The center for constitutional rights in the US have sent us this letter of appeal:

Prevent Abdul Ra'ouf Al Qassim from being sent to Libya


Dear Supporter,

We need your help today to stop the U.S. government from transferring CCR's client to Libya where he will likely be tortured.

Abdul Ra'ouf Al Qassim has been imprisoned by the U.S. government in Guantanamo for more than five years. He is now in imminent danger of being transferred to Libya, a country which the United States has acknowledged tortures its prisoners and which the United States identified as a state sponsor of terrorism as recently as 2006.

Take action now to stop his transfer to Libya.

We cannot allow the U.S. government to facilitate the torture of another innocent man. Please take a minute to send a letter to U.S. Secretary of State Condoleezza Rice to urge her not to forcibly return Abdul Ra'ouf Al Qassim to Libya, where he would be at grave risk of indefinite detention, torture, and even death. Ask her to arrange for his safe transfer to his family in Afghanistan.

Send her a letter here, or contact her at the State Department at 202-647-4000.

Abdul's wife and daughter have not seen him in years. Demand that he be returned to his home and family in Afghanistan.

Adbul Ra'ouf left Libya to avoid serving in the Libyan Army and moved to Afghanistan with his Afghan wife, with whom he has a young daughter. Soon after the U.S. invasion of Afghanistan in 2001, he was turned over by bounty hunters to military authorities and sent to Guantanamo.

The U.S. government falsely alleges that he is associated with the Libyan Islamic Fighting Group (LIFG), a group opposed to the Qadhafi regime. Yet that allegation means that he almost certainly will be tortured if sent to Libya.

Abdul Ra'ouf's family has been anxiously waiting for his return for more than five years. The U.S. government must immediately and unequivocally commit to not sending Abdul Ra'ouf to Libya.

Please urge the United States to transfer Abdul Rao'uf safely to his family in Afghanistan and not to Libya.

Noel,
I believed that Libya was considered to be somewhat friendly towards the US these days, and vice-versa, or have things changed?
