new study claims.
Those that do not exhibit a "positive" outlook must undergo "reprogramming" or face having their benefits cut, says the Wellcome Trust-backed report.
This can be "humiliating" for job seekers and does not help them find suitable work, the researchers say.
But the Department for Work and Pensions said there was no evidence to back up the "highly misleading" claims.
The paper, published in the Medical Humanities journal, says benefit claimants are being forced to take part in positive thinking courses in an effort to change their personalities.
They are bombarded with motivational text messages - such as "success is the only option", "we're getting there" and "smile at life" - and have to take part in "pointless" team-building exercises such as building towers out of paper clips, it adds.
'Orwellian'
New benefit claimants are interviewed to find out whether they have a "psychological resistance" to work, with those deemed "less mentally fit" given more intensive coaching.
And unpaid work placements are increasingly judged on psychological results, such as improved motivation and confidence, rather than whether they have led to a job.
The report's co-author, social scientist Lynne Friedli, described such programmes as "Orwellian".
"Claimants' 'attitude to work' is becoming a basis for deciding who is entitled to social security - it is no longer what you must do to get a job, but how you have to think and feel.

In the film Eternal Sunshine of the Spotless Mind, unhappy lovers undergo an experimental brain treatment to erase all memories of each other from their minds. No such fix exists for real-life couples, but researchers report today in Nature Neuroscience that a targeted medical intervention helps to reduce specific negative memories in patients who are depressed.
"This is one time I would say that science is better than art," says Karim Nader, a neuroscientist at McGill University in Montreal, Canada, who was not involved in the research. "It's a very clever study."
The technique, called electroconvulsive (ECT) or electroshock therapy, induces seizures by passing current into the brain through electrode pads placed on the scalp. Despite its sometimes negative reputation, ECT is an effective last-resort treatment for severe depression, and is used today in combination with anaesthesia and muscle relaxants.
Marijn Kroes, a neuroscientist at Radboud University Nijmegen in the Netherlands, and his colleagues found that by strategically timing ECT bursts, they could target and disrupt patients' memory of a disturbing episode.
A matter of time
The strategy relies on a theory called memory reconsolidation, which proposes that memories are taken out of 'mental storage' each time they are accessed and 're-written' over time back onto the brain's circuits. Results from animal studies and limited evidence in humans suggest that during reconsolidation, memories are vulnerable to alteration or even erasure.
Kroes and his team tested this idea in 42 patients who had been prescribed ECT for severe clinical depression. In an initial session, the researchers showed two disturbing slide-show narratives: one depicting a car accident, and the other a physical assault.
The team later prompted patients to recall only one of the stories by replaying part of that slide show. Immediately afterwards, when the reactivated memory is thought to be vulnerable, the patients received electroconvulsive therapy.
One day later, when given a multiple-choice memory test, patients were significantly worse at remembering details from the reactivated story, performing near chance. Patients' memory of the other story, however, remained largely unscathed. But when researchers administered the memory test 90 minutes after treatment, patients showed no differences in their ability to recall the two stories. This suggests that the therapy blocked the time-dependent process of reconsolidation, rather than causing sudden memory loss.
"This provides very strong and compelling evidence that memories in the human brain undergo reconsolidation, and that a window of opportunity exists to treat bad memories," says Daniela Schiller, a neuroscientist at Mount Sinai Hospital in New York who also studies memory reconsolidation.
Thinking ahead
Schiller says more work is needed to establish how long the ECT effects last, and whether the technique works as effectively on older or more complex memories from real-life experiences, says Schiller.
Kroes adds that ECT may not be the best option for most patients, but says that these results could guide the development of less invasive interventions that target memory reconsolidation. Eventually, he says, the idea could be extended to memories involved in post-traumatic stress disorder, addiction and obsessive-compulsive disorder.
"The ability to permanently alter these types of memories might lead to novel, better treatments," says Kroes.

In the later 1970s, Psychological Operations (PSYOP) doctrine in the U.S. Army had yet to emerge from the disappointment and frustration of the Vietnam War. Thus it was that in 1980 Colonel Paul Vallely 1 , Commander of the 7th PSYOP Group, asked me, as his Headquarters PSYOP Research & Analysis (FA) Team Leader, to draft a paper that would encourage some future thought within the PSYOP community. He did not want a
Vietnam postmortem, but rather some fresh and innovative ideas concerning PSYOP' s evolution and application.

I prepared an initial draft, which Colonel Vallely reviewed and annotated, which resulted in revised drafts and critiques until he was satisfied, and the result of that was this paper: From PSYOP to MindWar: The Psychology of Victory. 2

Colonel Vallely sent copies of it to various governmental offices, agencies, commands, and publications involved or interested in PSYOP. He intended it not as an article for publication, but simply as a "talking paper" to stimulate dialogue. In this it was quite successful, judging by the extensive and lively letters he received concerning it over the next several months.

That should have been the end of MindWar: a minor "staff study" which had done its modest job.

With the arising of the Internet in the 1980s, however, MindWar received an entirely unexpected - and somewhat comic - resurrection. Allusions to it gradually proliferated, with its "sinister" title quickly winning it the most lurid, conspiracy-theory reputation. The rumor mill soon had it transformed into an Orwellian blueprint for Manchurian Candidate mind control and world domination. My own image as an occult personality added fuel to the wildfire: MindWar was now touted by the lunatic fringe as conclusive proof that the Pentagon was awash in Black Magic and Devil-worship.

Now that this absurdly comic opera has at least somewhat subsided, I thought that it
might be interesting to make a complete and accurate copy of the paper available, together
with an Introduction and some historical-hindsight annotations to place it in reasonable
context. After all it did - and perhaps still does - have something worthwhile to say.

Within the U.S. military, PSYOP has habitually been relegated to a back-seat as a
"force multiplier". The principal strategic decisions are made in consideration of traditional
political and military interests and goals. Only then is PSYOP invited to the table, to help
achieve already-agreed-upon missions more efficiently.

MindWar reverses this sequence. Psychological means for achieving victory -
essentially through convincing the enemy that he really wants to bring his national policies
into harmony with ours - are fashioned in support of basic political goals. The use of
"ordinary" military force (bombs, bullets, etc.) is regarded as a "last resort" in
circumstances wherein MindWar by itself fails.

The advantage of Mind War is that it conducts wars in nonlethal, noninjurious, and
nondestructive ways. Essentially you overwhelm your enemy with argument. You seize
control of all of the means by which his government and populace process information to
make up their minds, and you adjust it so that those minds are made up as you desire.
Everyone is happy, no one gets hurt or killed, and nothing is destroyed.

Ordinary warfare, on the other hand, is characterized by its lack of reason. The
antagonists just maim or kill each other's people, and steal or destroy each other's land,
until one side is hurt so badly that it gives up [or both sides are hurt so badly that they
agree to stop short of victory]. After such a war there is lasting misery, hate, and suffering.

The only loser in MindWar are the war profiteers: companies and corporations which
grow fat on orders for helicopters, tanks, guns, munitions, etc. Consequently what
President Dwight Eisenhower referred to as the "military/industrial complex" can be
counted upon to resist implementation of MindWar as the governing strategic conflict
doctrine.

That's the MindWar prospectus in its most simplified form.

While in the 1980s I had no reason to think that this paper had had any official effect
upon U.S. PSYOP doctrine within or beyond the Army, it was with some fascination that I
saw specific of its prescriptions applied during the first Gulf War, and recently even more
obviously during the 2003 invasion of Iraq. In both instances extreme PSYOP was
directed both against the object of the attack and upon U.S. domestic public perception
and opinion, in 2003 to the extent of "embedding" journalists with military units to
inevitably channel their perspectives and perceptions.

The impact of even these minor techniques of MindWar was remarkable. A
psychological climate of inexorable U.S. victory was created and sustained in both the
United States and Iraq, which accelerated that victory on the ground.

Somewhat less positively, the failure of MindWar in this instance to be guided by only
the most rigorous principles of truth and ethics has just as inexorably led to a substantial
post- victory evaporation of that euphoric climate. Therein lies the Achilles' heel of
MindWar. Invoking as it does the most intense emotions and commitments of its
audiences, it must deliver the goods as they are judged by the target audiences. If the
ethical values of those audiences are not respected - if MindWar is used only in the service
of ulterior motives and objectives - the resulting "disintoxication"can be socially shattering.

In 1987 I wrote a more extensive research paper for the National Defense University
concerning the ethics of PSYOP. Particularly if MindWar is actually to be employed as a
feature of U.S. foreign policy, I cannot stress too strongly the need for its subordination to
the strictest and most enlightened principles of humanity as discussed in that paper.

footnotes (which generally identify quote-sources), I have added a few new ones to
highlight/critique some of its themes. These new footnotes are identified by "[MA2003]"

LTC John Alexander's Military Review article in support of "psychotronics" -

intelligence and operational employment of ESP - was decidedly provocative. 3 Criticism of
research in this area, based as it is on existing frontiers of scientific law, brings to mind the
laughter that greeted the Italian scientist Spallanzani in 1794 when he suggested that bats
navigate in the dark means of what we now call sonar. "If they see with their ears, then do
they hear with their eyes?" went the joke, but I suspect that the U.S. Navy is glad

someone took the idea seriously enough to pursue it. 4

Psychotronic research is in its infancy, but the U.S. Army already possesses an
operational weapons systems designed to do what LTC Alexander would like ESP to do -
except that this weapons system uses existing communications media. It seeks to map the
minds of neutral and enemy individuals and then to change them in accordance with U.S.
national interests. It does this on a wide scale, embracing military units, regions, nations,
and blocs. In its present form it is called Psychological Operations (PS YOP).

Does PSYOP work, or is it a merely a cosmetic with which field commanders would
rather not be bothered?

Had the question been asked in 1970, the answer would have been that PSYOP
works very well indeed. In 1967 and 1968 alone, a total of 29,276 armed Viet Cong/NVA
(the equivalent of 95 enemy infantry battalions) surrendered to ARVN or MACV forces
under the Chieu Hoi amnesty program - the major PSYOP effort in the Vietnam War. At
the time MACV estimated that the elimination of that same number of troops in combat

would of cost us 6,000 dead. 5

On the other hand, we lost the war - not because we were out-fought, but because we
were out-PSYOPed. Our national will to victory was attacked more effectively than we
attacked that of the North Vietnamese and Viet Cong, and perception of this fact
encouraged the enemy to hang on until the United States finally broke and ran for home.

So our PSYOP failed. It failed not because its principles were unsound, but rather
because it was outmatched by the PSYOP of the enemy. The Army's efforts enjoyed
some impressive successes, but our own PSYOP did not really change the minds of the
enemy populace, nor did it defend the U.S. populace at home against the propaganda of
the enemy. Furthermore the enemy's PSYOP was so strong that it - not bigger armies or
better weapons - overcame all of the Cobras and Spooky s and ACAVs and B52s we
fielded. The lesson is not to ignore our own PSYOP capability, but rather to change it and
strengthen it so that it can do precisely that kind of thing to our enemy in the next war.
Better hardware is nice, but by itself it will change nothing if we do not win the war for
the mind.

The first thing it is necessary to overcome is a view of PSYOP that limits it to routine,
predictable, over-obvious, and hence marginally effective "leaflet and loudspeaker"
applications. Battlefield devices of this sort have their place, but it should be that of a
accessory to the main effort. That main effort cannot begin at the company or division
level; it must originate at the national level. It must strengthen our national will to victory

and it must attack and ultimately destroy that of our enemy. It both causes and is affected
by physical combat, but it is a type of war which is fought on a far more subtle basis as
well - in the minds of the national populations involved.

So let us begin with a simple name change. We shall rid ourselves of the self-
conscious, almost "embarrassed" concept of "psychological operations". In its place we
shall create Mind War. The term is harsh and fear-inspiring, and so it should be: It is a
term of attack and victory - not one of the rationalization and coaxing and conciliation.
The enemy may be offended by it; that is quite all right as long as he is defeated by it. A
definition is offered:

MindWar is the deliberate, aggressive convincing of
all participants in a war that we will win that war.

It is deliberate in that it is planned, systematic, and comprehensive effort involving all
levels of activity from the strategic to the tactical. It is aggressive because opinions and
attitudes must be actively changed from those antagonistic to us to those supportive of us
if we are to achieve victory. We will not win if we content ourselves with countering
opinions and attitudes instilled by enemy governments. We must reach the people before
they resolve to support their armies, and we must reach those armies before our combat
troops ever see them on battlefields.

Compare this definition with that of psychological warfare as first offered by General
William Donovan of the OSS in his World War II-era "Basic Estimate of Psychological
Warfare":

Psychological warfare is the coordination and use of all means, including moral and
physical, by which the end is attained - other than those of recognized military operations, but
including the psychological exploitation of the result of those recognized military actions -
which tend to destroy the will of the enemy to achieve victory and to damage his political or
economic capacity to do so; which tend to deprive the enemy of the support, assistance, or
sympathy of his allies or associates or of neutrals, or to prevent his acquisition of such support,
assistance, or sympathy; or which tend to create, maintain, or increase the will to victory of our
own people and allies and to acquire, maintain, or to increase the support, assistance, and
sympathy of neutrals. 6

If the euphemism "psychological operations" resulted from, as one general officer put
it in a 1917 letter, "a great need for a synonym which would be used in peacetime that
would not shock the sensibilities of a citizen of democracy", then it may have succeeded

domestically. 7 On the other hand it does not seem to have reassured the sensibilities of the
Soviets, who in 1980 described the U.S. Army PSYOP as including:

... unpardonable methods of ideological sabotage including not just blackmail, provocation, and
terror. 8

The reluctance with which the Army has accepted even an "antiseptic" PSYOP
component is well-documented in Colonel Alfred Paddock' s brilliant treatise on the history
of PSYOP establishment. Again and again efforts to forge this weapon into its most
effective configuration were frustrated by leaders who could not or should not see that
wars are fought and won or lost not on battlefields but in the minds of men. As Colonel
Paddock so aptly concludes:

In a real sense, the manner in which psychological and unconventional warfare evolved from
1941 until their union as a formal Army capability in 1952 suggests a theme that runs
throughout the history of special warfare: the story of a hesitant and reluctant Army attempting
to cope with concepts and organizations of an unconventional nature. 9

According to the present doctrine, PSYOP is considered an accessory to the main
effort of winning battles and wars; the term usually used is "force multiplier". It is
certainly not considered a precondition to command decisions. Thus PSYOP cannot
predetermine the political or psychological effectiveness of a given military action. It can
only be used to point that action in the best possible colors as it is taken.

MindWar cannot be so relegated. It is, in fact, the strategy to which tactical warfare
must conform if it is to achieve maximum effectiveness. The MindWar scenario must be
preeminent in the mind of the commander and must be the principal factor in his every
field decision. Otherwise he sacrifices measures which actually contribute to winning the
war to measures of immediate, tangible satisfaction. [Consider the rational for "body
counts" in Vietnam.]

Accordingly PSYOP "combat support" units as we now know them must become a
thing of the past. MindWar teams must offer technical expertise to the commander from
the onset of the planning process, and at all levels down to that of the battalion. Such
teams cannot be composed - as they are now - of branch-immaterial officers and NCOs
who know simply the basics of tactical propaganda operations. They must be composed of
full-time experts who strive to translate the strategy of national MindWar into tactical goals
maximize the effective winning of the war and minimize loss of life. Such MindWar teams

will win commanders respect only if they can deliver on their promises. 10

What the Army now considers to be the most effective PSYOP - tactical PSYOP - is
actually the most limited and primitive effort, due to the difficulties of formulating and
delivering messages under battlefield constraints. Such efforts must continue, but they are
properly seen as reinforcement of the main MindWar effort. If we do not attack the
enemy's will until he reaches the battlefield, his nation will have strengthened it as best it
can. We must attack that will before it is thus locked in place. We must instill in it a
predisposition to inevitable defeat.

Strategic MindWar must begin the moment war is considered to be inevitable. It must
seek out the attention of the enemy nation through every available medium, and it must
strike at the nation's potential soldiers before they put on their uniforms. It is in their
homes and their communities that they are most vulnerable to MindWar. Was the United
States defeated in the jungles of Vietnam, or was it defeated in the streets of American
cities?

To this end MindWar must be strategic in emphasis, with tactical applications playing
a reinforcing, supplementary role. In its strategic context, MindWar must reach out to
friends, enemies, and neutrals alike across the globe - neither through primitive
"battlefield" leaflets and loudspeakers of PSYOP nor through the weak, imprecise, and

narrow effort of psychotronics 11 - but through the media possessed by the United States
which have the capabilities to reach virtually all people on the face of the Earth.

These media are, of course, the electronic media - television and radio. State of the
art developments in satellite communication, video recording techniques, and laser and
optical transmission of broadcasts make possible a penetration of the minds of the world
such as would have been inconceivable just a few years ago. Like the sword Excalibur, we
have but to reach out and seize this tool; and it can transform the world for us if we have
the courage and the integrity to enhance civilization with it. If we do not accept Excalibur,
then we relinquish our ability to inspire foreign cultures with our morality. If they then
desire moralities unsatisfactory to us, we have no choice but to fight them on a more
brutish level.

MindWar must target all participants if it is to be effective. It must not only weaken
the enemy; it must strengthen the United States. It strengthens the United States by
denying enemy propaganda access to our people, and by explaining and emphasizing to
our people the rationale for our national interest in a specific war.

Under existing United States law, PSYOP units may not target American citizens. 12
That prohibition is based upon the presumption that "propaganda" is necessarily a lie or at
least a misleading half-truth, and that the government has no right to lie to the people. The
Propaganda Ministry of Goebbels must not be a part of the American way of life.

Quite right, and so it must be axiomatic of MindWar that it always speaks the truth.
Its power lies in its ability to focus recipients' attention on the truth of the future as well
as that of the present. MindWar thus involves the stated promise of the truth that the
United States has resolved to make real if it is not already so.

MindWar is not new. Nations' greatest - and least costly - victories have resulted from
it, both in time of actual combat and in time of threatened combat. Consider the atomic
attacks on Hiroshima and Nagasaki. The physical destruction of those two cities did not
destroy Japan's ability to continue fighting. Rather the psychological shock of the weapons
destroyed what remained of Japan's national will to fight. Surrender followed; a long and

costly ground invasion was averted. 13

MindWar' s effectiveness is a function of its own skillful use of communications media,
but no greater error could be made than to confuse MindWar with merely a greater and
more unprincipled propaganda effort. "Propaganda" as defined by Harold Lasswell, is:

... the expression of opinions or actions carried out deliberately by individuals or groups with a
view to influence the opinions or actions of other individuals or groups for predetermined ends
and through psychological manipulations. 14

Propaganda, when it is recognized as such - and anything produced by a "PSYOP"
unit is so recognized - is automatically assumed to be a lie or at least a distortion of the
truth. Therefore it works only to the extent that a militarily-pressed enemy is willing to do
what we want him to. It does not work because we have convinced him to see the truth as
we see it.

If his "Conclusions" chapter to the Army's exhaustive 1976 case-study of PSYOP
techniques, L. John Martin affirms this coldly and bluntly:

What this all boils down to is that if our persuasive communication ends up with a near
positive effect, we must attribute it to luck, not science... The effectiveness of propaganda may
be even less predictable and controllable than the effectiveness of mere persuasive
communication. 15

Correspondingly propagandists are assumed to be liars and hypocrites, willing to paint
anything attractive colors to dupe the gullible. As Jacques Ellul puts it:

The propagandist is not, and cannot be, a "believer". Moreover he cannot believe in the
ideology he must use in his propaganda. He is merely a man at the service of a party, a state, or
some other organization, and his task is to insure the efficiency of that organization ... If the
propagandist has any political conviction he must put it aside in order to be able to use some
popular mass ideology. He cannot even share that ideology, for he must use it as an object and
manipulate it without the respect that he would have for it if he believed in it. He quickly
acquires contempt for these popular images and beliefs... 16

Unlike PSYOP, MindWar has nothing to do with deception or even with "selected" -
and therefore misleading - truth. Rather it states a whole truth that, if it does not now
exist, will be forced into existence by the will of the United States. The examples of
Kennedy's ultimatum to Khrushchev during the Cuban Missile Crisis and Hitler's stance at
Munich might be cited.

A MindWar message does not have to fit conditions of abstract credibility as do
PSYOP themes; its source makes it credible. As Livy once said:

The terror of the Roman name will be such that the world shall know that, once a Roman
army has laid siege to a city, nothing will move it - not the rigors or winter nor the weariness of
months and years - that it knows no end but victory and is ready, if a swift and sudden stroke
will not serve, to preserve until that victory is achieved. 17

Unlike Ellul' s cynical propagandist, the MindWar operative must know that he speaks
the truth, and he must be personally committed to it. What he says is only a part of
MindWar; the rest - and the test of its effectiveness - lies in the conviction he projects to his

audience, in the rapport he establishes with it.

And this is nothing that can be easily faked, if in fact it can be faked at all. "Rapport",
which the Comprehensive Dictionary of Psychological and Psychoanalytical Terms
defines as "unconstrained relations of mutual confidence", approaches the subliminal;
some researchers have suggested that it is itself a subconscious and even perhaps even
ESP-based "accent" to an overt exchange of information.

Why does one believe one television newsman more than another, even though both
may report the same headlines? The answer is that there is rapport in the former case;
and it is a rapport which has been recognized and cultivated by the most successful
broadcasters.

We have covered the statement of inevitable truth and the conviction behind that
statement; these are qualities of the MindWar operative himself. The recipient of the
statement will judge such messages not only by his conscious understanding of them, but
also by the mental conditions under which he receives them. The theory behind
"brainwashing" was that physical torture and deprivation would weaken the mind's
resistance to suggestion, and this was true to a point. But in the long run brainwashing
does not work, because intelligent minds later realize their suggestibility under such

conditions and therefore discount impressions and options inculcated accordingly. 18

For the mind to believe in its own decisions, it must feel that it made those decisions
without coercion. Coercive measures used by the operative, consequently, must not be
detectable by ordinary means. There is no need to resort to mind-weakening drugs such as
those explored by the CIA; in fact the exposure of a single such method would do
unacceptable damage to MindWar' s reputation for truth.

Existing PSYOP identifies purely-sociological factors which suggest appropriate
idioms for messages. Doctrine in this area is highly developed, and the task is basically one
of assembling and maintaining individuals and teams with enough expertise and experience
to apply the doctrine effectively. This, however, is only the sociological dimension of target
receptiveness measures. There are some purely natural conditions under which minds may
become more or less receptive to ideas, and MindWar should take full advantage of such

phenomena as atmospheric electromagnetic activity 19 , air ionization 20 , and extremely low
frequency waves 21 .

At the root of any decision to institute Mind War in the U.S. defense establishment is a
very simple question: Do we wish to win the next war in which we choose to become
involved, and do we wish to do so with minimum loss of human life, at minimum expense,
and in the least amount of time? If the answer is yes, then MindWar is a necessity. If we
wish to trade that kind of victory for more American lives, economic disaster, and
negotiated stalemates, then MindWar is inappropriate, and if used superficially will actually
contribute to our defeat.

In MindWar there is no substitute for victory. 22

field pattern. Living matter on has a definition of state based on relativity field physics, through
which it has been possible to detect a measurable property of total state functions. (Ravitz, State-
Function, Including Hypnotic States" in Journal of American Society of Psychosomatic
Dentistry and Medicine, Vol. 17, No. 4, 1970.)

The US considered the use of fear of aliens as a psychological warfare tactic
Details of the shocking plan are buried in once top secret Central Intelligence Service (CIA) UFO files now published on the agency's website.

The potential weapon was discussed in a memo from Marshall Chadwell, assistant director of Scientific Intelligence, to General Walter Bedell Smith, CIA Director of Central Intelligence, which was sent in October 1952, when the CIA was deeply involved in investigating the UFO and flying saucer phenomena following an explosion in sightings.

The memo was sent at the height of the Cold War and considered if the number of UFO sightings could be predicted or controlled or, more sinisterly, even "used from a psychological warfare point of view, either offensively or defensively”.

It said studies showed public concern, not just in the US but wider, with the phenomena, was so strong that many people may be pre-conditioned to accept the incredible as being true.

The memo added that news of potential alien activity had the potential to spark mass hysteria and panic.

Since 1947, the Air technical Intelligence Centre, had received 1,500 official sighting reports, plus more from the public and press.

In July 1952 there were 250 reports, and of all sightings 20 per cent remained unexplainable.

With so may sightings happening there was a danger of false alarms for real military invasions from the Soviet Union, or worse still, real attacks being misinterpreted as "phantom" UFOs, the memo said.

The report added: "Immediate steps should be taken to improve identification of both visual and electronic phantom so that, in the event of an attack, instant and positive identification of enemy planes or missiles can be made.

"A study should be instituted to determine what, if any, utilisation could be made of these phenomena by United States psychological warfare planners."

The paranoia of the Cold War was evident in the memo, which spoke of fears of a Soviet plot to use fear of UFOs against the US public.

The memo added it would need to establish “what, if any, defences should be planned in anticipation of Soviet plans to utilise them”.

Mr Chadwell continued: ”Other intelligence problems which require determination are: possible Soviet intentions and capabilities to utilise these phenomena to the detriment of United States security interests."

A study should be instituted to determine what, if any, utilisation could be made of these phenomena by United States psychological warfare planners.

CIA memo
The memo also asked for a probe into how much the Soviet Union knew about UFOs, and the reason behind why there was never any mention of aliens or flying saucers in Russian media.

Mr Chadwell signed off his memo adding: "I consider this problem to be of such importance that it should be brought to the attention of the National Security Council, in order that a community-wide coordinated effort towards its solution may be initiated."

It is not clear from the releases what further work was done in these areas, but there are not thought to be any cases on record of either the US or Soviet Union using UFO fears in any form of attack, defence or psychological warfare.

However, the disclosure will likely fuel ongoing conspiracy theories which claim the US military and intelligence services maintain a strong interest in the phenomena.

One such theory is that the US was planning to initiate a "false flag" incident using hologram technology to stage a fake alien invasion as a way of introducing Marshall Law or other controls on the public.

UFO buffs maintain a strong interest in the mysterious top-secret Area 51 military base in the Nevada desert, where it is claimed all evidence of alien visitation of Earth is kept and engineers use recovered alien technology to boost their own.

The CIA has previously said it no longer has an interest in the UDFO phenomena, as no real national security threat was ever identified.

Bowart's "Operation Mind Control: The Cryptocracy's Plan to Psychocivilize You (Expanded Researcher's Edition)" is a classic in the annals of conspiracy research. It is a disturbing account of the secret use of mind control technology, by a secret government (or "cryptocracy"), with an aim to pacifying whole populations and furthering private global-investment strategies. Meticulously researched and well-written, it remains - even today - one of the best books on the topic.

The original version of "Operation Mind Control" was the first book printed in the United States to explore the murky world of CIA mind control. This theme is common in Hollywood movies today but, at the time (1978), the topic was highly charged, top-secret, and extremely dangerous to research. The book quickly disappeared, because the CIA did not want the public to know the extent and details of its mind control programs (they actually bought up all of the copies that had been printed - an entire warehouse full).

The book also began vanishing from libraries across the nation, and virtually every copy available in bookstores disappeared. Very few copies survived this purge. Those that remained became quite rare and expensive.

In 1994, Bowart added several more chapters to the original book, which had focused primarily on the use of hypnosis and drugs (especially LSD variants) to create mind-controlled assassins. This additional material, which effectively doubled the book's size to almost 700 pages, explores even stranger aspects of mind control, such as the use of "paranormal" memes like "alien abduction" and "missing time."
