I read in a book recently (past 5 years) possibly Pilger or Mark Curtis that a high ranking German General or Intelligence officer went on record saying that no massacres took place until after the Nato Bombs started falling. I always took it with a pinch of salt but this may add weight if you think that this may have been aloud to happen to ensure public opinion stays supportive??

During the 1992-95 Bosnian war, the United Nations declared Srebrenica - which had been besieged by Serb forces - a UN-protected safe area for civilians.
But around 450 soldiers on peacekeeping duty there stood by helplessly and even assisted in separating women from the men when Bosnian Serb forces stormed the region in July 1995. The men were taken away in buses by the Serb forces and murdered, their bodies dumped in mass graves.
An independent study later cleared the Dutch troops of most blame, noting they were outnumbered, lightly armed and under instructions to fire only in self-defence.
But the 2002 report assigned partial blame to the Dutch government for setting the troops up to fail, prompting the Cabinet of prime minister Wim Kok to resign. The study also found that a French UN general inexplicably failed to send air support when it was requested, as had been agreed in advance.
The legal move against the UN and the Netherlands comes on the day Zdravko Tolimir, a senior Mladic aide during the slaughter in Srebrenica, appears before judges at the Yugoslav war crimes tribunal for the first time since he was arrested last week.

What happened in Yugoslavia, who did what to whom is still an open question.
The fact that they were leaders of the non-aligned movement for decades and had an independent military arsenal were issues in their breakup.
The New World Order aims to create small, weak and dependent statelets. Kosovo and Albania are a case in point. Northern Iraq with the Kurds is another area. Divide and rule is a central American policy.
I was actually speaking to a friend of mine from Kosovo today and he confirmed that the Us have extablished a base with an extinct volcano and have been excavating tonnes and tonnes of rock and shipping this ore out of the country by huge lorries, many local people are emplyed to do this work.
The US and the UK when they took over Kosovo they promised they would develop the country, instead they have only built their own bases and built new roads to help carry out the ore.
Nickel is another metal found in Kosovo.

in many issues. But the new world order reinaugurated by Bush's dad during the first gulf war was an attempt at reordering the world and creating small and weak client stated that could not and would not be able to confront the worlds (only mistakenly assumed superpower the USA).
Supporting the disintigration of Yugoslavia via the mechanism of promoting independence under the guise of oppression is an old trick. It occurred in pre-war Europe by Hitler who alleged the Germans outside of Germany were being oppressed and needed to be liberated by taking over their whole country. Babies were apparently buried alive by the evil Saddam in Kuwait justifying an invasion to restore Kuwait back to the Texan Esso family clan.
If you actually go back and read Mussolinis plans on the future of the post war Balkans they are similar to what is going on today. A weakened and disintegrated Serbia, a Greater Albania including Kosovo in its southern flank, a greater Bulgaria including Serb-Macedonia and Greek Thrace.
Montenegro becomes independent under Italian rule. Slovenia joins Italy and Croatia becomes a sattelite state of Italy under Pavelich.
Much in the same way the ideals of the EU as enshrined in its constitution are to realise Hitlers ideal of uniting Europe under one central command (iin our times unelected bankers) so the ideals on the periphery of Europe which are the Balkans and even further afield the Middle East, the plans are for a new order, based essentially on the past.

My boss, who was formerly a US Senator, stressed repeatedly that some kind of scam would go down in Bosnia. A month before the alleged genocide in Srebrenica, he told me that the town would be headline news around the world and ordered us to call the media.
Robert Baer, a former CIA officer, has authored many books which disclosed the secrets of both the CIA and the administrations of Bill Clinton and George W. Bush. He has been arrested and detained several times. Mitt Waspurh, a personal friend who worked at the Senate and shared information was killed at gunpoint. As a senior CIA operative, Baer worked in Yugoslavia during the 1991-94 period and in the Middle East. He has worked on several documentaries on National Geographic, accusing the Bush administration of waging war for oil.
The interview was conducted live in Canada, during my trip a few days ago. Robert Baer is currently promoting his book “The Secrets of the White House” in Quebec, where we talked. In an interview we spoke of the background of the war in Yugoslavia.
Where and when was your first job in Yugoslavia?
I arrived by helicopter with three agents. We landed on 12 January 1991 in Sarajevo. Our job was to keep an eye on alleged terrorists of Serbian nationality, who were expected to attack Sarajevo.
Who were the terrorists in question and why were they supposed to carry out these attacks?
They gave us files about a group called “Supreme Serbia” detailing plans to conduct a series of bomb attacks on key buildings in Sarajevo in opposition to Bosnia’s ambition to leave former Yugoslavia.
Did that group ever exist and what exactly you were doing in Sarajevo under CIA command?
No such group ever existed! Our headquarters lied to us. Our mission was to alarm and spread panic among politicians in Bosnia, simply to fill their heads with the idea that Serbs would attack. To begin with, we accepted the story, but after a while we started to wonder. Why were we raising such hysteria when the group clearly did not exist?
How and when did the mission end and did it have a name?
For me it ended after two weeks, I landed a new job in Slovenia. The operation lasted a month and had the name “Istina” (i.e. “truth”) although it was anything but!
Why did you go to Slovenia?
I received instructions that Slovenia was ready to declare independence. We were given money, a few million dollars, to fund various NGOs, opposition parties and various politicians who have inflamed hatred.
Did you have an opinion about the CIA propaganda and did your colleagues think?
Of course, no one turns down a CIA mission, especially when we were all nervous and prone to paranoia! Many CIA agents and senior officers disappeared simple because they refused to conduct propaganda against the Serbs in Yugoslavia. Personally I was shocked at the dose of lies being fed from our agencies and politicians! Many CIA agents were directed propaganda without being aware of what they are doing. Everyone knew just a fraction of the story and only the one who create the whole story knew the background – they are politicians.
So there was only propaganda against the Serbs?
Yes and no. The aim of the propaganda was to divide the republics so they would break away from the motherland Yugoslavia. We had to choose a scapegoat who would be blamed for everything. Someone who would be responsible for the war and violence. Serbia was chosen because in some ways it is a successor to Yugoslavia.
Can you name the politicians in the former Yugoslavia were paid by the CIA?
Yes, although it is somewhat delicate. Stipe Mesic, Franjo Tudjman, Alija Izetbegovic, many counselors and members of the government of Yugoslavia, were paid as were Serbian generals, journalists and even some military units. Radovan Karadzic was being paid for a while but stopped accepting help when he realised he would be sacrificed and charged with war crimes committed in Bosnia. It was directed by the American administration.
You mentioned that the media was controlled and funded, how exactly did that happen?
This is already known, some CIA agents were responsible for writing the official statement that the announcers read on the news. Of course the news presenters were oblivious to it, they got the news from their boss and he got it from our man. Everyone had the same mission: to spread hatred, nationalism and the differences between people through television.
We all know of Srebrenica, can you say about it?
Yes! In 1992 I was in Bosnia again, but this time we were supposed to train military units to represent Bosnia, a new state that had just declared independence. Srebrenica is an exaggerated story and unfortunately many people are being manipulated. The number of victims is the same as the number of Serbs and others killed but Srebrenica is political marketing. My boss, who was formerly a US Senator, stressed repeatedly that some kind of scam would go down in Bosnia. Then who is guilty of genocide in Srebrenica?
Srebrenica should be blamed on Bosnians, Serbs and Americans – that is us! But in fact everything has been blamed on the Serbs. Unfortunately, many of the victims buried as Muslims were Serbs and other nationalities. A few years ago a friend of mine, a former CIA agent and now at the IMF, said that Srebrenica is the product of agreement between the US government and politicians in Bosnia. The town of Srebrenica was sacrificed to give America a motive to attack the Serbs for their alleged crimes.
Ultimately why do you think Yugoslavia collapsed and why did your government want to do it?
It is all very clear, the people who incited the war and dictated the terms of the peace now own the companies that exploit various mineral resources and the like! They simply made slaves of you, your people work for nothing and that produce goes to Germany and America…they are the winners! You will eventually have to purchase and import what you have created yourself, and since you have no money, you have to borrow, that’s the whole story with the whole of the Balkans!
You were never in Kosovo as a CIA agent, but did you feel any pressure from America?
Of course! Kosovo has taken for two reasons, first because of mineral and natural resources, and secondly, Kosovo is a military base of NATO! In the heart of Europe is their largest military base.
Do you have a message for the people of the former Yugoslavia?
I have. Forget the past, it was staged and false. They manipulated you, they got what they wanted and it is stupid that you still hate one another, you must show that you are stronger and you realise who has created this ! I sincerely apologise! That’s why I have for a long time disclosed the secrets of the CIA and the White House!

Yugoslav Army says secret group trying to provoke "Balkan Vietnam"

Belgrade, 29th May: The plan to bring about a Balkan Vietnam was drawn up secretly back in 1996 and reactivated in 1998 at a meeting of the Bilderberg Group held in Scotland between 14th and 17th May, the Yugoslav Army newspaper `Vojska' said in its latest issue, the 27th since NATO aggression on Yugoslavia was launched on 24th March [1999].
Vojska said that a thorough investigation conducted by independent US journalists had disclosed that the group members included David Rockefeller, Giovanni Agnelli, Helmut Kohl, Lord Peter Carrington, Queen Sophia of Spain, Valery Giscard D' Estaing, Baron Rotschild, Margaret Thatcher, Lord Robert Owen and Henry Kissinger.
The newspaper set out that US journalists had disclosed that the Bilderberg Group had in fact made plans for the "third Balkan war" in this century. Under the plan, drawn up at a session chaired by Lord Carrington, the first move was to be to try and arrest "war criminals from among the Serbs" with extensive help of the Hague tribunal, set up for that very purpose. The move was to provoke a stormy reaction by Serbs, which was to be used as a pretext for a military intervention, according to `Vojska'. However, the developments prevented the idea from being translated into practice, which required a reserve variant - the fanning of interethnic conflicts in Kosovo-Metohija.
All indications are that the group are now going back to the original variant, the outcome of which is the indicting of Yugoslav officials by the Hague tribunal, `Vojska' set out. According to the same scenario, Greece, Albania, Bulgaria, Macedonia, Russia and Turkey are to be drawn into the war, in addition to Yugoslavia, with NATO adding fuel to the fire.
The Bilderberg Group is obviously a self-styled world supra-government which is earning billions of dollars thanks to crises and wars it, itself, is provoking, the newspaper said. The group, according to independent press investigators, also have control of the press and TV on a world scale, `Vojska' pointed out in the commentary.

Radovan Karadzic
Last Thursday, news reports were largely devoted to the March 22 Brussels terror bombings and the US primary campaigns. And so little attention was paid to the verdict of the International Criminal Tribunal for (former) Yugoslavia (ICTY) finding Bosnian Serb leader Radovan Karadzic guilty of every crime it could come up with, including “genocide”. It was a “ho-hum” bit of news. Karadzic had already been convicted by the media of every possible crime, and nobody ever imagined that he would be declared innocent by the single-issue court set up in The Hague essentially to judge the Serb side in the 1990s civil wars that tore apart the once independent country of Yugoslavia.
Although it bears the UN stamp of approval, thanks to the influence of the Western powers, ICTY is essentially a NATO tribunal, with proceedings in English according to a jurisprudence invented as it goes along. Its international judges are vetted by Washington officials. The presiding judge in the Karadzic case was a South Korean, O-Gon Kwon, selected surely less for his grasp of ethnic subtleties in the Balkans than for the fact that he holds a degree from Harvard Law School. Of the other two judges on the panel, one was British and the other was a retired judge from Trinidad and Tobago.
As is the habit with the ICTY, the non-jury trial dragged on for years – seven and a half years to be precise. Horror stories heavily laced with hearsay, denials, more or less far fetched interpretations end up “drowning the fish” as the saying goes. A proper trial would narrow the charges to facts which can clearly be proved or not proved, but these sprawling proceedings defy any notion of relevance. Nobody who has not devoted a lifetime to following these proceedings can tell what real evidence supports the final judgment. The media stayed away from the marathon, and only showed up to report the inevitable “guilty” verdict condemning the bad guy. The verdict reads a bit like, “they said, he said, and we believe them not him.”
There was a civil war in Bosnia-Herzegovina from April 1992 to December 1995. Wars are terrible things, civil wars especially. Let us agree with David Swanson that “War is a crime”. But this was a civil war, with three armed parties to the conflict, plus outside interference. The “crime” was not one-sided.
Muslim False Flags
The most amazing passage in the rambling verdict by Judge O-Gon Kwan consists of these throw-away lines:
“With respect to the Accused’s argument that the Bosnian Muslim side targeted its own civilians, the Chamber accepts that the Bosnian Muslim side was intent on provoking the international community to act on its behalf and, as a result, at times, engaged in targeting UN personnel in the city or opening fire on territory under its control in order to lay blame on the Bosnian Serbs.”
This is quite extraordinary. The ICTY judges are actually acknowledging that the Bosnian Muslim siJohnstone-Queen-Cover-ak800--291x450de engaged in “false flag” operations, not only targeting UN personnel but actually “opening fire on territory under its control”. Except that that should read, “opening fire on civilians under its control”. UN peace keeping officers have insisted for years that the notorious Sarajevo “marketplace massacres”, which were blamed on the Serbs and used to gain condemnation of the Serbs in the United Nations, were actually carried out by the Muslim side in order to gain international support.
This is extremely treacherous behavior. The Muslim side was, as stated, “intent on provoking the international community to act on its behalf”, and it succeeded! The ICTY is living proof of that success: a tribunal set up to punish Serbs. But there has been no move to expose and put on trial Muslim leaders responsible for their false flag operations.
The Judge quickly brushed this off: “However, the evidence indicates that the occasions on which this happened pale in significance when compared to the evidence relating to [Bosnian Serb] fire on the city” (Sarajevo).
How can such deceitful attacks “pale in significance” when they cast doubt precisely on the extent of Bosnian Serb “fire on the city”?
The “Joint Criminal Enterprise” Label
ICTY’s main judicial trick is to have imported from US criminal justice the concept of a “Joint Criminal Enterprise (JCE)”, used originally as a means to indict gangsters. The trick is to identify the side we are against as a JCE, which makes it possible to accuse anyone on that side of being a member of the JCE. The JCE institutionalizes guilt by association. Note that in Yugoslavia, there was never any law against Joint Criminal Enterprises, and so the application is purely retroactive.
Bosnia-Herzegovina was a state (called “republic”) within Yugoslavia based on joint rule by three official peoples: Muslims, Serbs and Croats. Any major decision was supposed to have the consent of all three. After Slovenia and Croatia broke away from Yugoslavia, the Muslims and Croats of Bosnia voted to secede from Yugoslavia, but this was opposed by Bosnian Serbs who claimed it was unconstitutional. The European Union devised a compromise that would allow each of the three people self-rule in its own territory. However, the Muslim leader, Alija Izetbegovic, was encouraged by the United States to renege on the compromise deal, in the hope that Muslims, as the largest group, could control the whole territory. War thus broke out in April 1992.
Now, if you asked the Bosnian Serbs what their war aims were, they would answer that they wanted to preserve the independence of Serb territory within Bosnia rather than become a minority in a State ruled by the Muslim majority. Psychiatrist Radovan Karadzic was the elected President of the Bosnian Serb territory, “Republika Srpska”. However, according to ICTY the objective of the Serbian mini-republic was to “permanently remove Bosnian Muslims and Bosnian Croats from Serb-claimed territory … through the crimes charged”, described as the “Overarching Joint Criminal Enterprise”, leading to several subsidiary JCEs. Certainly, such expulsions took place, but they were rather the means to the end of securing the Bosnian Serb State rather than its overarching objective. The problem here is not that such crimes did not take place – they did – but that they were part of an “overarching civil war” with crimes committed by the forces of all three sides.
If anything is a “joint criminal enterprise”, I should think that plotting and carrying out false flag operations should qualify. ICTY does not seem interested in that. The Muslims are the good guys, even though some of the Muslim fighters were quite ruthless foreign Islamists, with ties to Osama bin Laden.
One of the subsidiary JCEs attributed to Karadzic was the fact that between late May and mid-June of 1995, Bosnian Serb troops fended off threatened NATO air strikes by taking some 200 UN peacekeepers and military observers hostage. It is hard to see why this temporary defensive move, which caused no physical harm, is more of a “Joint Criminal Enterprise” than the fact of having “targeted UN personnel”, as the Muslim side did.
The final JCE in the Karadzic verdict was of course the July 1995 massacre of prisoners by Bosnian forces after capturing the town of Srebrenica. That is basis of conviction for “genocide”. The Karadzic conviction rests essentially on two other ICTY trials: the currently ongoing ICTY trial of Bosnian Serb military commander General Ratko Mladic, who led the capture of Srebrenica, and the twelve-year-old judgment in the trial of Bosnian Serb General Radislav Krstic.
The Karadzic verdict pretty much summarizes the case against General Mladic, leaving little doubt where that trial is heading. Karadzic was a political, not a military leader, who persistently claims that he neither ordered nor approved the massacres and indeed knew nothing about them. Many well informed Western and Muslim witnesses testify to the fact that the Serb takeover was the unexpected result of finding the town undefended. This makes the claim that this was a well planned crime highly doubtful. The conclusion that Karadzic was aware of what was happening is inferred from telephone calls. In the final stages of the war, it seems unlikely that the Bosnian Serb political leader would compromise his cause by calling on his troops to massacre prisoners. One can only speculate as to what “a jury of peers” would have concluded. ICTY’s constant bias (it refused to investigate NATO bombing of civilian targets in Serbia in 1999, and acquitted notorious anti-Serb Bosnian and Kosovo Albanian killers) drastically reduces its credibility.
What exactly happened around Srebrenica in 1995 remains disputed. But the major remaining controversy does not concern the numbers of victims or who is responsible. The major remaining controversy is whether or not Srebrenica truly qualifies as “genocide”. That claim owes its legal basis solely to the 2004 ICTY judgment in the Krstic case, subsequently echoed (but never investigated) by the International Court of Justice.
“Procreative Implications”
That judgment was very strange. The conclusion of “genocide” depended solely on the “expert” opinion of a sociologist. It was echoed again in the Karadzic case. ICTY reiterated its earlier judgment that the “killings demonstrate a clear intent to kill every able-bodied Bosnian Muslim male from Srebrenica. Noting that killing every able-bodied male of a group results in severe procreative implications that may lead to the group’s extinction, the Chamber finds that the only reasonable inference is that members of the Bosnian Serb Forces orchestrating this operation intended to destroy the Bosnian Muslims in Srebrenica as such.”
In other words, even though women and children were spared, Srebrenica was a unique genocide, due to the “severe procreative implications” of a lack of men. The ICTY concluded that “the members of the Srebrenica JCE… intended to kill all the able-bodied Bosnian Muslim males, which intent in the circumstances is tantamount to the intent to destroy the Bosnian Muslims in Srebrenica.” Thus genocide in one small town.
This judgment is widely accepted without being critically examined. Since wars have traditionally involved deliberately killing men on the enemy side, with this definition, “genocide” comes close to being synonymous with war.
In fact, not all Srebrenica men were massacred; some have lived to be witnesses blaming the Bosnian Muslim leadership for luring the Serbs into a moral trap. Moreover, there were many Muslim soldiers temporarily stationed in Srebrenica who were not natives of the town, and thus their tragic fate had nothing to do with destroying the future of the town.
Never mind. ICTY did its job. Karadzic, aged 70, was sentenced to 40 years in prison. As if to make a point, the verdict was announced on the 17th anniversary of the start of NATO bombing of what was left of Yugoslavia, in order to detach Kosovo from Serbia. Just a reminder that it’s not enough for the Serbs to lose the war, they must be criminalized as well.
The verdict is political and its effects are political. First of all, it helps dim the prospects of future peace and reconciliation in the Balkans. Serbs readily admit that war crimes were committed when Bosnian Serb forces killed prisoners in Srebrenica. If Muslims had to face the fact that crimes were also committed by men fighting on their side, this could be a basis for the two peoples to deplore the past and seek a better future together. As it is, the Muslims are encouraged to see themselves as pure victims, while the Serbs feel resentment at the constant double standards. Muslim groups constantly stress that no verdict can possibly assuage their suffering – an attitude that actually feeds international anti-Western sentiment among Muslims, even though the immediate result is to maintain the Yugoslav successor states as mutually hostile satellites of NATO.
Prince Charles is privately backing an attempt by his close friend Crown Prince Alexander of Yugoslavia to claim back not one but two palaces from the Serbian government.
Alexander was born in exile at London’s Claridge’s hotel, temporarily declared Yugoslavia for a day in 1945 to get around succession laws requiring future kings to be born on home territory.

Ziofascist corporate western media gleefully announced the arrest of Serbian leader Radovan Karadzic on Monday, thereby adding one more nail on the lid of their hypocrisy, duplicity and self serving arrogance.
How these postulating, perverse, immoral demons of hell can stand themselves defies the sensibilities of anyone who truly stands for truth and justice, not the justice of the law of the jungle where the strong crush the weak, but true justice.
Karadzic is accused of mass killings that the Hague war crimes tribunal described as "scenes from hell, written on the darkest pages of human history” and the worst in Europe since World War II. The claim that 8,000 "innocent" Muslims were "murdered" in Srebrenica is pathetically repeated despite considerable evidence to the contrary, that fighters were killed, including many Serbs, and the 8,000 number is so absurd one wonders how anyone could be gullible enough to accept it. But then again, wasn't it said that the bigger the lie, the easier it will be to sell?
"I was informed by our colleagues in Belgrade about the successful operation which resulted in the arrest of Radovan Karadzic," the tribunal's head prosecutor, Serge Brammertz, said.
Karadzic was indicted on genocide charges in 1995 by the Hague tribunal, and topped its most-wanted list for more than a decade, allegedly resorting to elaborate disguises to elude authorities and shielded by countrymen who wished to keep the long arm of the kangaroo court off of their leaders. Karadzic loyalists have boasted that both he and Mladic were well guarded. "That is why this action will not succeed and Dr Karadzic will continue to be in safety, in the myth and legend of the Serb people," stated Kosta Cavoski, head of the International Committee for Truth on Radovan Karadzic. The Hague is only interested in persecuting Serbs since they are the ones who refused to kneel to the empire’s demands.
The next war on terror, after terrorists in Afghanistan versus the Soviet Union, was in the former Yugoslavia where the same western funded Islamic extremists, including Osama Bin Laden, used terrorism to set up pro-western puppet states.
In a 1997 interview, Karadzic said, “I am perfectly peaceful. I am innocent. I believe in God.” When asked if he was concerned about being arrested, he replied “No, I don't think about that at all. Anyone can be arrested. It is possible to arrest and kill anyone. It would be better for them to kill me than to let me go to the Hague. In the Hague, they would have far more problems with me...”
When speaking of the behavior of Serbian troops, Karadzic said, “As early as June 13 1992, I issued an order for strict observance of all international humanitarian norms..., from these documents you can see that I forbade all crimes, prosecuted and punished criminals. Most crimes were committed by the individuals who were seeking revenge.”
On Srebrenica Karadzic said, “Srebrenica has never been a safe zone. If you don't trust me, ask former UN Secretary General, Boutros Ghali. He admitted on several occasions that Srebrenica is a Muslim military stronghold and that Serb villages around Srebrenica had continuously been attacked from the enclave. During the last month of the existence of the enclave, every day at least one Serb died in Muslim attacks. All together, 1260 Serbs were killed. UN knows about that. The commander of Dutch peacekeeping troops in Srebrenica also knows that.”
“Nine thousand Muslim soldiers left the enclave and tried to break through our lines towards Tuzla. Three weeks later, they were still fighting around Srebrenica! Nine thousand soldiers is a lot of troops. They pushed towards their lines and our troops followed. They had to break through our fortified lines. The fighting was horrible. At one place 50 our soldiers were killed although they were in trenches. You can guess yourself how many Muslim soldiers died while attacking.”
“They finally managed to break through to Tuzla, but the fighting was horrible. Their officers simply sacrificed their soldiers. A proof is that we didn't manage to capture any higher and middle ranking officers. On the other hand, the soldiers attacked like ants…In any case, until the fall of the enclave on July 11, 1995, Srebrenica was a military base from which Muslims raided Serb villages, burned and slaughtered the population.”
Karadzic also said that Serb forces wished for the Muslim soldiers to surrender so that prisoner exchanges could take place. He went on to describe the events: “They now claim to have lost eight thousand people in Srebrenica. Every soldier who had disappeared during this one and previous actions is included in this number. They also included those who had died in 1992 and 1993. They put all these casualties on the list of disappeared in Srebrenica...Where are those mass graves about which they talk all the time? They haven't found them. They have used satellite photographs, investigated with special instruments and haven't found anything.”
Radovan Karadzic was born on 19 June 1945 in Petnijca, a village near Savnik in the mountains of Montenegro. In 1960, he moved to Sarajevo, the capital of Bosnia, where he studied medicine at the University of Sarajevo, graduating as a physician and psychiatrist. He also has published poetry and books for children.
Both Radovan Karadzic and Ratko Mladic had a price on their head, with the US Government offering a $5 million reward for information leading to their arrest or conviction, the modern version of 30 pieces of silver.
Meanwhile these merchants of death, these butchers of Vietnam, these butchers of Yugoslavia, these butchers of Iraq and Afghanistan pose as holier-than-thou when they are the worst, most despicable, most blood stained war criminals the world has ever known. They pretend to fight a war against terrorism, while they aid and abet the most savage, brutal, blood thirsty terrorists.
So let the truth be told. Hopefully, Radovan Karadzic will make good on his promise: that the Hague will have far more problems with him. Once and for all, the international community needs to put an end to the persecution of the innocent for the greed of corporations, the theft of resources and the global hegemony of the empire.

Here it goes again! The same old tired and predictable tune, the same recognizable chorus. Once again the world is told what to think and what to believe. The world is also given both rhythm and leitmotif, so the grotesque and crooked dance can begin.
Who could resist, really? The lyrics of the tune are recited in perfect English, and with that air of moral and cultural superiority that is supposed to disperse all doubts.

So now it is Montenegro. Yesterday it was Crimea, Donbass, and the US elections. Evil Russia again! Evil China, evil socialist Latin American countries, evil Syria, Eritrea, Zimbabwe, South Africa, North Korea, Philippines, evil all those who are laughing at the notion of Anglo-Saxon superiority.
This time I’m actually not intending to write some long, philosophical essay on the subject of “shamelessness of British propaganda”. I’m just taking a short break from my 10 thousand-word ‘paper’ for the China Academy of Social Sciences (CASS); a paper analyzing the impact of the 1917 Soviet Revolution on the world.
I just want to state what I believe should be so obvious, but somehow isn’t, at least to billions of people all over the world: “Those British blokes running the mainstream media outlets and global propaganda network really cannot be trusted. For centuries, no other country brought more grief to the planet, destroyed more lives, ruined more nations and cultures, and stole more natural resources from the ‘natives’, than the United Kingdom.” All this was done with a straight face, all explained and justified by the most advanced propaganda apparatus on earth, all ‘morally defended’. The entire twisted concept of British-style ‘justice’ was first introduced at home, and then exported to many corners of the globe.
It went on for several long centuries, and it goes on until now: the rapists are introducing globally accepted moral codes. Mass murderers are running international courts of justice. Notorious liars and thieves are teaching the world about ‘objectivity’. Gurus of disinformation are even ‘educating’ their own children, as well as the children of elites from all parts of the world, in their ‘prestigious’ factories of indoctrination – schools and universities.
Of course there are some countries that have tried very hard to outdo the UK in terms of brutality, greed and tactics of deception. It is worth mentioning such candidates for genocidal world leadership like France, Germany, Spain and lately—since the end of World War 2— the United States. They really have been competing determinately and zealously, but despite all their efforts, they never truly managed to come close to the forerunner.
Please, just think about all this, if you haven’t already done it for years. Then wash your eyes thoroughly, and look anew at those tabloids and ‘serious publications’ that are printed in the UK. Look at the indoctrination television channels. If you are still able to retain at least some detachment and common sense, please compare what they are saying and writing and showing, with the reality outside your own window, wherever on this Planet you may be.
For many years I worked all over the world, on all continents, in some 160 countries. For many years, I was told stories, shown evidence, about the most monstrous and barbaric crimes that the Brits have been committing almost everywhere on this Planet.
To compile even some semi-complete list, one would need to compose at least a sizable brochure, if not an entire book. Let’s just mention a few of the most obvious horrors that ‘Great’ Britain is responsible for: Slave trade and destruction of entire huge parts of Africa with tens of millions of people directly or indirectly killed. Monstrous occupation of the ‘Sub-continent’, with tens of millions of lives lost (including those in several artificially triggered famines). Ransacking of large parts of China, murdering and participating in breaking the most populous nation on earth. Brutal attacks against the young Soviet state. Horrid treatment of colonized peoples of the island nations, from Oceania (South Pacific) to the Caribbean. Gassing, bombing, literally exterminating people of the Middle East, from what is now Iraq and Kuwait, to Palestine. There were invasions of Afghanistan and the ‘reign of terror in Kabul’ in 1879. Always guided by the colonialist impulse and greed, the British did not spare fellow whites. During the notorious Boer Wars, fought against Dutch settlers in South Africa, from the late 1880s to early 1900s, the British, finding it difficult to overcome the fierce Boer resistance, turned to a war against civilians, razing their farms and setting up concentration camps in which tens of thousands women and children, died. There were many other things, many nightmarish crimes, of course, but today I’m being brief…
In the “New World”, consisting of countries like the US, Canada and Australia, the most terrible massacres of the native people were committed by the first and second generation of Europeans, mainly the Brits.
The big myth of the British Empire is that it nobly withdrew from its colonies when it realized the days of Imperialism were over. Polls have found the British public are generally proud of the British Empire and its colonial past.
Britain actually never ceased to commit crimes against humanity. Since WWII it has been tutoring the United States, strategically and ideologically, in the art of how to run the Empire and how to manufacture unanimity inside the West itself, and even among the population of the colonized nations (in the neo-colonialist context).
It has also been involved in some of the vilest acts in modern history, related to countries like Egypt, Iran, Iraq, Afghanistan, Congo as well as entire areas of Asia Pacific and the African Great Lakes.
Again, that’s only a brief and incomplete summary.
Having experience with occupying huge parts of the world for centuries, knowing first-hand how to ‘pacify’ the natives, the Brits gradually developed and then passed on to the rest of the Western world their highly effective and successful indoctrination methods. These were eventually spread further – mainly among the elites of the colonized nations. As a result, fully standardized global perceptions evolved, and were implemented and upheld until this very moment. They included the general worldview, ‘principles’ and ‘moral standards’, law and justice (including such concepts as ‘human rights’), and even the set of overall values.
The English language (especially well articulated; spoken with certain recognizable and ‘acceptable ‘accents) became the main linguistic tool embodying both truth and authority.
News presented in a certain ‘objective’ way and with a certain accent (or acceptable set of accents) became subconsciously, for the great majority of people, much more trustworthy than that which would be delivered by individuals whom a great Polish journalist, anthropologist and philosopher Ryszard Kapuscinski used to define as ‘the others’.

This ‘perfect’, seemingly bulletproof system produces intellectual laziness, submissiveness, even servitude. It is successfully upholding the status quo.
Lies are mounting on top of lies, and even the most obvious fabrications lately do not get challenged, except in some marginal and ‘extremist’ (defined by the Western regime) outlets.

In the 1940s the British perfected the methods of modern counterinsurgency by smashing the anti-colonialist rebellion of the Mau Mau in Kenya. The US studied and adopted many of these techniques, also used by the French in Indochina. The recent Middle East invasions have afforded more opportunities to the Anglo-Americans to fine-tune their techniques of population control and insurgency suppression.
The colonialist empire managed to survive. It is now fully in charge. It dominates the psyche of both the colonizers and the colonized. Advances that were made by liberation and independence struggles, by the anti-colonialism fighters during the post-WWII era, have been skillfully annulled. Then, it was officially declared, “colonialism is over”.
At some point, the Anglo-Saxon demagogues invented ‘political correctness’, one more highly effective tool designed to neutralize and ‘pacify’ any serious resistance. Political correctness claims that all nations and races are equal; it is even glorifying those ‘little people’ and almost all ‘cultures of the under-developed nations’, at least verbally, while in reality the Empire keeps plundering and manipulating the planet, as it has been doing for ages. In the colonies, the only individuals who are gaining are the elites; those morally corrupt rulers of the deprived and still enslaved world.

As in the past, the regime pragmatically chooses its enemies, and it then applies the most proven and spiteful tactics, launching defamation campaigns, dehumanizing citizens and leaders of adversary states, creating often phantasmagoric but highly effective conspiracy theories.
The British media, the British propagandists, in fact the entire British establishment, has reached absolute perfection in the field of mind-control and brainwashing.
How else, otherwise, would anyone in his or her sane mind trust the words of those who are responsible for tens of millions, perhaps for hundreds of millions of lost human lives in all corners of the world?
How could the primary architects of our insane global arrangement be taken seriously, unless they managed to fully indoctrinate their ‘subjects’?
Some would suggest that we are living in a world where ‘normality’ could be found only in an insane asylum; where the only place for a decent man or a woman could be behind some barricade, or behind bars.

However, not many would have such thoughts, as even reflections are now almost fully standardized and controlled. So much glorified freedom has been reduced to just a handful of personal, very limited, often self-serving choices that one is still allowed to make while being generally fully locked within the existing system.
This British, European, in fact Western obsession with controlling, with ruling over everything in this world, has actually fully derailed natural human evolution. Instead of much higher aspirations, instead of optimistic attempts to build an egalitarian, compassionate and joyful society, our humanity is once again stuck in some master-slave morass, in something that appeared to be on its way out even during some periods of the 19th century, and definitely later, in the 20th century.

How to fight this nightmare? I wrote it many times before, and I have to repeat it again: To change things, one has to first understand reality. But it is not only about knowing the facts; it is mainly about how to analyze them, how to perceive the world and essential events.
We are being bombarded, in fact flooded with information, data and ‘facts’. What is missing is a totally new approach towards sorting and analyzing the reality within which we live.
The Empire is not withholding the facts. It is doing something much more sinister: it is depriving people of learning how to analyze them in the most logical ways. The empire denies people the ability to see or find the context of history.
Let us begin with absolute basics: “Mass murderer cannot be a judge”. “Indoctrinator and brainwasher cannot be a teacher”. “Those who are shackling, enslaving billions, should not be allowed to preach about freedom.”
The reality is: we have a handful of deranged, mentally disturbed nations and cultures that have been subjugating, raping and robbing entire nations and continents, still in charge of our beautiful but already terribly scarred Planet.
These morally defunct nations have no compassion left, and no real rationality. This fact they have proven again and again. One million victims, tens of millions of victims – it means nothing to them, as long as they can continue to rule. Ruined nature, disappearing islands, poisoned air, it matters nothing to them. People turning into indoctrinated, intellectually and emotionally uniformed cattle; good, who cares?
It is an extremely unsettling reality, but reality it is. The sooner we recognize it for what it is, the better.
‘Great’ Britain should sit down on its ass and cry in horror, recalling all crimes it has been committing, imagining the concentration camps it built in Africa and elsewhere, recalling the famines it triggered in India and elsewhere, remembering all those innocent people it murdered on each and every continent. It should be howling from shame, because of the nihilism it has been spreading, while ruining enthusiasm, beautiful dreams and hopes of our human kind.
It should stop and weep in horror, picturing instructions it provided to countries like South Africa, the United States or Rwanda – instructions that brought terrible bloodbaths, instead of harmony and progress to our world.
Why all this terror? Just so the UK and its cohorts could continue to rule! It is not about greed only, or natural resources, it is about control.

I don’t want their analyses, anymore. I don’t want their news, their films, their books, and their propaganda materials. Even in the dark solitude of some cave, one could understand the world much better than when reading their disinformation sheets, or when watching their indoctrination channels. All this is just designed to confuse people, to make them passive and submissive. Their announcers as well as their writers are like some sad lobotomized robots: there is no life, nothing new, nothing daring or revolutionary in their words. They function, somehow: they move, they eat, *, repeat what they are expected to say, but they are not alive.
They only smear, but don’t inspire. If there is any optimism, it is always false, pre-approved, and mass-produced.
If you think about it, it all actually makes sense: A torturer cannot be a visionary, or an idealist.
Compared to China or Iran, the UK is a relatively young culture. But it feels old, tired, spent, and obsolete. Too many crimes and too many lies can exhaust and depress even a young person.
Were England a person, operating in a normal society, it would be either in prison or in a mental institution. The same could be said about the rest of the West, especially, of course, Europe’s ultra-immoral offspring: the United States.
We have nothing to learn from some murderous maniac, do we? The only concern should be: how to put a straightjacket on such an individual, how to prevent him from killing and harming others, and how to do it as quickly as possible.
I also highly doubt that with such a background and monstrous track record, our dangerous maniac should be allowed to interpret the world publicly, to teach people, and to even participate in the discussions touching the most essential issues facing our planet!

On July 11, 1995, over three years into the civil war in Bosnia, Bosnian Serb militants overran a UN-established safe zone in the eastern town of Srebrenica, separated about 8,000 Muslim men and boys from the women who had sought shelter in the area, led them into fields and warehouses in surrounding villages, and massacred them over the course of three days. It was the worst single atrocity in Europe since the end of World War II and is generally considered to be an act of genocide.

With the support of Yugoslav President Slobodan Milosevic's government in Belgrade, the Bosnian Serbs - under the leadership of Radovan Karadzic, who is now serving 40 years for war crimes - were attempting to liquidate Bosnia's Muslim population as part of an attempt to carve a "greater Serbia" out of the ruins of Yugoslavia, the polyglot communist state whose breakup into seven different countries began in the early 1990s. Bosnia has sizable Muslim, Croat, and Serbian populations, and it was the one republic of Yugoslavia without a clear ethnic majority (see map at left).
Milosevic, Karadzic, and Bosnian Serb militants under the leadership of Ratko Mladic used ethnic cleansing to cleave off as much of Bosnia as possible for the Serbian-dominated remains of Yugoslavia.
The Srebrenica massacre was the inevitable result: an act of mass murder that conveyed the brutal message that Muslims weren't safe anywhere inside of the country and that the UN and the international community were unable or unwilling to protect them.
The UN had established a demilitarized zone in Srebrenica in 1993, creating an area where Muslims who had been forced out of their homes elsewhere in Bosnia could find safety from the Bosnian Serb onslaught.
Bosnian Muslim militants allied with the government in Sarajevo had carved out an enclave in eastern Bosnia surrounding the Srebrenica safe zone. The Serbs wanted to take this pocket of resistance, and their military leaders resented the UN providing shelter for displaced Muslims. A declassified CIA memo from the time described the handful of UN eastern safe zones as "fish bones in the throat of the Serbs."
The massacre had been planned in advance. The week of the atrocity, Serbian forces had taken surrounding villages, forcing some 20,000 refugees inside the UN safe area. Serbian forces had also kidnapped 30 Dutch peacekeepers, a blunt instrument of blackmail and leverage over the Dutch peacekeeping force guarding the enclave. And they had started shelling Srebrenica on July 6, making it abundantly clear that they would not respect the UN's humanitarian safe area.
In the hours leading up to the killing, Mladic, who is facing war-crimes charges, can be seen on video laughing and handing out candy to the troops in what veteran CNN reporter Christiane Amanpour describes as "one of the most chilling pieces of video I've ever seen in my life."
The Serb forces were greatly aided by the international community's indifference. Though the UN wanted a peacekeeping deployment of about 6,000 in the area, by the time of the massacre only about 600 lightly armed Dutch troops were guarding the town. When Mladic and the Bosnian Serb army entered Srebrenica, the peacekeepers put up little resistance and even called off airstrikes when the Serbs threatened to kill their Dutch hostages. Peacekeepers were also later accused of destroying video evidence of their inaction.

Far from protecting vulnerable civilians, the "safe zone" had just concentrated them in a single location that the UN apparently had little intention of actually defending. But they weren't the only party at fault: As a Human Rights Watch report from late 1995 recounts, the NATO states remained complacent and indecisive even as the enclave's fall was imminent, despite the clearly genocidal intentions of the Serbian forces.

Serb forces started deporting all women and children from the enclave as soon as Srebrenica fell on July 11 and held nearly all of the area's Muslim males for "interrogation." More than 8,000 of them would be killed in the following days.

The massacre galvanized international opinion and led to a US and NATO intervention in Bosnia's civil war. Shortly after the killings, NATO bombs started dropping bombs on Serbian positions. In November 1995, Milosevic and Bosnian President Alija Izetbegović signed the US-brokered Dayton Accords, which left Bosnia as a single country while creating an autonomous Serb "republic" behind the Bosnian Serb frontline, in areas that had been ethnically cleansed of their Muslim population (see above map).
The accords ended the conflict. But they led to an internal partitioning of Bosnia while arguably awarding Serb forces for their atrocities.

Srebrenica played an outsize role in bringing about this indecisive end to the conflict. And the atrocity was on such a massive scale that victims are still being disinterred from mass graves in the area and identified.
Each year on the anniversary of the killings, the Bosnian government releases bodies that were recently discovered, in whole or in part, in the hills and fields that surround the town. The friends and relatives of the victims attend a mass funeral each year.

Even 22 years later workers are still sifting through remains and trying to identify bodies, an attempt to restore some humanity to the more than 8,000 people killed at Srebrenica. According to The New York Times, 6,930 bodies have been identified from 17,000 body parts found in dozens of mass graves.

As Kathryne Bomberger, the director general of the International Commission for Missing Persons, wrote in an editorial in The Guardian: "Those who killed in Srebrenica in July 1995 believed they could get away with murder. They thought they could erase the identity of their victims permanently. They were wrong."
On May 26, 2011, Gen. Ratko Mladic was arrested and detained in Serbia as a suspect in the massacre at Srebrenica. This past March, another eight soldiers were arrested on suspicion of having participated in the killings.

Srebrenica is still a source of controversy. In 2015, Russia vetoed a United Nations Security Council resolution that would classify the Srebrenica massacre as a genocide. The Russian delegate cited war crimes on both sides of the war in what is now Bosnia and Herzegovina, stating that characterizing the killing as a genocide was "anti-Serb." But the International Court of Justice and many international observers have long since labeled the killings as genocidal.
The massacre is still an open wound for the UN and arguably for the entire international system it represents. In July 2014, a Dutch court found peacekeepers responsible for the deaths of 300 people at Srebrenica, resolving one of several lawsuits connected to the massacre. Recent research based on declassified CIA cables alleges that Britain and US knew for six weeks that Srebrenica was close to falling to Serbian forces but decided not to intervene out of concern that the crisis would get in the way of ongoing peace negotiations.

The slow Western response, and the failure of the UN to prevent one of the worst single atrocities anywhere since World War II despite the presence of its peacekeepers, raise serious questions about how outside actors should intervention in regional conflicts. Srebrenica exposed the US, NATO, and the UN's fatal disorganization and indecision and raised still troubling questions about what the world's responsibilities should be when thousands of lives are in imminent danger.
What does it take for world powers to step in and stop human-rights abusers before they can commit Srebrenica-like atrocities? When should international actors step in? If they do decide to intervene, which moral and political responsibilities do they assume? Is a country ever obligated to rescue people when it doesn't have a clear strategic or political interest in doing so, and should the moral imperative of protecting innocents ever override all other concerns?
Even 22 years after Srebrenica, there's still no clear answer.

Seventeen years ago, on March 24, 1999, NATO began bombing Yugoslavia without UN approval. From March 24 to June 10, 1999, more than 1,700 civilians were killed, including nearly 400 children, and about 10,000 people were seriously injured.

More than half a million people were left homeless. Eighty-two bridges, 422 educational institutions, 48 health facilities, and thousands of critical elements of life-supporting infrastructure were destroyed or damaged. Some 750,000 inhabitants of Yugoslavia became refugees, and 2.5 million were left without essential living conditions. The total material damage caused by NATO aggression amounted to over $100 billion.
Today, in Serbia and Montenegro, rallies are being held in memory of the victims. All of them are anti-NATO manifestations.
On behalf of the residents of Lugansk, we express our solidarity with Yugoslavia. The Balkan tragedy of 1999 should have been a lesson for the world, but to our great regret, it was not. NATO and the U.S. continue to foment civil war in Europe, shedding the blood of innocent civilians. Our Slavic peoples, who for a long time rebuffed Western expansion, became a "favorite" target of the aggressors. Now we know what Yugoslavia learned 17 years ago -- not from media reports, but from our own bitter experience.
The blood shed in the Balkans and in Donbass will forever remain on the hands of the politicians who believe other nations are bargaining chips in their geopolitical games. But we believe that one day the world will have enough of our examples and our pain -- the international military despotism of the U.S. and NATO will come to an end.

Nato leaders yesterday scrambled to justify the bombing of Serbia's state television station in an attack which killed a number of civilian workers and marked a further widening in the scope of targets now considered legitimate.
The attack on the building in the centre of Belgrade - which contradicted an apparent assurance by Nato this month that only transmitters would be hit - was condemned by international journalists' organisations, representing both employers and unions.
Reporters at the scene said they saw the almost decapitated body of one man dangling from the rubble, and the body of a make-up artist. Another man was trapped between two concrete blocks. Doctors amputated his legs at the site but he later died.
The state-run news agency Tanjug said about 150 people were inside the building at the time of the attack. The minister without portfolio, Goran Matic, said that in addition to 10 dead and 18 wounded, at least 20 people were feared buried in the rubble.
Officials said the missile also destroyed a satellite link with Eurovision used by foreign television crews to transmit material abroad, though the station was back on the air in Serbia within six hours.
The attack was the latest in a series of controversial targets, and followed the bombing of President Slobodan Milosevic's house on Thursday and an attack the previous day on the Serbian Socialist party's headquarters building, which also contained the offices of television stations run by members of his family or people close to his regime.
Tony Blair, in Washington for Nato's 50th anniversary summit, insisted that bombing television stations was 'entirely justified' since they were part of the 'apparatus of dictatorship and power of Milosevic'. He added: 'The responsibility for every single part of this action lies with the man who has engaged in this policy of ethnic cleansing and must be stopped.'

At a heated press briefing at the Ministry of Defence, Clare Short, the international development secretary, said: 'This is a war, this is a serious conflict, untold horrors are being done. The propaganda machine is prolonging the war and it's a legitimate target.'
Admiral Sir Ian Garnett, chief of joint operations at the ministry of defence, said Mr Milosevic's 'propaganda machine consists of transmitters but also the studios from which the information is transmitted. That makes it part of the overall military structure. Both elements have to be attacked.'
Nato's military spokesman, Air Commodore David Wilby, two weeks ago described RTS, the Serbian state broadcasting station, as a 'legitimate target which filled the airways with hate and with lies over the years'. However, Jamie Shea, the Nato council spokesman, denied that RTS was a target, distinguishing between transmitters 'integrated into [military] command and control commmunications' and normal broadcasting facilities.
On April 12, Mr Shea told Aidan White, the general secretary of the International Federation of Journalists, that Nato would 'target military targets only. Television and radio towers are only struck if they are integrated into military facilities, as they often are in Yugoslavia,' he said, but added: 'There is no policy to strike television and radio transmitters as such.'
In a statement yesterday, the IFJ condemned the attack, warning that it could lead to reprisals against independent journalists who have been campaigning against controls imposed by the Milosevic regime. 'We have been trying to trace journalists who have gone missing or been detained by the Serb authorities. Their plight is made ever more perilous by this latest strike,' it said.
John Foster, general secretary of the National Union of Journalists described the attack as 'barbarity'. He added: 'Killing journalists does not stop censorship, it only brings more repression.' Peter Almond, chairman of the Defence Correspondents' Association, expressed 'considerable disquiet', particularly in the light of Mr Shea's assurance to the IFJ.
In Geneva, the European Broadcasting Union, which groups the main stations in and around Europe, said the Belgrade television centre had been used to transmit news reports by international as well as local media. 'We do not see how the suppression of news sources can serve any useful purpose,' the EBU's president, Albert Scharf, said.
'Over and beyond the deaths involved, the EBU is concerned about any attempts to limit the rights of audiences to full news services.'
BELGRADE – April 23rd will mark 15 years since NATO’s early- morning air strike on the Radio and Television of Serbia (RTS) which killed 16 of its employees.
Marking the anniversary on Wednesday, member of the Belgrade interim council Andrija Mladenovic will lay wreaths at the memorial “Why?” and pay respect to the victims, the city assembly announced.
The NATO bombing of the Radio Television of Serbia headquarters occurred on 23 April 1999, during the “Kosovo War”. It formed part of NATO’s aerial campaign against the Federal Republic of Yugoslavia, and severely damaged the Belgrade headquarters of RTS.
Sixteen employees of RTS died when a single NATO missile hit the building.

NATO Headquarters justified the bombing with two arguments; firstly, that it was necessary “to disrupt and degrade the command, control and communications network” of the Yugoslav Armed Forces, and secondly, that the RTS headquarters was a dual-use object which “was making an important contribution to the propaganda war which orchestrated the campaign against the population of Kosovo”.
The BBC reported that the station was targeted because of its role in Belgrade’s propaganda campaign.
With the bombing of the Radio Television of Serbia headquarters NATO recognized that opponents’ journalists and media are considered a weapon during the war.
Human Rights Watch said in 2000 that there was no justification for the bombing of the television station.
NATO air strikes on Serbia, then a part of the Federal Republic of Yugoslavia, started on March 24, 1999. The 78-day bombing campaign caused the deaths of at least 2,500 people, injuring a further 12,500.
Holbrooke: Enormously important positive development

While giving a speech at the Overseas Press Club sixtieth anniversary dinner, held on Thursday evening 22 April 1999 EST at the Grand Hyatt Hotel in New York City, U.S. envoy to Yugoslavia Richard Holbrooke reacted to the NATO’s bombing of the RTS headquarters almost immediately after it took place: “Eason Jordan told me just before I came up here that while we’ve been dining tonight, the air strikes hit Serb TV and took out the Serb television, and at least for the time being they’re off the air. That is an enormously important event, if it is in fact as Eason reported it, and I believe everything CNN tells me. If, in fact, they’re off the air even temporarily, as all of you know, one of the three key pillars, along with the security forces and the secret police, have been at least temporarily removed. And it is an enormously important and, I think, positive development.”
ICTY: Attack was legally acceptable
A report conducted by the International Criminal Tribunal for the former Yugoslavia (ICTY) entitled “Final Report to the Prosecutor by the Committee Established to Review the NATO Bombing Campaign Against the Federal Republic of Yugoslavia” said: “Insofar as the attack actually was aimed at disrupting the communications network, it was legally acceptable … NATO’s targeting of the RTS building for propaganda purposes was an incidental (albeit complementary) aim of its primary goal of disabling the Serbian military command and control system and to destroy the nerve system and apparatus that keeps Milošević in power”
In regards to civilian casualties, it further stated that though they were, “unfortunately high, they do not appear to be clearly disproportionate.”
UNS: War crime investigation has not been conducted yet
The Journalists’ Association of Serbia (UNS) emphasized in a release that a thorough investigation into this war crime has not been conducted yet.
UNS urged the Serbian Ministry of Defense and the Military Security Agency to make available all the information that may be important for establishing responsibility for this heinous crime to the Commission for investigating murders of journalists.
Former RTS director Dragoljub Milanovic was sentenced to ten years in prison in Belgrade 2002 for disregarding the order of the then federal government to relocate the personnel and equipment from the RTS buildings. Having served the full sentence, Milanovic was released on September 1, 2012.
The government of Serbia established an international commission last year with an aim to examine the facts obtained in the investigations into the murders of journalists Dada Vujasinovic, Slavko Curuvija and Milan Pantic. The commission’s mandate was extended to include the case of RTS media professionals killed in the 1999 bombing.
The memorial park “Lest We Forget”, featuring a group of 16 hornbeam trees, one for each killed RTS employee, was opened a month ago in the Belgrade Kosutnjak Park.
Slobodan Milosevic was faced with an extremely serious and deadly situation in the 1990s. Indeed, that applied to all Serbs at that time in the Balkans, and still does to this very day. Mr Milosevic was up against the West, led by America and followed by the European Union. After realising that the Socialist Federal Republic of Yugoslavia could not be saved, Milosevic did everything he could to safeguard the newly created Federal Republic of Yugoslavia and protect Serbs living in Croatia, Bosnia and Kosovo and Metohija. And because of that, the West imposed crippling and merciless sanctions on the FR of Yugoslavia.
And to make matters even worse, there was no country in the world which was able to come to the aid of Mr Milosevic and the Serbs. We have to remember that the world at that time was very different to what it is today. In the 1990s, America reigned supreme in the world – it had no challengers. Russia was on its knees as a result of the collapse of the Soviet Union and of communism, while China was in a developmental stage.
However, despite that perilous situation, Mr Milosevic kept the West out of the FR of Yugoslavia – maintaining its independence and its national industries and resources – and he preserved the territorial unity of Serbia and Montenegro, as well as ensuring that Kosovo and Metohija remained an integral part of Serbia. Like all leaders, Mr Milosevic made serious mistakes. However, he was a true Yugoslav and Serb patriot who ensured that his country and people would not be slaves to the West or, indeed, to anyone else in the world.
When Milosevic was overthrown in an American and European-instigated campaign, in October 2000, the West’s colonisation of Serbia and Montenegro began. Today, Serbia and Montenegro have been separated from each other by the West, have had many of their national industries and resources privatised and then sold off to foreigners, have seen their once mighty militaries decimated on the orders of Washington and Brussels, and are in an appalling economic situation. In short, both Serbia and Montenegro are now colonies and slaves of the US and EU.
The Serbs have been utterly humiliated by the West. That is a deeply upsetting reality. Everything which has happened to Serbia and Montenegro since October 2000 was prophesied by Mr Milosevic – his words were visionary. In concluding, Mr Milosevic was a bulwark against American and European imperialism, Croatian fascism, Bosnian Muslim fundamentalism and Albanian organised crime. Today, the world is suffering terribly from each and every one of those abominable groups – Mr Milosevic’s warnings about them have been vindicated. Furthermore, Mr Milosevic fought for the independence and sovereignty of Serbia, and for Serbs to be free and to have self-respect and self-dignity. I salute President Milosevic.
Why have NATO officials and Western leaders not been prosecuted by the International Criminal Tribunal for the former Yugoslavia for war crimes in Yugoslavia?
The ICTY is neither a legitimate nor a proper court. It is financed by the US and EU and exists only to punish Serbs for having resisted the West in the 1990s, and to warn other people in the world of what can happen if America and NATO are resisted. In short, the ICTY is a tentacle of the US and NATO. The people who work for the ICTY are guided only by self-interest: money and publicity. It breaks my heart to see Serbs there. And it breaks my heart even more knowing that Serbs sent Serbs to the ICTY – and I am referring, of course, to Mr Milosevic, Radovan Karadzic and Ratko Mladic having been sent to that despicable place by treacherous Serbs. History will not be kind with those traitors.
Was the trial of Mr Milosevic “victor’s justice”?
The trial of Mr Milosevic was a farce. If the ICTY had had even the slightest bit of credibility, it would have allowed Mr Milosevic to cross-examine Bill Clinton and Tony Blair, who both have Serb blood up to their necks. If there was any justice in this world, Messrs Clinton and Blair would stand trial in a court in Belgrade for the murders of citizens of the FR of Yugoslavia, for the illegal bombing campaign of an independent and sovereign country (FR of Yugoslavia), and for supporting the KLA, a terrorist and organised crime group. There was, of course, no judgment in the trial of Mr Milosevic because he died during the proceedings; however, he was the indisputable moral victor of the sham trial. He destroyed the prosecution’s case against both him and the Serbs, demonstrating the case to have been deceitful, political and prejudiced. Mr Milosevic and the Serbs were the victors.
The death of Milosevic leaves unanswered questions
I do not think that we will ever know for certain if Milosevic did die from natural causes or not. Perhaps it is the case that he simply died from heart failure. But, it is true to say that the trial was not going well for the prosecution. Furthermore, the former Yugoslav president was in a prison and court run, effectively, by the US and NATO. Given that the Americans have no moral compunction in invading and/or bombing other countries, causing the deaths of thousands of people in doing so, it is well within their deprived mindset to have killed someone who was tearing their case to pieces.
How Milosevic will be remembered in Serbia
Today, Serbia is a weak, poor, small and landlocked country. And on top of that, it has lost its independence and sovereignty, together with its economy. There are now NATO supervisory offices in key Serbian institutions, ensuring that the puppet Serbian Government continues on the dangerous road to NATO and EU membership. So, for instance, NATO has a supervisory office in the Serbian Defence Ministry, the very building it bombed in 1999. Many Serbs today mourn for Mr Milosevic and realise that they took for granted what they had under him: jobs, salaries, pensions and national security. Of course, there were many problems in Serbia during Mr Milosevic’s tenure but these were largely because of the collapse of the SFRY, the West’s sanctions on the FR of Yugoslavia, and the West’s constant efforts to undermine him. Mr Milosevic’s legacy is very favourable and is becoming more so as each painful year for Serbia passes.
Why was Milosevic demonised by the west
Initially, Mr Milosevic was demonised by the West because he opposed the breakup of the SFRY. Then he was demonised because he aided Serbs fighting for their freedom and survival in Croatia, Bosnia and Kosovo and Metohija. Further to that, he was also demonised because he was running a socialist economy which ensured that Serbia’s national industries and resources remained nationalised and free from foreign control. Mr Milosevic stood in the way of the colonial agenda of the US and EU.
Regarding the SFRY, the Americans and the Germans ignited the wars in Slovenia, Croatia and Bosnia, which destroyed everything that the heroic Yugoslav people had toiled away for since 1945. The reasons for that callous interference were numerous, from seeking the destruction of the last communist country in Europe to preventing Russia from having future influence in the new Europe to eliminating Yugoslavia’s military industry, which, by 1991, had accounted for seven percent of the global market.
Zoran Djindjic and his “democratic revolution”
Zoran Djindjic will go down in Serbian history as one of the worst of traitors, similar to Milan Nedic. He – and others – instigated the overthrow of Mr Milosevic and gave Serbia to the US, EU and NATO. He was working for the very people who bombed and massacred Serbs in 1999. How he could have worked with the Americans, the Europeans and NATO against his own country and his own people is, simply, incomprehensible to me.
The Serbs, throughout their history, have only ever wanted peace and freedom. Yet Mr Djindjic helped to turn the great Serbian people into slaves of the West.I only wish he had been tried in a Serbian court for treason. I will never forgive him for what he did to the FR of Yugoslavia and to the Serbian people. The suffering of people in both Serbia and Montenegro today is, in large part, down to him, though, of course, there were many other traitors, too. But, that is history now. Serbs need to reflect on their status today as slaves and rise up to overthrow Western colonial rule and the West’s current puppet in Belgrade, Alexander Vucic.
My affinity for the Serbs (and Yugoslavia) dates back to my childhood, when Serbs (and, indeed, all of the other groups in the SFRY) had freedom, security, stability and peace in their lives, under Josip Broz Tito (how Serbia needs a Tito-like leader today!). I am confident that the Serbs will, one day, rise and regain their freedom. After all, they defied and eventually beat the Ottomans, the Austro-Hungarians and the Nazis. And they will, hopefully soon, expel the US, the EU and NATO from their country. Serbs stand for peace and freedom. Justice is on their side, as it has been throughout their history.

This historical assessment of the events leading up to the conflict that erupted in the former Yugoslavia in the 1990s is borne out by a detailed scrutiny of the background and development of the conflict. It is no longer possible to honestly argue that the West’s role in the conflict, under the overall direction of the United States, was in any meaningful way conducive to peace. Many experts who have analysed the background to the conflict have confirmed the West’s complicity in effectively engineering a war by playing all sides against each other. U.S. analyst Sara Flounders, national Co-Director of the New York-based antiwar group the International Action Center (IAC) é founded and headed by former U.S. Attorney-General Ramsey Clark under the Presidencies of Kennedy and Johnson é observes that: “U.S. conduct has involved many maneuvers that have prolonged the war”.[2] The late Balkans specialist Sean Gervasi, Professor of Economics at the University of Paris and consultant to the United Nations for 25 years elaborated that the Western powers under U.S. leadership “carefully planned, prepared and assisted the secessions which broke Yugoslavia aparté
“Germany and the U.S. were the principal agents in dismantling Yugoslavia and sowing chaos there.”[3]
The steady dismantlement of Yugoslavia through the playing of all sides against each other was undertaken in accordance with longstanding Western interests in the Balkans region. As noted by former U.S. Attorney-General Ramsey Clark at a 1996 Prague Conference on NATO:
The exact manner in which this occurred and the dubious intentions behind it have been discussed by a firsthand observer of the policy, James Bisset. As former Canadian Ambassador to Yugoslavia during the crisis, Bisset had direct experience of the crisis and has been extensively involved in Balkans affairs, making him a leading authority on the subject. The former Ambassador testifies that U.S.-led Western policy systematically resulted in the aggravation of conflict in the former Yugoslavia, thus directly contributing to the eruption of war.
“During my period in Yugoslavia as the Canadian Ambassador I witnessed how time and time again it was interference from the Western powers that did little to bring a non-violent and diplomatic solution to the problems of Yugoslavia. On the contrary, Western involvement complicated an already complex problem and ensured that a peaceful settlement among the several parties became impossible. American and Western European policy driven by selfish domestic issues contributed directly to the bloodshed and violence that tore the Yugoslav Federation apart. As Yugoslavia began to experience the first signs of disintegration the United States policy of indifference and later ambiguity encouraged the extremists on all sides and undermined the authority of the central government.”

The Vance/Owen and later the Owen/Stoltenberg peace plans were both subverted by the Americans so that the fighting was prolongedé It appeared that the United States was determined to pursue a policy that prevented a resolution of the conflict by other than violent means.”
“Washington started out in 1991 by supporting the unity of Yugoslavia and opposing the secessionist republics. By early 1992, the United States was supporting the secessionist republic of Bosnia. In early 1993, the Clinton Administration began by supporting the Vance-Owen plan for the cantonization of Bosnia, but then changed its mind and brought about the collapse of the plan. Later in 1993, Washington accepted the Owen-Stoltenberg plan for the three-way partition of Bosnia, a virtual duplicate of the three-way partition plan the Bush Administration had urged Sarajevo to reject in 1992, then rejected it, then accepted it, then rejected it again. Also in 1993, the United States adopted its ‘lift and strike’ policy (i.e., lifting the arms embargo on the Bosnian government and launching airstrikes against the Serbs), then abandoned this and began to characterize the Bosnian war as a civil rather than an international conflict, then returned to lift and strike. In 1994, Washington continued to blow hot and cold about lift and strike, changing its mind from one month and even one week to the next, blowing with the winds of Realpolitik.” _________________ --

Seventeen years ago today, on March 24, 1999, NATO began a 78-day deadly and devastating U.S.-backed intervention of Yugoslavia. It was the first time in history that the North Atlantic Treaty Organization decided they would attack a country without the approval of the U.N. Security Council.
The day U.S. and their NATO allies turned night into day by bombing Yugoslavia.
Nineteen countries took part in the aggression led by the United States that was supposed to stop the repressive activities of the Slobodan Milosevic government and to establish a framework for its Southern province, Kosovo, under international law. Milosevic was president of Serbia from 1989 to 1997, and of Yugoslavia from 1997 to 2000.
The attack was carried out under the former U.S. President Bill Clinton's administration and the rationale that it would prevent a “humanitarian disaster in Kosovo," a “genocide of Kosovar Albanians“ caused by Milosevic and “comparable to Nazi atrocities in the Second World War."
It was not the first, nor the last time, in subsequent years in different parts of the globe that U.S.-backed interventions would be initiated under the premise of a “preventive war."

In the case of Yugoslavia, various parties later agreed that the alleged “genocide” never happened and that instead it was just another excuse to dismantle the socialists as well as federal dimensions of a unitary Yugoslav state and to break the country into ever-smaller pieces by bombing its people into submission.

NATO War Crimes in Afghanistan: A Never Ending Story
This way, NATO's bombing caused a much larger catastrophe than it averted.
The illegal bombing destroyed and damaged 25,000 homes, 300 miles of roads and close to 400 miles of railways. Many public buildings were damaged, including 14 airports, 19 hospitals, 18 kindergartens, 69 schools, 176 cultural monuments and 44 bridges.
The attacks killed at least 5,000 people (some sources claim it was closer to 18,000), injured 12,500, and left the area contaminated with depleted uranium, a chemical element internationally banned which to date is still causing childhood cancer rates to spike all over the Balkans.
The bombing of Yugoslavia was made possible by a number of public lies which were spread in an attempt to justify intervention into an internal conflict, which was eventually exploited by foreign powers to advance policy goals.
Myth 1: US-NATO Attacked After Milosevic Refused Talks
In 1999, Kosovo was a region of Yugoslavia where ethnic Albanians were the majority. And because Kosovo was part of Yugoslavia, the U.S.-backed NATO campaign violated international law.
While the U.S. government claimed that negotiations on Kosovo with Milosevic had failed and that the ongoing discrimination against Kosovo Albanians represented genocide, later statements by then Secretary of State Madeleine Albright proved that there were no negotiations.
The U.S. gave Milosevic an ultimatum, telling him, firstly, to grant autonomy to Kosovo. Secondly, to allow NATO to station 30,000 ground troops in Yugoslavia and, lastly, to allow a NATO-conducted referendum for Kosovo’s independence from Yugoslavia.
Milosevic made it clear that he would not allow a foreign-occupying army in Yugoslavia because it would be a gross violation of the country's sovereignty and their independence.
NATO began bombing the country without further negotiation attempts.
Myth 2: Milosevic, a Danger that Needed to Be Stopped
It was well understood by NATO leadership that the bombing was not a response to the huge crimes in Kosovo, but rather their cause.
At the time bombing started, there were two potential diplomatic options for discussion, which included two proposals. One by NATO and another by the Federal Republic of Yugoslavia.
As Noam Chomsky once explained, “After 78 days of bombing, a compromise was reached between them, suggesting that a peaceful settlement might have been possible, avoiding the terrible crimes that were the anticipated reaction to the NATO bombing.“
The Bill Clinton administration was also wildly inconsistent in its practice of humanitarian interventions. The U.S. launched two military campaigns against Serbia while ignoring more widespread slaughter in Rwanda or justifying the Russian assault on Chechnya during the same period of time.
Myth 3: US-NATO Wanted to Protect Human Rights
A United Nations court has ruled that Serbian troops did not carry out genocide against ethnic Albanians during Slobodan Milosevic's campaign of aggression in Kosovo from 1998 to 1999.
John Norris, who was Deputy Secretary of State Strobe Talbott's communications director during the Clinton Administration wrote a book in which he explains the real purpose of the war from his point of view. Norris explains that the bombing had nothing to do with concern for Kosovar Albanians.
The U.S. decided to bomb because Serbia, the last corner of Europe which had not subordinated itself to the U.S.-run neoliberal programs, and which was not carrying out the required social and economic reforms.
Myth 4: KLA, a Genuine Liberation Army
The Kosovo Liberation Army was an ethnic-Albanian "paramilitary organization" that sought the separation of Kosovo from Yugoslavia.
Before the bombing there had been killings on both sides which were distributed between the KLA attacking from Albania and the Yugoslavian security forces.
In 1998, the KLA was considered a terrorist organization by the U.S., but one year later the CIA financed them, while Albright offered them training in the U.S. "in order to get the Albanians' ... acceptance (of the peace plan),” and in hope to transform the KLA “from a guerrilla group into a police force or a political entity, much like the African National Congress did in South Africa."

Twenty years ago, on 23 April 1999, a NATO missile attack on Radio Television of Serbia (RTS) headquarters killed 16 employees of the state broadcaster.
The forgotten war crime occurred during the Kosovo War (March 1999-June 1999), and was part of NATO’s aerial campaign alongside the US-backed Kosovo Liberation Army (KLA) a paramilitary entity with links to Al Qaeda and organized crime , in opposition to the Federal Republic of Yugoslavia.
In the aftermath of the attack there were no great public campaigns launched for the 16 murdered journalists and employees, no outpouring of emotion for those killed, no calls for solidarity and togetherness in the face of aggression. On the contrary the West justified this grievous blow against freedom of expression, praised it even.
Tony Blair, Britain’s then Prime Minister, welcomed the killings when speaking at NATO’s 50th anniversary summit in Washington. Blair said the missile attack was “entirely justified… in damaging and attacking all these targets”, and that those murdered were part of the “apparatus of dictatorship and power of [Slobodan] Milosevic”.
Blair felt that, “the responsibility for every single part of this action lies with the man [Milosevic] who has engaged in this policy of ethnic cleansing and must be stopped”. Apparently Milosevic “must be stopped” by wiping out state journalists or what Blair describes as an “apparatus of dictatorship”.
According to one of the main leaders of the Western world, Milosevic must bear full responsibility for a NATO fighter plane firing a US-made missile on a state broadcasting service’s headquarters. Perhaps we shouldn’t be too surprised by Blair’s visions of justice, particularly when examining his key role in the deaths of hundreds of thousands of Iraqis in the following decade.
Blair was not alone in praising this violation of international law. His Secretary of State for International development, Clare Short, said afterwards that,
“the propaganda machine is prolonging the war and it’s a legitimate target”.
Short is a Labour Party member and her official title today is The Right Honourable Clare Short. Defending these killings was neither right nor honourable one can assume.
NATO themselves commended the deliberate attack afterwards. NATO’s military spokesperson Air Commodore David Wilby declared RTS,
“a legitimate target which filled the airways with hate and with lies over the years”.
This followed on from a number of other NATO attacks on radio and television outlets in the country.
In the build up to the 2003 Iraq invasion, Cardiff University revealed that the BBC adopted the most pro-war stance of any British network.
The official reasons for invading Iraq were based entirely on lies and misinformation. In this case was the BBC “the propaganda machine”, had it become “a legitimate target” too?
Pentagon spokesperson Kenneth Bacon also legitimised the war crime saying that,
“Serb TV is as much a part of Milosevic’s murder machine as his military is”.
Not to be outdone, the respected US diplomat and magazine editor Richard Holbrooke described the bombing of RTS as,
“an enormously important and, I think, positive development”.
In the build up to the Iraq invasion American networks like Fox News were styling the illegal intervention as “Operation Iraqi Freedom”, with its correspondents and news anchors compelled to repeat that phrase. In addition a permanent American flag was fluttering in the top corner of the screen, and during the invasion itself the banner “war on terrorism” was unfurled.
Did this make Fox News and others like it, “a legitimate target which filled the airways with hate and lies”? Judging by the standards of Western elites, one would have to suggest so.
Meanwhile, a single person was charged for the attack on RTS: Dragoljub Milanovic, the Serbian network’s general manager, who received a 10-year jail term for failing to evacuate the building in time. Yet the International Criminal Tribunal for the former Yugoslavia concluded that NATO’s bombing of RTS was not a crime, noting that deaths were “unfortunately high, they do not appear to be clearly disproportionate”. Clearly disproportionate to the overall number of civilian deaths inflicted by NATO perhaps.
However, in January 2015 the Western reaction was somewhat different when 12 journalists from the Charlie Hebdo satirical newspaper were murdered by Islamic extremists – along with four Jewish men killed at a kosher supermarket shortly afterwards.
The British Prime Minister on this occasion, David Cameron, did not justify the killing of journalists and said,
“We stand absolutely united with the French people against terrorism and against this threat to our values – free speech, the rule of law, democracy”. Cameron went on, “we should never give up the values we believe in… a free press, in freedom of expression, in the right of people to write and say what they believe”.
About two weeks later Blair, now a Middle East peace envoy, said of the thinking behind the Charlie Hebdo attacks, “this extremism is not natural, it’s taught and it’s learned and you have to un-teach it in the school systems”. Blair seems further unaware of his own role in creating “this extremism” by playing the junior partner role in invading Iraq, a crucial factor in the rise of ISIS.
In the aftermath of the Charlie Hebdo attacks, millions marched to honour the dead with the slogan “I am Charlie” becoming famous. When the Serbian journalists and employees were killed just over 15 years earlier, there was no international motto of “I am RTS”.
New York civil rights lawyer Floyd Abrams described the Charlie Hebdo shootings as, “the most threatening assault on journalism in living memory”. The perception of “living memory” appears to be a remarkably short one.

1. The “new strategic concept” of NATO was put into practice in the Balkans, where the crisis of the Yugoslav Federation, due to the contrasts between the power groups and the centrifugal thrusts of the republics, had reached the breaking point.
2. In November 1990, the Congress of the United States approved the direct funding of all the new “democratic” formations of Yugoslavia, thus encouraging secessionist tendencies. In December, the parliament of the Croatian Republic, controlled by the party of Franjo Tudjman, issued a new constitution according to which Croatia is only “home of the Croats” and is sovereign over its territory. Six months later, in June 1991, in addition to Croatia, Slovenia also proclaimed its independence. Immediately afterwards, clashes between the federal army and the separatists broke out. In October, in Croatia, the Tudjman government expeled over 25,000 Serbs while its militias occupied Vukovar. The federal army responded by taking the city back. The civil war began to spread, but it could still be stopped.
3. The path that was taken was instead diametrically opposite. Germany, committed to extending its economic and political influence in the Balkan region, in December 1991, unilaterally recognized Croatia and Slovenia as independent states. As a consequence, the day after, the Serbs of Croatia proclaimed self-determination, thereby forming the Serbian Republic of Krajna. In January 1992, first the Vatican and then the Europe of the Twelve recognized Slovenia as well as Croatia. At this point, Bosnia and Herzegovina were also set on fire, which, in a small way, represented the entire range of ethnic and religious nodes of the Yugoslavian Federation.
4. The UN blue helmets, sent to Bosnia as a force of interposition between the warring factions, was deliberately deployed in insufficient numbers and without adequate means nor precise directives, ending up becoming hostages in the middle of the fighting. Everything contributed to demonstrating the “failure of the UN” and the need for NATO to take matters into its own hands. In July 1992, NATO launched the first “crisis response” operation and imposed an embargo on Yugoslavia.
5. In February 1994, NATO aircraft shot down a Serbian-Bosnian aircraft flying over Bosnia. It was the first war action since the foundation of the Alliance. With it, NATO violated Article 5 of his own constituent charter, since the war action was not motivated by the attack on an Alliance member and was carried out outside its geographical area.
6. When the fire in Bosnia was extinguished (where the fire remained under the ashes of the division in ethnic states), NATO threw petrol on the Kosovo outbreak, where a claim of independence by the Albanian majority had been underway for years. Through underground channels largely managed by the CIA, a river of arms and funding, between the end of 1998 and the beginning of 1999, went to feed the KLA (Kosovo Liberation Army), an armed wing of the Kosovo separatist movement. Albanian. CIA agents later reported that they entered Kosovo in 1998 and 1999 as OSCE observers in charge of verifying the ceasefire, providing US military training manuals and satellite phones to the UCK so that the commanders of the guerrillas could stay in touch with NATO and Washington. The KLA could thus launch an offensive against Serbian federal troops and civilians, with hundreds of attacks and abductions.

7. While the clashes between the Yugoslav and KLA forces were provoking victims on both sides, a powerful political-media campaign prepared international public opinion for the intervention of NATO, presented as the only way to stop the “ethnic cleansing” of Serbians in Kosovo. A priority target was the president of Yugoslavia, Slobodan Milosevic, accused of “ethnic cleansing”.
8. The war, called “Operation Allied Force”, began March 24, 1999. The role of Italy was decisive. The D’Alema government put the Italian territory, particularly the airports, at the disposal of the United States armed forces and other countries to implement what the prime minister called “the right of humanitarian interference”. For 78 days, taking off mainly from the Italian bases, 1,100 planes made 38,000 sorties, releasing 23,000 bombs and missiles. 75 percent of the aircraft and 90 percent of the bombs and missiles were supplied by the United States. The US was also the communication, command, control and intelligence network through which operations were conducted. “Of the 2,000 targets hit by NATO aircraft in Serbia – later documented by the Pentagon – 1,999 were chosen by US intelligence and only one by Europeans.”
9. Systematically, the bombings dismantled the structures and infrastructure of Serbia, causing victims especially among civilians. The resulting damage to health and the environment was unquantifiable. Thousands of tons of highly toxic chemicals (including dioxins and mercury) came out of the Pancevo refinery alone. Other damage was caused by the massive use of depleted uranium projectiles by NATO in Serbia and Kosovo. These projectiles had already been used in the first Gulf War.
10. 54 Italian aircraft also took part in the bombings, attacking the objectives indicated by the US command. “By number of aircraft, we were second only to the USA. Italy is a great country, and we should not be surprised at the commitment shown in this war,” stated the president of the D’Alema council during a visit on 10 June 1999 at the base of Amendola, stressing that, for the pilots who participated in it, it was “a great human and professional experience”.
11. On June 10, 1999, Yugoslavian troops began to withdraw from Kosovo, and NATO put an end to the bombings. UN Security Council Resolution 1244 provided that the international presence must have “substantial NATO participation”. “Today, NATO faces its new mission: to govern”, commented The Washington Post.
12. After the war, more than 60 FBI agents were sent to Kosovo from the United States, but no traces of such excuses were found to justify the accusation made of the Serbs of “ethnic cleansing”. Slobodan Milosevic, of the former Yugoslavia, was sentenced to 40 years imprisonment by the International Criminal Court in The Hague. He died after five years in prison. The same court exonerated him in 2016 from the accusation of “ethnic cleansing”.
13. Kosovo, where the US installed a large military base (Camp Bondsteel), became a sort of NATO protectorate. At the same time, under the cover of the “Peace Force”, the former UCK in power terrorized and expelled over 250,000 Serbs, Roma, Jews and Albanians and branded them as collaborators. In 2008, with the self-proclamation of Kosovo as an independent state, the demolition of the Yugoslavian Federation was completed.
14. While the war against Yugoslavia was in progress, the summit that formalized the transformation of NATO was convened in Washington on April 23-25, 1999, by an alliance which, pursuant to Article 5 of the Treaty of 4 April 1949, commited member countries to assist the armed forces of a member country which is attacked in the North-Atlantic area. It was transformed into an alliance which, on the basis of the “new strategic concept” also commited member countries to “conduct crisis response operations not provided for by Article 5 outside the territory of the Alliance”. In other words, NATO was preparing to project its military force beyond its borders not only in Europe but also in other regions of the world.
15. What did not change in the mutation of NATO was the hierarchy within it. The President of the United States has always been able to appoint the Supreme Allied Commander in Europe, who is still a US general, while the Allies can merely ratifying the President’s choice. The same is true for the other key commands.
16. The document that commited member countries to operate outside the Alliance, signed by European leaders on April 24, 1999 in Washington, reaffirmed that NATO “fully supports the development of the European defense identity within the Alliance”. The concept is clear: Western Europe can have its own “defense identity”, but it must remain within the Alliance, i.e. under US command.
17. The subordination of the European Union to NATO was thus confirmed and consolidated. Subordination established by the Treaty of Maastricht of 1992, which recognized the right of the EU States to be part of NATO, was defined as the foundation of the defense of the European Union.
18. By participating in the war against Yugoslavia, a country that had not taken any aggressive action against either Italy or against other NATO members, Italy confirmed that it had adopted a new military policy and, at the same time, a new foreign policy. Since this involved using military force as a tool, it violated the constitutional principle, affirmed by Article 11, that “Italy repudiates war as an instrument of offense against the freedom of other peoples and as a means of resolving international disputes”.
