Project MKUltra, sometimes referred to as the CIA’s mind control program, was the code name given to an illegal program of experiments on human subjects, designed and undertaken by the United States Central Intelligence Agency (CIA).
Experiments on humans were intended to identify/develop drugs and procedures to be used in interrogations and torture, in order to weaken the individual to force confessions through mind control.
If you’re a fan of Stranger Things, MK Ultra may sound familiar (see: Hidden Programming Within Stranger Things), and the truth is just as strange as fiction.
According to Wikipedia:
Organized through the Scientific Intelligence Division of the CIA, the project coordinated with the Special Operations Division of the U.S. Army’s Chemical Corps. The program began in the early 1950s, was officially sanctioned in 1953, was reduced in scope in 1964, further curtailed in 1967 and officially halted in 1973.The program engaged in many illegal activities, including the use of unwitting U.S. and Canadian citizens as its test subjects, which led to controversy regarding its legitimacy.
MKUltra used numerous methodologies to manipulate people’s mental states and alter brain functions, including the surreptitious administration of drugs (especially LSD) and other chemicals, hypnosis, sensory deprivation, isolation, verbal and sexual abuse, as well as various forms of torture.
The project’s intentionally obscure CIA cryptonym is made up of the digraph MK, meaning that the project was sponsored by the agency’sTechnical Services Staff, followed by the word Ultra (which had previously been used to designate the most secret classification of World War II intelligence). Other related cryptonyms include Project MKNAOMI and Project MKDELTA.
Headed by Sidney Gottlieb, the MKUltra project was started on the order of CIA director Allen Welsh Dulles on April 13, 1953.Its aim was to develop mind-controlling drugs for use against the Soviet bloc, largely in response to alleged Soviet, Chinese, and North Korean use of mind control techniques on U.S. prisoners of war in Korea. The CIA wanted to use similar methods on their own captives. The CIA was also interested in being able to manipulate foreign leaders with such techniques,and would later invent several schemes to drug Fidel Castro. Experiments were often conducted without the subjects’ knowledge or consent. In some cases, academic researchers being funded through grants from CIA front organizations were unaware that their work was being used for these purposes.
The documentary at the bottom of this article is from 1979, and delves deep into the CIA’s role in this nefarious agenda. It exposes the government’s role in the Age of Aquarius/New Age movement, acting as a “hidden hand” with the intention of destabilizing the political movements of the time, and turning humanity inwards so the emphasis was on serving the ego, and disassociating from society (ie: As Timothy Leary popularized, the ‘Tune In, Turn On, Drop Out’ mantra).
Following an absence of about a decade, psychosurgery has returned to England. Psychosurgery, sometimes called neurosurgery for mental disorder (NMD), is surgery in which tissue in the brain is destroyed in order to alleviate the symptoms of mental illness – nowadays in Britain usually depression or obsessive-compulsive disorder. The last operations in England were done in London in the late 1990s. Since then patients from England have been able to go to the Advanced Interventions Service at Dundee in Scotland, or the University Hospital of Wales in Cardiff to have operations.
The report of the Care Quality Commission (CQC) into the use of the Mental Health Act, published last month, contained news of one such operation being carried out at Frenchay Hospital, Bristol, in February this year. Psychosurgery is regulated by section 57 of the Mental Health Act and every operation has to be approved by a panel from the CQC (or previously the Mental Health Act Commission), so we know exactly how many operations have been carried out since 1983 when the Act came into being. According to the CQC, the patient, a woman, had been unsuccessfully treated with deep brain stimulation for depression prior to psychosurgery. Deep brain stimulation involves implanting electrodes in the brain and was first used in psychiatry over fifty years ago. The technique is similar to that used in the treatment of Parkinsons, and in recent years psychiatrists have shown renewed interest in it.
It was at Bristol, at the Burden Neurological Institute (BNI), that Britain’s first psychosurgical operations, or leucotomies as they were called in those days, were carried out nearly 70 years ago, as were the first British experiments with electroconvulsive therapy (ECT). The BNI was an independent institution, set up in the Stoke Park Colony in 1939 with money from the Burden family. In 2000 it moved to the Burden Centre at Frenchay Hospital. You can read a brief official history here on page 5 of a report from Bristol University, which has pictures of the old BNI building (now demolished) in Stoke Park as well as the new one at Frenchay. The history concludes:
“The independent dedicated research institute is now a rare thing. Independence can bring challenge but can also offer great intellectual and scientific liberty. The story of the BNI has shown just how fruitful such an environment can be – and offers a challenge to current research to maintain into the future”.
The brief history said nothing about the BNI’s experiments with psychosurgery or ECT, although they are mentioned on Bristol University’s webpage about the BNI: “Notable achievements of the BNI include the development of electroencephalography, leucotomy and electro-convulsive therapy”.
Here is a little bit more about the history of the BNI and early experiments with ECT and psychosurgery.
The BNI was founded in 1939 with a donation from Mrs Rosa Gladys Burden, the second wife and widow of the Reverend Harold Nelson Burden, the superintendent of Stoke Park Colony for Mental Defectives. You can’t go far in neuropsychiatry circles in Bristol without coming across evidence of the Burdens’ wealth: the BNI, the Burden Centre, the Burden Trust, the Burden medal and prize, the Burden professor… You can even get married in the Dame Rosa Burden room at Clevedon Hall (in real life she was plain Mrs Burden, not Dame).
So who were the Burdens, and where did their money come from?
There were three Burdens: the Reverend Harold Nelson Burden (1860-1930) and his two wives, Katherine Mary Garton (1846/7-1919) and Rosa Gladys Williams (died 1939). Harold Burden was a bankrupt cattle-dealer turned mission worker and curate who somehow amassed a fortune while running institutions where people deemed “mentally deficient” were detained. He was born in Hythe, Kent, the son of a grocer. His father died when he was 12. On the 1881 census Harold is living with his mother and sisters and is described as a grazier, but 5 years later he had become bankrupt. On 25 September 1888 he was ordained a deacon by the Bishop of Carlisle, at the request of a Canadian Bishop. The next day he married Katherine Mary Garton and the couple set off to do mission work in Canada. Katherine, or Kate, was from a family of Yorkshire tobacco manufacturers who had moved to Shoreditch in London. She had connections with the church (one of her aunts had married George Huntington, rector of Tenby) and in 1870 she had been an assistant to Octavia Hill. On the 1871 census she is a 24 year old teacher at the St Barnabas orphanage for girls in Pimlico. Kate was some twelve years older than her husband, but after her marriage (or possibly before) she began taking about a decade off her age.
Things did not go well for the Burdens in Canada. They had two babies, both of whom died. Harold became ill and, after three years, they returned to England. Harold spent two years studying at Cambridge University, based at Ayerst Hostel, which was a short-lived attempt to allow poorer students to study at Cambridge without paying prohibitive college fees. Whilst there, he wrote a slim volume about his work in Canada, another book about mission work more generally in Canada and a short novel, Duty’s call: a story of a girl’s work in the service of others, and her reward, with some brief sketches of undergraduate life. The plot of the novel is interesting in so much as it provides a glimpse of the author’s views on money and social status. Mary Katherine Summerfield is a “beautiful heiress of good family” from Devon who goes to London and is presented at court, but grows weary of balls and parties. She decides to work amongst the poor of the East End, adopts a motherless girl from the slums, and returns to Devon to marry the local squire’s son, Gerald Eastwood. Even the little girl from the slums turns out to be an heiress.
In 1895 the Burdens moved to Bristol, the area with which their names would always be associated, and where they founded their institutional empire. The first institution run by the Burdens was the Royal Victoria Home for Women, which housed women prisoners and inebriates. When the 1898 Inebriates Act was passed, allowing magistrates to send habitual drunkards to reformatories, the Burdens expanded with the purchase of Brentry near Bristol as well as properties in other parts of the country, all converted into reformatories. In 1904 Harold Burden was appointed to the Royal Commission on the Care and Control of the Feeble Minded. Peter Carpenter, who has written the Oxford Dictionary of National Biography entry on Harold Burden and two articles about the Burdens*, is at a loss to explain just how he obtained this appointment. The supply of inebriates was drying up as magistrates realized that reformatories didn’t work, but the Burdens anticipated the Mental Deficiency Act of 1913 and began converting their reformatories into institutions for mental defectives, or colonies as they were called. They set up Stoke Park which, with over 1,500 inmates, became the country’s largest colony. It appears to have been a very profitable business: the Burdens were able to buy Clevedon Hall to use as their private residence and when Harold died in 1930 he left nearly £150,000 (over £7 million today). Peter Carpenter is again at a loss to explain exactly how such a vast sum was acquired. Kate Burden died in 1919, and a few months later Harold married Rosa Gladys Williams, possibly the Gladys Williams who on the 1901 census was working as a store-keeper at the Royal Victoria Home and on the 1911 census was living with the Burdens and described as an adopted daughter.
In 1933 Harold Burden’s widow Rosa donated £10,000 to set up the Burden Mental Research Trust which was to be under the control of Richard Berry (1867-1962), the director of medical services at Stoke Park Colony. Previously a professor at Melbourne University, Australia, Richard Berry’s speciality was measuring heads, estimating brain size and devising tests to identify mental defectives. In 1931, together with colleague R.G. Gordon, he published a book The mental defective: a problem in social inefficiency. The authors describe the threat facing society in the following terms:
“But today, as a result of a scientifically ignorant and lavish expenditure on the socially unfit, the danger to the fit is becoming so menacing as to threaten their extinction… the mental defective is often responsible for the making of the slum, and swells the ranks of the drunkards, vagrants, criminals and prostitutes – all more or less direct charges on the community”.
The answer was to test children at the age of 11 and then send them either to senior school or a colony for mental defectives:
“…on those who did not pass this test no more public money should be spent, except that which is necessary for their maintenance in the Colony to be described, and this need be comparatively little… the cheap labour, is of course, provided by all the inmates above the level of the idiot-imbecile class, who are largely useless for any purpose whatsoever”.
The authors mention that a “misconception about existing colonies for defectives is that they are financial drains on the public, or are run for the purpose of screwing profits for unscrupulous proprietors out of the unfortunate inmates”. They may exist, but the authors had never seen one. Hadn’t they?
Another gift followed to set up the Burden Neurological Research Institute, which was opened in 1939 a few months before Rosa’s death. The British Medical Journal (20 May 1939, 1046-7) reported on the inaugural ceremony:
“The finely equipped building of the Burden Neurological Research Institute, for investigation into the causes of mental defects and abnormalities and borderline conditions, in Stoke Lane, Stapleton, Bristol, was inaugurated by Sir Thomas Inskip, M.P., Secretary of State for the Dominions, on May 12 in the presence of a distinguished company of neurologists and others from London and elsewhere”.
The ceremony included a blessing on the institute by the Bishop of Bristol.
The first director of the institute was Frederick L. Golla (1878-1968), formerly professor of pathology of mental diseases at the University of London. His speech was reported in the article:
“Professor Golla spoke of his hopes and plans for the new enterprise. Only those, he said, who had realized how the multiplicity of competing claims, both medical and administrative, hampered the work of the large hospital clinics would fully appreciate the advantages of such a research institute. For all such workers the Institute spelt freedom, a freedom as yet unknown in mental hospitals under public administration”.
Researchers at the Burden certainly wasted no time in taking advantage of that freedom. Before the end of the year Lothar Kalinowksy, a doctor who had been working with Ugo Cerletti in Italy when electroconvulsive treatment had first been tried on people, had demonstrated the technique at the BNI and it was enthusiastically taken up by Frederick Golla and colleagues. After tests on sheep, five patients from nearby Barnwood Hospital (another private institution where there were no obstructive public administrators) were selected as human guinea pigs and given a total of 75 shocks (in those days psychiatrists weren’t afraid of using the word shock). As Frederick Golla and colleagues wrote in The Lancet (30 December 1939, 1353-5), there was no therapeutic purpose to the experiment. It was designed “to throw light on the relative advantages and dangers of the method” – “relative” because convulsive therapy where the convulsions were produced with drugs rather than electric shocks was already in use. The authors concluded that:
“From the technical point of view there can be no doubt that the electrical method is greatly superior to any hitherto employed for the production of severe convulsions. For the operator, only a small amount of training and experience is necessary, and a knowledge of physics, though desirable on general grounds, is not essential. It was thought at first that the conditions for inducing a fit in safety would be very critical, but this does not appear to be so, and it is possible that the method may eventually be made simpler than that described here. In any case the apparatus is comparatively cheap and portable, and the preparation of the patient need take no more than a minute”.
In 1941 the first leucotomies in England were performed at the BNI. Psychosurgery at the BNI was abandoned a few years later after a controlled trial by Lilian (Effie) Hutton (1904-56), only to be taken up again in 1959. Over the next two decades 150 people underwent multifocal frontal leucotomy, where electrodes are implanted in the brain and the current switched on to gradually destroy tissue. A further 70 patients underwent ablative psychosurgery at Frenchay Hospital. (These figures come from R. Cooper 2002 Professor Golla of Frenchay and the Burden Institute, 34-5.) The people undergoing multifocal operations had electrodes left in their brain for months. Ray Cooper, scientific director of the BNI, explained: “the patients go home and are able to lead normal lives. The sockets are normally covered with a piece of gauze and some kind of a head scarf”; a photograph shows a man with two 34-way sockets attached to his head (R. Cooper 1977 Electrode implantation techniques. In Psychosurgery and Society, edited by J.S. Smith and L.G. Kiloh, 57-66). This technique was abandoned in 1980; there were plans to re-introduce it in the mid 1990s (Mental Health Act Commission 7th biennial report, 113) but nothing came of the plans. The operation carried out in February 2010 was an anterior cingulotomy, an operation developed by Hugh Cairns in Oxford in the 1940s and more recently used at Dundee.

Some of the funding was provided by the CIA via the Josiah Macy Foundation who arranged Cybernetic conferences which helped to foster cooperation between experts from a hugely diverse range of disciplines. Secretly funded by the CIA, these Macy Conferences were associated with the application of cybernetic principles to systems of control in respect of individuals and to human affairs, on the micro level and at the macro level to social systems and places of work.
The sheer range of areas in which human experimentation took place is remarkable. Psychiatric chemists developing powerfull hallucinogens for example LSD, which is documented to have been administered in conscious patients whilst they were undergoing lobotomy (by Paul Hoch). Additionally, electroshock experimentation attempted to perfect the erasure of specific memories and with CIA funding, ways to implant new ones. (Cameron and Sargant)
Behaviourists and psychologists perfected hypnosis and neuroscientists emerged to work alongside biologists examining the human brain down to the microscopically tinyest firing of individual neurons whilst the cybernetic mathmaticians were brought in to analyse statistical data better to inform the application of cybernetic principals and behaviouristic interventions. Scientists from all areas were brought together to collaborate in applying newly emerging cybernetic theory to their own disciplines and the CIA funding points to the results being used for 'military purposes' in effect, being weaponised.
Prior to MKULTRA, prominent individuals in the scientific and medical communities in the UK were often closely and openly associated with Eugenics.

however he also worked in areas as diverse as child psychiatry and building tortoise-like robots on which he experimented to produce neurosis using Pavlovian conditioning techniques.
Known for his pioneering work with Electroencephelography, Grey Walter experimented with electronic means of hypnosis, including researching the hypnotic effects of the TV flicker rate. Other skills included performed psychosurgery. He was present at the first electro shock treatment performed in the UK, along side William Sargant who had set up the trial using Charity funds after London County Council had turned him down.
ECT was introduced into Britain by Dr Grey Walter and Dr Golla at the behest of William Sargant, who would later be exposed as having run an experimental sleep room virtually identical to the one cited at Dr Ewen Cameron's MULTRA hearing." In the first half of the 20th Century many scientists and medical doctors were openly eugenicists , perhaps explaining Grey Walter's somewhat eugenic statement in 1953 at the Psychbiological Life of the Child Conference about his work during WW11 with children evacuated from the cities.

The term “Frankfurt School” arose informally to describe those affiliated or merely associated with the Frankfurt Institute for Social Research. The Institute for Social Research (Institut für Sozialforschung) was founded in 1923 by Carl Grünberg, a Marxist legal and political professor at the University of Vienna, as an adjunct of the University of Frankfurt; it was the first Marxist-oriented research centre affiliated with a major German university.
However, the school can trace its earliest roots back to Felix Weil, who used money from his father’s grain business to finance the Institute. The real financial power behind the group was the American Jewish Committee.

INTRODUCTION
From the moment our senses first register the presence of our parents we are being shown the way that life apparently is. Through no fault of ours or theirs, our parents begin the programming process as their views of life, shaped by their education, employment and the media are imposed on us. Formal education through schools, colleges and universities continues the systematic indoctrination where the 'correct' views and interpretations of science, history and society result in exam passes and the ability to 'get on' in life. Alternative views and the rejection of establishment education lead to supposedly lesser jobs and a struggle against economic poverty. Our entire understanding of the world and current affairs is filtered through the mass media, interpreted by journalists and so-called experts. Their views become our views simply because we are not offered any alternatives. To overcome daily problems within society we turn to elected representatives of our community. We give our decision-making abilities to these few people who are increasingly remote, as local council power is removed to national government and ever more to Europe.
Our experience of life is determined by the framework around our society. The basic premise is that the goal of each individual should be to become a minute part in the global machine of consumerism led by Western multinational corporations and banks. Every other consideration is subordinate to the prime motivation of profit. Obviously, those in the positions of influence – politicians, bankers, corporate executives, media moguls – have been, according to their own definition, 'successful' within the System, so have an interest in maintaining the status quo at all costs. This framework shapes every aspect of our life through education, the media, health care, cultural and sporting events, religion etc.
With these framing conditions in place, the System regulates itself: individuals with attitudes that suit the perpetuation of the System achieve status and influence within it; those who accept the establishment rules soon find ways to impose those rules; those who are blind to the exploitative realities of consumerism attain positions to promote it. Regardless of how the framework came to be imposed, the truth is that the same attitudes control education, media, governments and banks and therefore exert an irrepressible influence over every aspect of our lives, our thoughts and opinions.
The vast majority of the world's population are merely sheep happily following the herd. Whatever is broadcast in the media as being desirable to the masses suddenly and miraculously becomes desired by the masses. Whatever our neighbour owns or achieves becomes the object of great envy and we lust to acquire what we believe to be ours by right. Thus, when we are shown a solution to a problem, any old solution to anything which interferes with our need to follow the latest trends, we accept it without question and cease to seek any further for ourselves. Problems abound and so do solutions; but it is the easiest and most profitable proffered option which is seized by the majority whilst the minority are trampled underfoot in the stampede to acquire the latest object of idolatry. And just like sheep who follow blindly and without question the direction of the herd, we are led through the gates of a pen to be confined at the shepherds convenience until it is time for the final journey, once again without hesitation and happy in the knowledge that we are with the 'in-crowd', through the gates of the slaughterhouse
However, this framework has not been constructed by chance or appeared by accident. It is a deliberate policy which has been implemented over the centuries and continues with ever more sinister repercussions today. It is the identities of these shepherds, their methods and motivation with which the following chapter is concerned.
Since Biblical times, the esoteric knowledge, outlined briefly in this book, has been largely withheld from the majority of people throughout the world. Initially, this information was the remnant of Atlantean knowledge but was gradually dispersed and further diluted by cataclysmic events such as the Great Flood. Throughout the ages, lost information has been returned to the collective consciousness of mankind via prophets and channellers. Great Mystery Schools, such as the Essene order, set themselves apart in order to carry forward this knowledge via carefully selected initiates. These initiates were the mystics and magi as well as the scholars, healers and philosophers, such as Pythagoras, who, it is said, was very much influenced by the Druid culture.
Secrecy was maintained by these orders to avoid persecution and to prevent the very powerful information from falling into the hands of those who would use it for imbalanced reasons. Knowledge was concealed within myth and fable, often passed between generations by word of mouth alone, as in the case of the Celtic Druids. Any written documents were careful ciphered, with the keys to the code known only to selected initiates. Covens formed throughout the world and maintained secrecy through secret signals and codes which would reveal their meeting places. This practice persists today amongst secret orders such as occultists and Freemasons etc..
Eventually, a large number of sects, which were initially sub-divisions of essentially the same orders, began to lose sight of the original purity of their doctrines. Gradual misinterpretation of codes and myths as well as the uprising of egotistical desires caused many of the groups to become separated in their intent; some of these have developed into cult organisations and religions. Luciferic influence has seen to it that most dogmatic religion owes more to misunderstanding of basic truths than anything else. Differences are amplified and seen as more important to followers of such creeds than the common ties between them – all due to misinterpretation of the same fundamental knowledge. All of the world's major religions share a pagan origin but have gradually moved their sights further and further to the left of the centre where Truth inevitably lies.
Despite this, some of the purer mystery schools have survived through the ages in areas all over the world. The ancient Egyptian magicians, the ancient Greek philosophers, the Celtic Druids, American Indian shamen, Australian aboriginal shaman and oriental magicians have all possessed arcane knowledge pertaining to the true nature of Creation. Initiates were often revered as holy men by the laity and were spared the distractions of daily life in order to keep alive the flames of the inherent magic of life.
However, within certain of the more secretive societies, the Luciferic consciousness has managed to take hold with disastrous consequences for mankind.
For millennia, human history has been a chronicle of the power struggle of man against man and of man against nature. In his over-physical five-sense-perception state, that which man could acquire for himself as an individual has been the main motivating factor, often seen as essential for survival. Survival has been perceived as for the fittest, the most powerful, the wealthiest and this has perpetuated imbalance all the way to its most bitter conclusions which are war, bondage and persecution. Domination through conflict and might over meekness has seen aeons of feudalism and social hierarchy in the worst possible expressions.
To perpetuate their claim of deserved superiority over the masses, the rulers of the past have explored innumerable ways to achieve their goals, both subtle and violent. One method has been recognised as being the most effective and has been employed by the ruling aristocracy throughout the world since pre-history right up to the present day through governments, businesses and monarchies. That is, by keeping the masses in ignorance of their true potential and power; to keep them at a low level of education, preoccupying their minds away from who they truly are from birth; to manipulate them via a systematic education programme, in all areas of their existence, into channelling their lives in pursuit of handing over power to their rulers. If this can be done in such a way that the masses have no recourse and believe this condition to be the only way to live, then they will be highly unlikely to challenge the status quo.
The present System has been engineered throughout the ages by these imbalanced secret societies in order to perpetuate their wealth and power. It is they who designed the System and it is only they who know every individual link in the chains which have kept us in bondage for millennia. Today we have a global network of secret societies, initiates into the 'Mysteries', whose only motivation is to serve the Luciferic consciousness. How many times have we heard such phrases as 'It's the money men who really rule the world', but how many of us realise the accuracy of this sentiment and its full implications?
Armed with vast amounts of wealth and esoteric knowledge, the negative secret society network has flourished as the aristocracy of the world. Power, wealth and information has been gained and maintained via warfare, exploitation, and especially in the last century, through control of the world's economic systems. Collectively these organisations, led by the self-appointed global Elite, have become known as the 'Brotherhood'.
These days, initiation into the various secret societies which form the Brotherhood is relatively easy. Potential initiates are hand picked and invited to join certain exclusive clubs, such as the Freemasons and certain mutually beneficial business cartels which are merely Brotherhood front organisations. Candidates are tempted with the promise that, once accepted into the organisation, many personal advantages would be on offer: improved career prospects with promotion easier to achieve, more prosperous lifestyles and obstacles to success would be made to disappear. In other words this mutually beneficial 'old-boy network' would take care of its own.
The only way for the Brotherhood to prosper is to keep the world in ignorance of who they really are. By convincing people that they are little more than robots, they can use those robots to perpetuate their power base. Power always seeks power and will never stop until all power is focused solely in the hands of the most ambitious.
In the last century, with the acceleration in technological development, particularly in terms of communication, the Elite have sought to realise their ambitions more swiftly with more blatant and definable aims: the creation of a World Government; a world currency and bank; a world army; the control of public opinion culminating in a microchipped population connected to a central computer; the destruction of any alternatives to their System; and to make huge amounts of money in the process. This sinister plan by the Elite has become popularly known by researchers as the New World Order.
The situation within the hierarchy of the Elite is necessarily complex as the activities are concealed behind a large number of front organisations of varying degrees of secrecy. Everything is based upon the pyramid principle with the very few Elite at the apex as the All-Seeing-Eye and ultimate controllers right down to those at the bottom who, in the largest numbers, have no idea about the true agenda which is being ministered to them from above. Through the levels of initiation from the bottom to the top, only the most ambitious and ruthless are filtered out to occupy more and more select positions of power and knowledge of the ultimate agenda. This is further enforced at each step of the pyramid by the process of COMPARTMENTALISATION which is the operation of the 'need to know' principle; this way even those upon the same level of the pyramid know very little of their fellow initiate's business and role within the overall plan. The vast majority of people working to further the Elite's aims of a New World Order, do so unknowingly but others whose names constantly recur will have a pretty good idea of what is happening.
The USA was founded by the Elite for the very reason of executing the plan to control the world. It is this nation which is the hub of its wheel of influence. Christopher Columbus and his voyage was backed and financed by the Brotherhood, with his ships' sails bearing a red cross on a white background, the symbol of the Knights Templar (the chivalric order who went on to become the Freemasons etc., whose symbol is the red rose or cross upon a white background which represents blood and semen in Satanic ritual). Almost a century before Columbus, the Templars had reached North America and had already begun trading with and exploiting the native nations there. Since its 'discovery', the history of the USA has been the history of ethnic cleansing, imposition of power, slavery, mass exploitation and the worship of wealth. The U.S. president, generally accepted as the most powerful man in the world, is a slave to his prime allegiance, the Brotherhood. Even he is probably not a top-level member as it is wiser to hide behind the tools of corruption in anonymity and to pull the strings in this way.
I do not seek to condemn these people for their beliefs – everyone should be free to develop their own belief system – but I feel that they are seriously misguided in the ways they seek to impose them on the majority and conceal the truth. They have allowed themselves to become slaves to and also the major implementers the Luciferic consciousness which has taken this planet to the brink of destruction.
Presenting the information concisely is a difficult operation due to the complexity of the interconnections between people, organisations and events. I have attempted to simplify the situation into a manageable amount but it remains merely the tip of the iceberg. It should be remembered also that nothing is black and white, no one is 'good' or 'evil' – such simple distinctions are part of the manipulation which encourages us to judge our neighbours in order to create conflict...................

She trained under Gregory Bateson's father William Bateson who she subsequently worked with at the John Innes genetic research centre.
Ashby, Grey Walter and Barlow were all members of the Macy linked UK cybernetic Ratio Club.
A member of Britain's Ministry of Information and the Information Research Department, Koestler had many MI links.
Joel Elkes
Psychiatrist Elkes had worked on secret chemical warfare trials at Porton Down (A Secret Order by H P Alberelli Jr) and worked at Saint Elizabeth's hospital USA whilst MKULKTRA research was known to be taking place there.
Elkes also worked with MKULTRA doctor - Florence Bender who experimented on children using LSD. (Alberelli)

Gregory Bateson
Macy attendee Bateson was closely involved with MKULTRA along side Aldous Huxley. Bateson was married to Margaret Mead and both were family friends and frequent visitors to fellow attendee Horace Barlow's family household in the UK.
Eugenics
Bateson's father, eugenicist William Bateson became great friends with Nazi eugenicist Edaurd Bauer( after initially corresponding about Scopolomine which incidentally became used as a mind control hypnotic). They eventually worked together at the plant genetic breeding laboratory at the John Innes centre. Bateson once remarked (1914) in relation to the 'feeble minded'

Margaret Mead
Weaponisation of Anthropology
Anthropologists like Mead were funded by the CIA (via the Human Ecology Fund) as part of the MKULTRA secretly funded programs. The results of research into the customs of indiginous people fed into social changes in western culture, especially the counter culture movement which was initiated and highly managed by military intelligence. Mead's research was instrumental in promoting an archaic revival integral to the counter culture of the sixties. Mead was an attendee at the WHO Study Group on the Psychobiological Development of the Child. These meetings took place in Europe, including Geneva and the UK and were chaired by Macy Conference chair Frank Fremont Smith who commented upon the links of the WHO study group to the Macy Conferences:

Other WHO child conference attendees included G. R. Hargreaves, William Grey Walter, John Bowlby, Jean Piaget, Konrad Lorenz, J M Tanner and Julian Huxley.
It may seem odd that a child conference would be attended by such people as a cybernetician and psychosurgeon (Grey Walter), an ex-Nazi psychiatrist (Lorenz) and an LSD therapist (Hargreaves) until you factor in the links to Military Intelligence and the Tavistock Institute who were open about their program of social engineering via child guidance centres. Links between the Tavistock 'agenda' and the Frankfurt School abound.
Ronald Hargreaves, who was also involved in the Tavistock linked Military Northfield Experiments, had organised the meetings.

Behaviourists and psychologists perfected hypnosis and neuroscientists emerged to work alongside biologists examining the human brain down to the microscopically tinyest firing of individual neurons whilst the cybernetic mathmaticians were brought in to analyse statistical data better to inform the application of cybernetic principals and behaviouristic interventions. Scientists from all areas were brought together to collaborate in applying newly emerging cybernetic theory to their own disciplines and the CIA funding points to the results being used for 'military purposes' in effect, being weaponised.
Prior to MKULTRA, prominent individuals in the scientific and medical communities in the UK were often closely and openly associated with Eugenics.

William Grey Walter and Ross Ashby were both directors of the BNI and both attended the MKULTRA linked CIA funded Josiah Macy Cybernetic Conferences

William Grey Walter
WGW was Director of Physiology at the BNI from 1939 - 1970. His interests and work were extremely diverse. He once described himself as

however he also worked in areas as diverse as child psychiatry and building tortoise-like robots on which he experimented to produce neurosis using Pavlovian conditioning techniques.
Known for his pioneering work with Electroencephelography, Grey Walter experimented with electronic means of hypnosis, including researching the hypnotic effects of the TV flicker rate. Other skills included performed psychosurgery. He was present at the first electro shock treatment performed in the UK, along side William Sargant who had set up the trial using Charity funds after London County Council had turned him down.
ECT was introduced into Britain by Dr Grey Walter and Dr Golla at the behest of William Sargant, who would later be exposed as having run an experimental sleep room virtually identical to the one cited at Dr Ewen Cameron's MULTRA hearing." In the first half of the 20th Century many scientists and medical doctors were openly eugenicists , perhaps explaining Grey Walter's somewhat eugenic statement in 1953 at the Psychbiological Life of the Child Conference about his work during WW11 with children evacuated from the cities.

Then we decided to form another branch in London, at the Institute of Sociology in the Le Play House. This policy of forming branches was part of our tactics. We were like the child who had been burned once—we were not too sure about our situation in Switzerland. We needed our branch in Paris because our publisher was there. The London branch, in turn, was a gathering place in case things didn’t work out in Switzerland. You know that the history of Switzerland during the Hitler period was not exactly a glorious one. You have to imagine our situation in Geneva. Only Horkheimer had an unlimited residency permit, so only he could have a home with all his furniture there. Pollock, Marcuse, and I could not do this; we had to keep our libraries and furniture in a bonded warehouse. We remained visitors. We had only tourist visas, and every few weeks or so we had to go across the border to Bellegarde and reenter with a new visa. And there was much more. We often found that Jewish emigrants were scrutinized closely, and in their cases regulations were enforced most strictly. We took this as an indication that fascism would eventually spread to all of Europe; at that time we still did not anticipate a war.
I hope to investigate this further. Up to now I have found some of those associated with the 'London Frankfurt School' include The Webbs (Fabians Sidney and Beatrice Webb), Harold Laski, Franz Leopold Neumann and Professor R H Tawney (brother-in-law of Eugenicist / London School of Economics Director William Henry Beveridge KC b:1879 - d. 1973).

At last I can say Part 3 of the series of articles PROJECT MKULTRA, MACY CONFERENCES AND THE UK - which I'm publishing here (for the first time) at Tony's kind invitation - is well underway. Apologies, I think I gave the impression and had hoped I would post part 3 much sooner however there was a delay due to a major family crisis (resolved) as well as having had a conference presentation (Awake and Aware 25th June 2017) during that time.

Part 3
Continuing on from part 1 and 2 listing a brief description of those having a significant association with the UK and who were also known to be linked to MKULTRA, either by their attendance at the Macy Conferences funded by the CIA through the Josiah Macy Foundation or by being funded through other CIA funding fronts for example the Society for the Investigation of Human Ecology and the Geschickter Foundation.
Three further individuals known to have received MKULTRA funding are Hans Eysenck, William Sargant and Stephen Abrams (who will be covered in part 4).
HANS EYSENCK
Personality test designer and Hypno-therapist Dr Hans Eysenck is featured in the attached New Statesman piece from the 11th May 1979, which describes how he directed MKULTRA subproject 111. The article suggests he was unwitting as to the source of his funding which was from the CIA via the Society for the Investigation of Human Ecology
According to MKULTRA researcher Michael Murray; Eysenck's colleague Wendy A F Thorn liased with Eysenck regarding her Hypnosis and Suggestibility study at the same time as Eysenck was directing MKULTRA subproject 111.
Thorn notes in her 1962 ANU (Australian National University) thesis that, “This study would have also lacked a great deal without the information, advice and materials supplied by Professor H.J Eysenck“. The following year she had worked at the Maudsley where Eysenck was a professor.
In 1963, Thorn was "also involved in hypnosis research with MKULTRA Subproject 84 Doctor, Frederick J. On other occasions Eysenck obtained a large amount of funding from the Pilgrim's Trust and even approached Robert Maxwell, invited him to dinner and told him he was seeking funding for a new journal - he was successful. Eysenck was a consultant for the UK's Mass Observation program (which I will describe in more detail in part 4).
Murray states: "Maudsley Hospital was the “staging ground for European and African MKULTRA operations”.
The Society for the Investigation of Human Ecology was a funding front for the CIA, amongst those who received funds channelled through this organisation was Ewen Cameron. The grants to Eysenck also allowed the Society to take funding credit for no less than nine of his publications in its 1963 report. William Walters Sargant
Sargant ran a ward at St Thomas's hospital in London where he practiced 'Sleep Treatment' virtually identical to that of Ewen Cameron at McGill University Hospital, Canada:
"Patients did not give their consent to be kept in a darkened room for up to three months. They did not consent to be treated with huge amounts of drugs in unheard of combinations and they did not consent to courses of ECT that were given at greater intensity and frequency than was given anywhere else in the UK. Patients could be given as many as 40 or 50 shocks whilst in the “sleep room”. A normal course of ECT treatment would involve 5-6 shocks. Patients were left helpless by this treatment. Unable to remember who they were, unable to stand unaided, incapable of feeding or washing themselves, they even had to be taken to the lavatory by nurses."

There have even been accounts of treatments with many similarities from survivors of the British care system. Details are now emerging of how treatments given to adolescents and children as young as 12 in the British care system featured many MKULTRA associated practices including truth serum, LSD, electro-shock, and solitary confinement. One such case is Aston Hall, where photographic and recording equipment was observed by a young victim who received such treatment without having been assessed or given a diagnosis.

Barbara O Hare, whose book The Hospital: How I survived the secret child experiments at Aston Hall (https://www.amazon.co.uk/d/cka/Hospital-Barbara-OHare/1911274635) , describes such treatments at the hands of Kenneth Oswald Milner after being put into care for what was intended to be a short stay. She arrived at Milner's special treatment wing without any hint of there being any form of illness or diagnosis. In our conversation were able to identify many features of the abusive incidents that correspond with events that occurred under MKULTRA.

Royal Medico Psychological Association
The Royal Medico Association was a very mainstream psychiatric body which would become the Royal College of Psychiatrists.
Sargant was Registrar of the Royal Medico Association in 1953-54 and was on the Education training committee alongside Kenneth Oswald Milner of Aston Hall and on the Research and Clinical Exec Committee with Macy Conference attendee and Ratio Club member Ross Ashby. Other members of the Royal Psychomedico association in 1953-1954 include MKULTRA doctor Donald Ewen Cameron (McGill Hospital, Canada) - the only corresponding member that year. Joel Elkes and Frederik Golla director of the Burden Neurological Institute were on the Paper and Discussions committee with Sargant. The honours roll for the organisation that year included Elliot Slater who was present at the UK's first psycho-surgery alongside Sargant and Frederic Golla.
Sargant and Britains first Leucotomies
Sargant was involved when "The first British psychosurgical operation was performed in Bristol in December 1940, and by the end of 1944 about 1,000 operations had been carried out in the United Kingdom. By 1954 that figure had risen to about 12,000 with use peaking in 1949."
According to Wikipedia "Frederick Golla was persuaded to undertake the surgery by psychiatrist William Sargant who had seen three of Freeman’s patients in the USA and tried to introduce leucotomy at the Belmont Hospital in London, only to be refused permission by London County Council."
In the book "Treatment Without Consent Law, Psychiatry and the Treatment of the Mentally Disordered People since 1845" Phil Forest describes how on his return to England in 1938.
"Sargant went to work at Belmont Hospital where Salter . . was willing to allow leucotomies but London County Council would not provide the necessary neurosurgical falicities" so Sargant turned to Golla:
"Golla thereupon went ahead . . with a small series of eight cases carried out in Bristol and results wre published in the Lancet in July 1941".
Britain's First ECT Treatments
"The Burden Neurological Institute opened in Stoke Gifford, near Bristol, Gloucestershire, in 1939 and formed links with Barnwood Hospital. " . . "The first published report on the use of electroconvulsive therapy on patients in England was a collaboration between Gerald Fleming, the medical superintendent of Barnwood House, Frederic Golla and William Grey Walter from the Burden Neurological Institute. . five patients at Barnwood House were selected as guinea pigs for the new form of convulsive therapy. . "
Trauma has been linked to MKULTRA Mind Control, and like many of his era, Sargant had worked with many of the thousands of traumatised, shell shocked troops returning from the front, at Sutton Emergency Hospital. Like Sargant, Golla had also studied shell shock as noted below from a book written by subsequent Burden director Ray Cooper.
"Frederick Lucien Golla . . became intrigued by ‘shell shock’, believing he could predict who in his company would break down. Serving on War Office committees, . . he undertook a series of experiments, at the Maudsley’s Central Pathology Laboratory (directed by Mott) looking for physiological markers of vulnerability to neurosis. He flitted from one technique to another but the work was innovative"
Golla was director of ‘The Burden’ from 1938 to 1959 and was described by subsequent director Ray Cooper as "a leading research centre at the interface between neurology, psychiatry and psychology". Golla was its director until 1959.

William Grey Walter was at the Burden Neurological Institute from 1939 to 1870. He had previously studied conditioning alongside a group of Pavlov's students. In the 1950s he was to extend conditioning into cybernetics, working on small tortoise shaped robots to which behavoural conditioning coud be applied. He was part of the group of Cyberneticists, who formed a club 'The Ratio Club, many of whom worked code breaking for the war time government at Bletchley Park, for example, Alan Turing. Turing, who invented the code breaking Enigma machine, was offered a chemical cocktail of drugs as an alternative to jail for his homosexuality - a cocktail devised by Frederic Golla.
When Sargant worked with shellshocked troops he followed in the footsteps of his former tutor and mentor Lord Moran.

Lord Moran
Lord Moran (Formerly Charles McMoran Wilson) was well known as Churchills doctor. He often met socially with the Dulles brothers when they were in London and also happened to be involved in the education of both William Sargant and Dr Joel Elkes as his Dean.
Lord Moran's wife Doroth Dufton worked at Porton Down researching Poisonous Gases under Sir Joseph Barcroft, (a close friend of Burden's Frederic Golla) and both Dufton and Barcroft contributed to 1917 and 1918 Chemical Warfare Committee reports. Head of the Porton Down Physiological department, Barcroft had been Dufton's tutor and he had also been tutor to William Grey Walter.
In respect of those associated with the Burden Neurological Institute in Bristol, founder and benefactor Mrs Katharine Burden served as an Executive Council member of the Central Association for Mental Welfare (she is listed both in 1931 - 32 and 1938-9) alongside Lord Dawson of Penn, Lord Robert Cecil (Rhodes Round Table and Royal Institute of International Affairs). Also present was Richard Gillespie, Child Guidance Consultant who had studied shell shock and published the book Psychological Effects of War on Citizens and Soldiers. He was Physician for Psychological Medicine at Guy's Hospital. (Gillespie would go on to become analyst whose clients included the Cliveden associated, Observer editor David Astor).
The Central Association for Mental Welfare merged with a number of other Tavistock linked organisations including the Child Guidance Council, The Central Association for Mental Welfare, the National Association for Mental Health, the National Council for Mental Hygiene and the National Council for Mental Health, eventually becoming MIND.

THE WAR ON CONSCIOUSNESS

We are truly in a war. It is not the war we imagine we are in, which is the way our true adversaries want it. It is not a foreign war against a foreign enemy. It is a war on consciousness, a war on our own minds. The global war on terror that is being fought around the world is an embodied reflection in the material world of a deeper, more fundamental war that is going on in the realm of consciousness itself.
We have the most criminal regime in all of our history wreaking unspeakable horror on the entire planet, while simultaneously waging war on the consciousness of its own citizens - Us. If we aren’t aware of this, we are unwittingly playing into, supporting and complicit in the evil that is being perpetrated in our name.
A government’s war on the consciousness of its own citizens is by no means unique to the Bush administration. Abusing power over others so as to limit their freedom is an archetypal process that has been endlessly re-enacted by governments throughout history in various forms. With the Bush administration, however, the pathological aspect of this process has become so exaggerated and amped up to such a degree that it is just about impossible not to notice its staggering malignancy. With the Bush administration, the underlying evil that has played out in our government over many years is becoming overwhelmingly obvious for all to see. With the Bush administration, the underlying evil that informs systems of government that are based on “power over” instead of “liberty for” is coming out from hiding in the shadows. Instead of being acted out underground, our government is acting out this evil above ground, in plain sight for all who are courageous
enough to look.
Impeaching Bush and Co. ultimately won’t change anything unless we deal with the corrupt powers which control and direct them. George Bush is just a finger-puppet of the hidden hand which animates him. Bush only has apparent power, as he himself is a minion of far more powerful predator-like forces whose nefarious interests he serves. Whether we call it the illuminati, the global elite, a shadow government, or a secret cabal, there is no doubt that there are darker, self-serving forces that have insinuated themselves into and taken over our government. The terrorists that we should be worried about are domestic terrorists who are actually implementing their agendas from deep within our very system of government itself.
The United States Government itself has become a “front” for the underlying military-industrial-financial crime syndicate that animates it. This is not to say that there aren’t many good, well-meaning people in our government – they are simply prohibited by the very nature of the corrupt system they are in from reforming it. Our system of government is rigged in such a way so that there is no way to transform the system within the system itself.
The underlying core of our government has become rotten such that the entire operation simply feeds into and is an expression of the same underlying corruption. All of the scandals continually coming out are like the superficial skin rash of a much deeper systemic disease, like a cancer that is infecting the greater body politic. Citizens who are not aware of our government’s insidious intrusions into our lives are unwittingly feeding the corruption they are looking away from in their very act of looking away.
The “powers” that have taken over our government have become concentrated and centralized in just a few elite hands, proving how easy it is for the few to control the many. They almost control all the levers of power: financial, political and judicial. In this war on consciousness, these powers-that-be are using the most advanced mind-control technology that our world has ever known to make its takeover complete. The essence of mind-control is information control, which is one thing our overly secretive current administration is very good at.
MIND-CONTROL
The private interests that control our government have an incredible mind-control/propaganda machine at their disposal in the form of the mainstream media, which if not quite fully owned and controlled, is certainly under their “influence” enough to serve their underlying self-serving agenda. George Orwell once said that omission is the greatest form of lie – this perfectly describes the corporate owned media of today which is nothing other than the propaganda organ of the state. The corporate world and our government are becoming indistinguishable, which is one of the hallmarks of fascism, or more accurately – corporatism.
In addition to information, our government is adept at putting out dis-information, whose intention is to create distractions and confusion so as to cover its tracks and hide its true intentions. It will purposely leak stories that are not true simply to cover-up what it is really doing. By putting out misleading information, the government hides behind its self-generated smokescreen like an octopus squirting ink.
Quite often, right at the moment when people’s focus is moving towards some area of criminality in the White House, the administration will even create a diversionary event for the public to put their attention on. Memories of those color-coded terror alerts that always seemed to happen right when something bad was starting to happen for the Bush administration come to mind. In creating distractions, our government is able to steer our collective attention in directions that allow it to successfully accomplish its malevolent goal of grabbing all the power it can get.
In a diabolical ploy, the administration will even feed stories to a compliant press, and then reference these stories as justification for enacting its pre-planned agenda. One glaring example is when the administration fed Judith Miller of the New York Times stories about Iraq’s weapons of mass destruction. Once this propaganda appeared on the front page of the Times, the administration was only too happy to use it as evidence for why we should go to war.
WMD could easily stand for “Weapons of Mind Deception”, as our own government is continually trying to “Deceive” our “Minds”, which is the battlefield in which the war on consciousness is being fought. We are all on the front lines in the war on consciousness, whether we know it or not. Instead of shooting us, our government is using cutting-edge mind-control technology to psychically emasculate us. In order to be able to deal with the evil that the Bush regime is perpetrating, we first have to become acquainted with that very same potential evil in ourselves so as to be able to recognize it in the outside world. The way to vanquish our adversary is to be found hidden within the very nature of our own awareness, which contains the key to its own freedom.
The corporate-mainstream media “captivates” our attention, capturing a part of our self-reflective, discriminative awareness, thereby restricting the range of our conscious awareness, which is what hypnotism is all about. Once the attention of the masses becomes entranced, the corporate/government media can then “play with” our mind. This unholy trinity of corporate/government/media can create an obsessive fixation on certain superficial events that “seize” the collective psyche. For example, it feeds the masses sensationalized stories such as Anna Nicole Smith ad nauseam so as to divert our attention from the evil that is being done behind the scenes in our name.
Ex-CIA director Allen Dulles used to say that the most effective way to disguise a secret is to pretend to openly share information. The Bush administration isn’t interested in solving problems as much as creating good PR (Public Relations) for itself. With one hand the Bush administration will try to appear like it is openly sharing information and being transparent, while with its other hand it will be actively obstructing the very process it is seemingly supporting. A vivid example is the government’s 9/11 commission, whose aim was allegedly to shed light on what happened on 9/11, while covertly – behind the scenes – the Bush administration was doing everything it could to hinder the commission’s inquiries (see, for example, 9/11 Commission Report: Omissions and Distortions, by David Ray Griffin). All one has to do is investigate the numerous ties to the core cabal of the neocon Bush administration that the members of the 9/11 commission have
and the degree to which it was a deliberate operation to obscure the truth becomes apparent. It was as if the White House was investigating itself; the foxes truly guarding the henhouse. The 9/11 commission and its report, just like the Warren Commission and its report on the Kennedy assassination, was a façade, a show, a display in which it appeared like our government was giving us what we wanted, while actually being part of a deceptive game of smoke-and-mirrors. It is like a magician has hypnotized us, and is stealing what’s in our pockets while they have us under their trance in which we believe they are serving us.
As if by a perverse Jedi mind-trick, the Bush administration has bewitched us into believing that it controls the national dialogue, when in a democracy the opposite is actually true. One of many examples – when confronted with overwhelming evidence that we have been torturing our adversaries, Bush responds by saying he “rejects” that claim, and the conversation stops right there and moves on to other, more superficial topics. Our government is supposed to represent us, which is to say that they are our employees. Bush has turned this around and put himself in the role of the dictator with us as his subjects. And somehow we have allowed him to get away with this. There is no escaping our individual and collective complicity in this sad state of affairs.
One difference between what is happening in our country and the state-controlled media of the old Soviet Union, is that in the Soviet Union, most people were quite aware that what was being presented to them by their corrupt government as news was nothing but mind-warping propaganda. Many Americans have fallen so under the spell of the Bush regime’s criminal lies that they don’t even know they are being lied to. It is like we are living in a land of state-controlled zombies who think they are free citizens of a free country.
It is as if millions of our fellow citizens have fallen asleep, as if they have become hypnotized and brainwashed by the powers-that-be‘s incessant “managing” and “massaging” of reality. These powers simply manipulate an already gullible and highly suggestible public into a game of “divide and conquer.” They get rich off of other’s blood - they incite conflict, and covertly support both sides, as they themselves reap the benefit of the conflict.
The corporate war machine, which is co-dependently entangled with our government, profits wildly from our invading other sovereign countries. The government-military-industrial complex’s solution to the very problem that they created by instigating wars – more war! It’s completely sick and totally insane. And we, in our dulled denial – like hypnotized sheep - simply go along and allow the whole parasitic enterprise to be fed by offering our sons and daughters as fodder. To the extent that we are not shedding light on the utter criminality and insanity of what the Bush administration is doing and saying “No,” we are all complicit in feeding our own genocide.
Bush and our Congressional leaders are mouthpieces for the advertising campaign of distortion and falsehood that is being “bomb-arded” into our psyches on a daily basis. Our “leaders” repetitive slogans and incantations brand and imprint themselves deep into our unconscious, where many who do not have enough psychic resistance fall under the spell. (please see Chapter 8 – “Breaking Bush’s Spell”, in my book The Madness of George W. Bush: A Reflection of our Collective Psychosis). People’s ability to discern truth from fiction has been rendered inoperative by our own government’s pattern of routinely taking liberty with the truth. Government propaganda has inverted the perception of what is actually happening, as lies are presented as truths, and up is portrayed as down in a truly Orwellian universe of confounding doublespeak. Through the “Big Lie” – which is based on that the bigger the lie, the harder it is for people to see the truth - the government has transformed myth in to seeming fact, and has achieved its goal of muddling our minds so as to dis-empower us.
Many of us haven’t developed the psychic immunity to be able to fully ward off the toxic effects of our government’s covert, fear-based psychological warfare. An expression of the success of our government’s psy-ops against US is the fact that there’s so little awareness about the government’s assault on our minds that it’s hardly even a part of our national dialogue. The insidiousness of the government’s covert manipulation of our minds is even found in the very term “Global War on Terror”. “The Global War on Terror” is a crazy-making, self-contradictory statement, as we can never stop terror with a war – on the contrary, wars induce terror! This term carries with it a false and self-negating premise that if we accept we’ve already given away our power. If we leave this underlying assumption unquestioned, we unwittingly allow them to frame the agenda on their terms. We have then already fallen under their spell without knowing it, as our capacity to think and respond creativlely is undermined. Our inability to creatively respond to the war on our consciousness is an expression of being immobilized in fear as if frozen in trauma. The war on terror is really a war on our psyche. The war on terror is ultimately about control – control of our minds.
What Bush and our Congressional leaders are doing is so morally outrageous that it is literally off the charts of accepted, “normal”, ethical, sane human behavior. In the words of French poet Andre Chenier, Bush and Co. are committing “crimes that make the laws tremble,” as they are covertly undermining our very legal and political system itself. The corruption that has infected our body politic is like a virus that is exploiting weaknesses in our political immune system so as to feed and spread its pathology.
Those of us who are somewhat sane can easily lack the imagination for the depth of depravity that the Bush administration regularly acts out in the world. Our lack of imagination works to the government’s advantage, as it allows them to continue to act out the darkness in a manner which is incomprehensible to us. This is why the great doctor of the soul C. G. Jung counseled us to develop an “imagination for evil,” as being able to imagine the scope of evil that human beings can fall prey to and act out empowers us to see it clearly and thereby deal with it more effectively.
Our government’s lying and criminality is so pervasive that we have become desensitized to their corruption. Their evil has become so “normalized,” that just like someone watching TV becomes numb and anesthetized to the violence, we have become desensitized to the horror of what Bush and his cronies are doing right in front of our very eyes day after day. We’ve learned – or, shall I say, become programmed - to accept the fact that the Bush administration is almost always lying, for, as we are told “All governments lie”.
DEFRAUDING US OF THE TRUTH
Bush and Co., with the help of the US Supreme Court and the approval of Congress, rigged the 2000 and 2004 elections (see, for example, Fooled Again by Mark Crispin Miller). Then, with the help of the corporate media which is dependent on the good graces of military and government budgets and operations, Bush and Co. put out mind-numbing propaganda that no such hostile takeover had even taken place, to the point where after a little while most people forgot that anything out of the ordinary had occurred. The government’s propaganda machine plays with our minds, putting us in a somnambulistic state so that we eventually begin to accept the version of reality (in our example, that Bush has been “elected” to be our president) that serves its underlying agenda.
Once the office of “perception management” convinces a critical mass of people of a particular viewpoint, there is a “consensus” or “agreement” that is reached among the masses as to what is objectively true. The agreed upon version of reality takes on a “weight” and becomes the established dogma of what is collectively imagined to be really happening. Like a “religious” truth, it is irrationally believed like an act of faith by its card-carrying members, even if overwhelming evidence points to the contrary. Anyone who doesn’t buy into the arbitrarily established story is marginalized and demonized, and either called crazy, a conspiracy theorist, or even a terrorist (“You’re either with us or you’re with the enemy”).
If only one person believed the propaganda-created consensus version of reality, they’d be thought of as crazy. If a small group of people believed it, they’d be thought of as a cult. When a certain critical mass of people irrationally believe this fictionalized version of reality (in our case, that Bush has been “elected” by the people) to be objectively true, however, they are considered normal.
Mass psychology then becomes the order of the day, as our species, animated and inspired by fear – which Bush and his regime are only too happy to cultivate - reverts to the primitive psychology of the herd. A collective amnesia ensues, continually fed by a self-generating web of endless denial, as the manufactured consent is recreated anew every moment. A field of force which literally resists conscious reflection becomes conjured up around those who have fallen under the seductive spell of the agreed upon and artificially constructed consensus reality. Anyone reflecting back their unconscious condition is considered to be the enemy. Dissociating from their own darkness, they fight with it outside of themselves as it is projected into and reflected back by the world. Believing the agreed-upon fantasy, they collectively fall into their unconscious together and reinforce each other’s delusions in a self-perpetuating feedback loop, which is another way of saying that they have fallen into a collective psychosis.
Bush was not elected by the people. The military-industrial-financial crime syndicate’s minions and operatives had already insinuated themselves into key positions of power so as to accomplish their long-planned for covert takeover of the government. Some of their cronies had already infiltrated the Supreme Court, where they literally derailed the democratic process and decided, with no basis in law, to unconstitutionally invest themselves with the authority of bestowing the election upon Bush. Bush’s seeming “election by the people” was in fact a strategically implemented political coup d’etat. Very few even noticed this act of violence because of the criminal syndicate’s control of the mainstream media. Their propaganda machine succeeded in managing our perceptions just the way they wanted, which is a polite way of saying they successfully pulled the wool over most of our eyes, or pulled the rug out from under us without too many of us even noticing.
In a diabolical feedback loop, the underlying crime syndicate, by putting out propaganda (that Bush has been elected president) creates the very situation (Bush becoming president) which confirms the truth of their propaganda, like in a self-fulfilling prophecy. Being in a position of power, they are tapping into how they can shape the world in their own image, which they are imposing on the world through forceful means. They have in some perverse way begun to access how they can seemingly manipulate and create “reality”.
Because of their position of power, these sick few can control the masses by manipulating events in the world, as well as playing with our perceptions. They are tapping into how in managing our perceptions, they can literally create events, and in creating events, they can manage our perceptions. This is a divine secret, but in tapping into it with an impure heart, where power is prioritized over love, it is always destined for failure. In the end, these black magicians will ultimately self-destruct, there is no question about this whatsoever. It is simply a question of mitigating the disaster as they create their own ruin.
Another example of our government’s attack on our consciousness: After the 9/11 attacks, there is only one thing certain – the official story put out by our government, itself a conspiracy theory, is not true. There is no question about this to any thinking person who has even minimally studied the evidence. (see, for example, 911truth.org). The fact that our own government is not telling the truth to us about what happened on 9/11, as well as actively obstructing any investigation into what actually did happen, is a huge red flag – why would our own government be lying, and covering up their lie?* Who knows (maybe the shadow?) at this point whether 9/11 was a false flag operation, covertly perpetrated by our own government against us, or whether they knew about it beforehand but simply allowed it to happen so as to gain political advantage? Something’s very fishy about the whole thing. The fact that our country, except on the margins, is not even having an open discussion about what
really happened on 9/11 – the official version put out by the government is blindly accepted by millions of people as the objective truth - is another expression of our government shaping our dialogue, both nationally and within our own minds. The government’s distorted story about what happened on 9/11 is itself an expression of the deeper and more general underlying conspiracy of our government to defraud us of the truth.
The last thing this criminal enterprise wants is for us to see what it is doing. These criminal war lords want us to believe that we live in a democracy. For example, in a diabolical sleight of hand, we are given the illusory stage-show of free elections, while there is overwhelming evidence that the elections were rigged. Even to be in a position to run for president you have to be able to raise hundreds of millions of dollars – this itself is the entrance fee to the game. In addition, the only people who would be allowed by these robber barons to be in a position of power such as “Commander-in-Chief” is someone they control. Barack or Hillary? It’s an illusion of choice, a stage-managed distraction from what’s really going on. We are left with the appearance, and a misguided belief, that we live in a government run “by the people and for the people.” In a very real sense, the Democrats and Republicans are simply various factions who are fighting for the right to represent the underlying military-industrial-financial crime syndicate that owns and operates our government. Those who control “our” government want to keep their operations covert, beneath our conscious awareness. For if enough of us become conscious of the evil and depravity that they are perpetrating in our name on the entire planet, their gig is up.
HOW TO ACHIEVE VICTORY IN THE WAR ON CONSCIOUSNESS
The powers that have taken over our country will do anything in their sorcerer’s bag of tricks to distract us and keep up the illusion that they are protecting us so as to maintain power. These banking and corporate pirates are willing and more than ready to intimidate, buy off, or destroy any and all critics. It is important for us to realize the depth of evil we are dealing with here – they are willing to kill as many people as needed to accomplish their aims. It is shocking to realize that the very entity that is supposed to be protecting us – our government – is the very thing from which we need protection. It is shattering to realize that our leaders are genuine psychopathic criminals who are trying to take over our planet, impose full-spectrum dominance, enact a new world order and centralize power and control. Instead of this being a conspiracy theory, the evidence is all around us, as it is everywhere we look if we have the eyes to see beyond the carefully crafted and disseminated spell that is being perpetually woven all around us.
What is happening in our world has more the “feeling” of an invasion from a parallel universe than a physical coup d’etat. This is because the intrusion is taking place on the plane of mind, and only secondarily on the physical plane. If we could stop this covert incursion into our minds it would be much easier to mitigate the outer wars that plague our world.
These criminals clearly have way more power than we do in terms of guns, tanks, media and technology, but they are no match for us if we activate the inherent brilliance of our consciousness – a force with unlimited potential. Part of the spell they are casting is that there’s nothing we can do, that we are powerless to stop them from doing whatever they want, like when Cheney mentioned it doesn’t make a difference what Congress or the American people want, this administration is not going to be stopped from sending more troops to Iraq.
The Bush regime’s worst nightmare is for us to wake up to how we’ve been manipulated, hoodwinked and played by them like fools. The last thing they want is for us to access the natural intelligence inherent in being consciously aware, and connect with each other through the open-heart of lucidity. The powers-that-be’s greatest fear is for us individually, as well as collectively, to connect with our intrinsic God-given power to create.
Once we clearly see what is being perpetrated in our name, we can come together and “conspire to co-inspire” so as to awaken – and mobilize – our collective genius, which is a power greater than any weapon of mass destruction. In actuality, our connecting in shared lucidity is the antidote to all WMD’s – it is what I call a WMC – a “Weapon of Mass Consciousness”. It is what becomes activated when enough of us come together and see (i.e., become conscious of) what is happening.
Connecting with each other is crucially important, as the more of us that consciously associate with each other - as if re-membering (putting our “members” back together to form a unified body) - the stronger the field of unified force that we are able to generate. Once enough of us sync up, we become more able to collectively invoke and channel through our expanded awareness a power that is able to dis-arm any WMD: the power of consciousness infused with wisdom and compassion. Genuine compassion can be very fierce, however, as it both demands and empowers us to come together and say “No” to the evil being done in our name. We can step out of the fear-based reality in which we appear to exist separately from each other in any moment and consciously connect with each other through the open-heart of lucidity. When we are truly serving what is best for the whole – for everyone – a world-changing power becomes availabl
e to us.
The solution to winning the war on consciousness is for us to RECOGNIZE the nature of the war we are in, which can only happen through the agency of our consciousness. Realizing that the true war we are in is an assault on our own minds is the expansion of consciousness which is itself simultaneously the solution. From a deeper, more expansive perspective, the war on consciousness is itself the very catalyst and instrument for consciousness to awaken to itself.
It is our turn to come together so as to render powerless these sick criminals who have been terrorizing us. We can help each other to access our intrinsic heart-centered power and collectively turn the light of truth upon them so that they have nowhere to hide from their lies and corruption. For “truth”, to quote the infamous Nazi Hermann Goering, is “the greatest enemy of the state.” Bush and the private interests who keep him in power and profit richly from his actions are absolutely terrified of one thing - the truth. As the late Supreme Court Justice Louis Brandeis said, “Sunshine is the best disinfectant.” Like pouring water on the Wicked Witch of the West in “The Wizard of Oz”, when the true light of awareness is shed on what Bush and the real powers behind him are doing, their illegitimate power over us is dis-spelled as the illusion it always was.

Over the past century, more than a few great writers have expressed concern about humanity’s future. In The Iron Heel(1908), the American writer Jack London pictured a world in which a handful of wealthy corporate titans – the ‘oligarchs’ – kept the masses at bay with a brutal combination of rewards and punishments. Much of humanity lived in virtual slavery, while the fortunate ones were bought off with decent wages that allowed them to live comfortably – but without any real control over their lives.
In We (1924), the brilliant Russian writer Yevgeny Zamyatin, anticipating the excesses of the emerging Soviet Union, envisioned a world in which people were kept in check through pervasive monitoring. The walls of their homes were made of clear glass, so everything they did could be observed. They were allowed to lower their shades an hour a day to have sex, but both the rendezvous time and the lover had to be registered first with the state.
In Brave New World (1932), the British author Aldous Huxley pictured a near-perfect society in which unhappiness and aggression had been engineered out of humanity through a combination of genetic engineering and psychological conditioning. And in the much darker novel 1984 (1949), Huxley’s compatriot George Orwell described a society in which thought itself was controlled; in Orwell’s world, children were taught to use a simplified form of English called Newspeak in order to assure that they could never express ideas that were dangerous to society.
These are all fictional tales, to be sure, and in each the leaders who held the power used conspicuous forms of control that at least a few people actively resisted and occasionally overcame. But in the non-fiction bestseller The Hidden Persuaders (1957) – recently released in a 50th-anniversary edition – the American journalist Vance Packard described a ‘strange and rather exotic’ type of influence that was rapidly emerging in the United States and that was, in a way, more threatening than the fictional types of control pictured in the novels. According to Packard, US corporate executives and politicians were beginning to use subtle and, in many cases, completely undetectable methods to change people’s thinking, emotions and behaviour based on insights from psychiatry and the social sciences.
Most of us have heard of at least one of these methods: subliminal stimulation, or what Packard called ‘subthreshold effects’ – the presentation of short messages that tell us what to do but that are flashed so briefly we aren’t aware we have seen them. In 1958, propelled by public concern about a theatre in New Jersey that had supposedly hidden messages in a movie to increase ice cream sales, the National Association of Broadcasters – the association that set standards for US television – amended its code to prohibit the use of subliminal messages in broadcasting. In 1974, the Federal Communications Commission opined that the use of such messages was ‘contrary to the public interest’. Legislation to prohibit subliminal messaging was also introduced in the US Congress but never enacted. Both the UK and Australia have strict laws prohibiting it.
Subliminal stimulation is probably still in wide use in the US – it’s hard to detect, after all, and no one is keeping track of it – but it’s probably not worth worrying about. Research suggests that it has only a small impact, and that it mainly influences people who are already motivated to follow its dictates; subliminal directives to drink affect people only if they’re already thirsty.
Packard had uncovered a much bigger problem, however – namely that powerful corporations were constantly looking for, and in many cases already applying, a wide variety of techniques for controlling people without their knowledge. He described a kind of cabal in which marketers worked closely with social scientists to determine, among other things, how to get people to buy things they didn’t need and how to condition young children to be good consumers – inclinations that were explicitly nurtured and trained in Huxley’s Brave New World. Guided by social science, marketers were quickly learning how to play upon people’s insecurities, frailties, unconscious fears, aggressive feelings and sexual desires to alter their thinking, emotions and behaviour without any awareness that they were being manipulated.
By the early 1950s, Packard said, politicians had got the message and were beginning to merchandise themselves using the same subtle forces being used to sell soap. Packard prefaced his chapter on politics with an unsettling quote from the British economist Kenneth Boulding: ‘A world of unseen dictatorship is conceivable, still using the forms of democratic government.’ Could this really happen, and, if so, how would it work?
The forces that Packard described have become more pervasive over the decades. The soothing music we all hear overhead in supermarkets causes us to walk more slowly and buy more food, whether we need it or not. Most of the vacuous thoughts and intense feelings our teenagers experience from morning till night are carefully orchestrated by highly skilled marketing professionals working in our fashion and entertainment industries. Politicians work with a wide range of consultants who test every aspect of what the politicians do in order to sway voters: clothing, intonations, facial expressions, makeup, hairstyles and speeches are all optimised, just like the packaging of a breakfast cereal.
Fortunately, all of these sources of influence operate competitively. Some of the persuaders want us to buy or believe one thing, others to buy or believe something else. It is the competitive nature of our society that keeps us, on balance, relatively free.
But what would happen if new sources of control began to emerge that had little or no competition? And what if new means of control were developed that were far more powerful – and far more invisible – than any that have existed in the past? And what if new types of control allowed a handful of people to exert enormous influence not just over the citizens of the US but over most of the people on Earth?
It might surprise you to hear this, but these things have already happened.
To understand how the new forms of mind control work, we need to start by looking at the search engine – one in particular: the biggest and best of them all, namely Google. The Google search engine is so good and so popular that the company’s name is now a commonly used verb in languages around the world. To ‘Google’ something is to look it up on the Google search engine, and that, in fact, is how most computer users worldwide get most of their information about just about everything these days. They Google it. Google has become the main gateway to virtually all knowledge, mainly because the search engine is so good at giving us exactly the information we are looking for, almost instantly and almost always in the first position of the list it shows us after we launch our search – the list of ‘search results’.
That ordered list is so good, in fact, that about 50 per cent of our clicks go to the top two items, and more than 90 per cent of our clicks go to the 10 items listed on the first page of results; few people look at other results pages, even though they often number in the thousands, which means they probably contain lots of good information. Google decides which of the billions of web pages it is going to include in our search results, and it also decides how to rank them. How it decides these things is a deep, dark secret – one of the best-kept secrets in the world, like the formula for Coca-Cola.
Because people are far more likely to read and click on higher-ranked items, companies now spend billions of dollars every year trying to trick Google’s search algorithm – the computer program that does the selecting and ranking – into boosting them another notch or two. Moving up a notch can mean the difference between success and failure for a business, and moving into the top slots can be the key to fat profits.
Late in 2012, I began to wonder whether highly ranked search results could be impacting more than consumer choices. Perhaps, I speculated, a top search result could have a small impact on people’s opinions about things. Early in 2013, with my associate Ronald E Robertson of the American Institute for Behavioral Research and Technology in Vista, California, I put this idea to a test by conducting an experiment in which 102 people from the San Diego area were randomly assigned to one of three groups. In one group, people saw search results that favoured one political candidate – that is, results that linked to web pages that made this candidate look better than his or her opponent. In a second group, people saw search rankings that favoured the opposing candidate, and in the third group – the control group – people saw a mix of rankings that favoured neither candidate. The same search results and web pages were used in each group; the only thing that differed for the three groups was the ordering of the search results.
To make our experiment realistic, we used real search results that linked to real web pages. We also used a real election – the 2010 election for the prime minister of Australia. We used a foreign election to make sure that our participants were ‘undecided’. Their lack of familiarity with the candidates assured this. Through advertisements, we also recruited an ethnically diverse group of registered voters over a wide age range in order to match key demographic characteristics of the US voting population.
All participants were first given brief descriptions of the candidates and then asked to rate them in various ways, as well as to indicate which candidate they would vote for; as you might expect, participants initially favoured neither candidate on any of the five measures we used, and the vote was evenly split in all three groups. Then the participants were given up to 15 minutes in which to conduct an online search using ‘Kadoodle’, our mock search engine, which gave them access to five pages of search results that linked to web pages. People could move freely between search results and web pages, just as we do when using Google. When participants completed their search, we asked them to rate the candidates again, and we also asked them again who they would vote for.
New Google Algorithm Restricts Access to Left-wing, Progressive Web Sites
We predicted that the opinions and voting preferences of 2 or 3 per cent of the people in the two bias groups – the groups in which people were seeing rankings favouring one candidate – would shift toward that candidate. What we actually found was astonishing. The proportion of people favouring the search engine’s top-ranked candidate increased by 48.4 per cent, and all five of our measures shifted toward that candidate. What’s more, 75 per cent of the people in the bias groups seemed to have been completely unaware that they were viewing biased search rankings. In the control group, opinions did not shift significantly.
This seemed to be a major discovery. The shift we had produced, which we called the Search Engine Manipulation Effect (or SEME, pronounced ‘seem’), appeared to be one of the largest behavioural effects ever discovered. We did not immediately uncork the Champagne bottle, however. For one thing, we had tested only a small number of people, and they were all from the San Diego area.
Over the next year or so, we replicated our findings three more times, and the third time was with a sample of more than 2,000 people from all 50 US states. In that experiment, the shift in voting preferences was 37.1 per cent and even higher in some demographic groups – as high as 80 per cent, in fact.
We also learned in this series of experiments that by reducing the bias just slightly on the first page of search results – specifically, by including one search item that favoured the other candidate in the third or fourth position of the results – we could mask our manipulation so that few or even no people were aware that they were seeing biased rankings. We could still produce dramatic shifts in voting preferences, but we could do so invisibly.
Still no Champagne, though. Our results were strong and consistent, but our experiments all involved a foreign election – that 2010 election in Australia. Could voting preferences be shifted with real voters in the middle of a real campaign? We were skeptical. In real elections, people are bombarded with multiple sources of information, and they also know a lot about the candidates. It seemed unlikely that a single experience on a search engine would have much impact on their voting preferences.
To find out, in early 2014, we went to India just before voting began in the largest democratic election in the world – the Lok Sabha election for prime minister. The three main candidates were Rahul Gandhi, Arvind Kejriwal, and Narendra Modi. Making use of online subject pools and both online and print advertisements, we recruited 2,150 people from 27 of India’s 35 states and territories to participate in our experiment. To take part, they had to be registered voters who had not yet voted and who were still undecided about how they would vote.
Participants were randomly assigned to three search-engine groups, favouring, respectively, Gandhi, Kejriwal or Modi. As one might expect, familiarity levels with the candidates was high – between 7.7 and 8.5 on a scale of 10. We predicted that our manipulation would produce a very small effect, if any, but that’s not what we found. On average, we were able to shift the proportion of people favouring any given candidate by more than 20 per cent overall and more than 60 per cent in some demographic groups. Even more disturbing, 99.5 per cent of our participants showed no awareness that they were viewing biased search rankings – in other words, that they were being manipulated.
SEME’s near-invisibility is curious indeed. It means that when people – including you and me – are looking at biased search rankings, they look just fine. So if right now you Google ‘US presidential candidates’, the search results you see will probably look fairly random, even if they happen to favour one candidate. Even I have trouble detecting bias in search rankings that I know to be biased (because they were prepared by my staff). Yet our randomised, controlled experiments tell us over and over again that when higher-ranked items connect with web pages that favour one candidate, this has a dramatic impact on the opinions of undecided voters, in large part for the simple reason that people tend to click only on higher-ranked items. This is truly scary: like subliminal stimuli, SEME is a force you can’t see; but unlike subliminal stimuli, it has an enormous impact – like Casper the ghost pushing you down a flight of stairs.
We published a detailed report about our first five experiments on SEME in the prestigious Proceedings of the National Academy of Sciences (PNAS) in August 2015. We had indeed found something important, especially given Google’s dominance over search. Google has a near-monopoly on internet searches in the US, with 83 per cent of Americans specifying Google as the search engine they use most often, according to the Pew Research Center. So if Google favours one candidate in an election, its impact on undecided voters could easily decide the election’s outcome.
Keep in mind that we had had only one shot at our participants. What would be the impact of favouring one candidate in searches people are conducting over a period of weeks or months before an election? It would almost certainly be much larger than what we were seeing in our experiments.
Other types of influence during an election campaign are balanced by competing sources of influence – a wide variety of newspapers, radio shows and television networks, for example – but Google, for all intents and purposes, has no competition, and people trust its search results implicitly, assuming that the company’s mysterious search algorithm is entirely objective and unbiased. This high level of trust, combined with the lack of competition, puts Google in a unique position to impact elections. Even more disturbing, the search-ranking business is entirely unregulated, so Google could favour any candidate it likes without violating any laws. Some courts have even ruled that Google’s right to rank-order search results as it pleases is protected as a form of free speech.
Does the company ever favour particular candidates? In the 2012 US presidential election, Google and its top executives donated more than $800,000 to President Barack Obama and just $37,000 to his opponent, Mitt Romney. And in 2015, a team of researchers from the University of Maryland and elsewhere showed that Google’s search results routinely favoured Democratic candidates. Are Google’s search rankings really biased? An internal report issued by the US Federal Trade Commission in 2012 concluded that Google’s search rankings routinely put Google’s financial interests ahead of those of their competitors, and anti-trust actions currently under way against Google in both the European Union and India are based on similar findings.
In most countries, 90 per cent of online search is conducted on Google, which gives the company even more power to flip elections than it has in the US and, with internet penetration increasing rapidly worldwide, this power is growing. In our PNAS article, Robertson and I calculated that Google now has the power to flip upwards of 25 per cent of the national elections in the world with no one knowing this is occurring. In fact, we estimate that, with or without deliberate planning on the part of company executives, Google’s search rankings have been impacting elections for years, with growing impact each year. And because search rankings are ephemeral, they leave no paper trail, which gives the company complete deniability.
Power on this scale and with this level of invisibility is unprecedented in human history. But it turns out that our discovery about SEME was just the tip of a very large iceberg.
Recent reports suggest that the Democratic presidential candidate Hillary Clinton is making heavy use of social media to try to generate support – Twitter, Instagram, Pinterest, Snapchat and Facebook, for starters. At this writing, she has 5.4 million followers on Twitter, and her staff is tweeting several times an hour during waking hours. The Republican frontrunner, Donald Trump, has 5.9 million Twitter followers and is tweeting just as frequently.
Is social media as big a threat to democracy as search rankings appear to be? Not necessarily. When new technologies are used competitively, they present no threat. Even through the platforms are new, they are generally being used the same way as billboards and television commercials have been used for decades: you put a billboard on one side of the street; I put one on the other. I might have the money to erect more billboards than you, but the process is still competitive.
What happens, though, if such technologies are misused by the companies that own them? A study by Robert M Bond, now a political science professor at Ohio State University, and others published in Nature in 2012 described an ethically questionable experiment in which, on election day in 2010, Facebook sent ‘go out and vote’ reminders to more than 60 million of its users. The reminders caused about 340,000 people to vote who otherwise would not have. Writing in the New Republic in 2014, Jonathan Zittrain, professor of international law at Harvard University, pointed out that, given the massive amount of information it has collected about its users, Facebook could easily send such messages only to people who support one particular party or candidate, and that doing so could easily flip a close election – with no one knowing that this has occurred. And because advertisements, like search rankings, are ephemeral, manipulating an election in this way would leave no paper trail.
Are there laws prohibiting Facebook from sending out ads selectively to certain users? Absolutely not; in fact, targeted advertising is how Facebook makes its money. Is Facebook currently manipulating elections in this way? No one knows, but in my view it would be foolish and possibly even improper for Facebook not to do so. Some candidates are better for a company than others, and Facebook’s executives have a fiduciary responsibility to the company’s stockholders to promote the company’s interests.
The Bond study was largely ignored, but another Facebook experiment, published in 2014 in PNAS, prompted protests around the world. In this study, for a period of a week, 689,000 Facebook users were sent news feeds that contained either an excess of positive terms, an excess of negative terms, or neither. Those in the first group subsequently used slightly more positive terms in their communications, while those in the second group used slightly more negative terms in their communications. This was said to show that people’s ‘emotional states’ could be deliberately manipulated on a massive scale by a social media company, an idea that many people found disturbing. People were also upset that a large-scale experiment on emotion had been conducted without the explicit consent of any of the participants.
Facebook’s consumer profiles are undoubtedly massive, but they pale in comparison with those maintained by Google, which is collecting information about people 24/7, using more than 60 different observation platforms – the search engine, of course, but also Google Wallet, Google Maps, Google Adwords, Google Analytics, Chrome, Google Docs, Android, YouTube, and on and on. Gmail users are generally oblivious to the fact that Google stores and analyses every email they write, even the drafts they never send – as well as all the incoming email they receive from both Gmail and non-Gmail users.
According to Google’s privacy policy – to which one assents whenever one uses a Google product, even when one has not been informed that he or she is using a Google product – Google can share the information it collects about you with almost anyone, including government agencies. But never with you. Google’s privacy is sacrosanct; yours is nonexistent.
Could Google and ‘those we work with’ (language from the privacy policy) use the information they are amassing about you for nefarious purposes – to manipulate or coerce, for example? Could inaccurate information in people’s profiles (which people have no way to correct) limit their opportunities or ruin their reputations?
Certainly, if Google set about to fix an election, it could first dip into its massive database of personal information to identify just those voters who are undecided. Then it could, day after day, send customised rankings favouring one candidate to just those people. One advantage of this approach is that it would make Google’s manipulation extremely difficult for investigators to detect.
Extreme forms of monitoring, whether by the KGB in the Soviet Union, the Stasi in East Germany, or Big Brother in 1984, are essential elements of all tyrannies, and technology is making both monitoring and the consolidation of surveillance data easier than ever. By 2020, China will have put in place the most ambitious government monitoring system ever created – a single database called the Social Credit System, in which multiple ratings and records for all of its 1.3 billion citizens are recorded for easy access by officials and bureaucrats. At a glance, they will know whether someone has plagiarised schoolwork, was tardy in paying bills, urinated in public, or blogged inappropriately online.
As Edward Snowden’s revelations made clear, we are rapidly moving toward a world in which both governments and corporations – sometimes working together – are collecting massive amounts of data about every one of us every day, with few or no laws in place that restrict how those data can be used. When you combine the data collection with the desire to control or manipulate, the possibilities are endless, but perhaps the most frightening possibility is the one expressed in Boulding’s assertion that an ‘unseen dictatorship’ was possible ‘using the forms of democratic government’.
Since Robertson and I submitted our initial report on SEME to PNAS early in 2015, we have completed a sophisticated series of experiments that have greatly enhanced our understanding of this phenomenon, and other experiments will be completed in the coming months. We have a much better sense now of why SEME is so powerful and how, to some extent, it can be suppressed.
We have also learned something very disturbing – that search engines are influencing far more than what people buy and whom they vote for. We now have evidence suggesting that on virtually all issues where people are initially undecided, search rankings are impacting almost every decision that people make. They are having an impact on the opinions, beliefs, attitudes and behaviours of internet users worldwide – entirely without people’s knowledge that this is occurring. This is happening with or without deliberate intervention by company officials; even so-called ‘organic’ search processes regularly generate search results that favour one point of view, and that in turn has the potential to tip the opinions of millions of people who are undecided on an issue. In one of our recent experiments, biased search results shifted people’s opinions about the value of fracking by 33.9 per cent.
Perhaps even more disturbing is that the handful of people who do show awareness that they are viewing biased search rankings shift even further in the predicted direction; simply knowing that a list is biased doesn’t necessarily protect you from SEME’s power.
Remember what the search algorithm is doing: in response to your query, it is selecting a handful of webpages from among the billions that are available, and it is ordering those webpages using secret criteria. Seconds later, the decision you make or the opinion you form – about the best toothpaste to use, whether fracking is safe, where you should go on your next vacation, who would make the best president, or whether global warming is real – is determined by that short list you are shown, even though you have no idea how the list was generated.
Meanwhile, behind the scenes, a consolidation of search engines has been quietly taking place, so that more people are using the dominant search engine even when they think they are not. Because Google is the best search engine, and because crawling the rapidly expanding internet has become prohibitively expensive, more and more search engines are drawing their information from the leader rather than generating it themselves. The most recent deal, revealed in a Securities and Exchange Commission filing in October 2015, was between Google and Yahoo! Inc.
Looking ahead to the November 2016 US presidential election, I see clear signs that Google is backing Hillary Clinton. In April 2015, Clinton hired Stephanie Hannon away from Google to be her chief technology officer and, a few months ago, Eric Schmidt, chairman of the holding company that controls Google, set up a semi-secret company – The Groundwork – for the specific purpose of putting Clinton in office. The formation of The Groundwork prompted Julian Assange, founder of Wikileaks, to dub Google Clinton’s ‘secret weapon’ in her quest for the US presidency.
We now estimate that Hannon’s old friends have the power to drive between 2.6 and 10.4 million votes to Clinton on election day with no one knowing that this is occurring and without leaving a paper trail. They can also help her win the nomination, of course, by influencing undecided voters during the primaries. Swing voters have always been the key to winning elections, and there has never been a more powerful, efficient or inexpensive way to sway them than SEME.
We are living in a world in which a handful of high-tech companies, sometimes working hand-in-hand with governments, are not only monitoring much of our activity, but are also invisibly controlling more and more of what we think, feel, do and say. The technology that now surrounds us is not just a harmless toy; it has also made possible undetectable and untraceable manipulations of entire populations – manipulations that have no precedent in human history and that are currently well beyond the scope of existing regulations and laws. The new hidden persuaders are bigger, bolder and badder than anything Vance Packard ever envisioned. If we choose to ignore this, we do so at our peril.
I'm not an expert on the mind control issue by any means. However, we all know that MK ultra was a real thing.
It would make sense, to me at least, that a real knowledge of how the mind works would be a huge advantage to anyone with an agenda.
At the risk of sounding foolish this makes mind control research a no brainer, so to speak.
