In October the influential think tank, the Policy Exchange, produced a report which hit the headlines. They investigated 100 mosques around Britain and claimed that 25 of them were disseminating extremist literature.

Newsnight had been working on a detailed film based on this report but, as we were checking the evidence which underpinned the findings, we began to find some discrepancies which gave us cause for concern.

All was revealed on the programme.

Thanks Ian.

Watch last night's Newsnight programme.

http://news.bbc.co.uk/player/nol/newsid_4670000/newsid_4679900/4679986 .stm?bw=bb&mp=wm&681,height=487&0,location=0,status&news=1&0,resizable =0,width&0,menubar=0,scrollbars&bbcws=1

Policy Exchange published their report titled: The Hijacking of British Islam claiming that "it was the most comprehensive academic survey of it's kind".

You can download the report here (3Mb PDF)

It was front page news. Everywhere. Newsnight report that David Cameron was going to take up the issue with the Saudi Arabia's King Abdullah during his recent state visit.

Policy Exchange "researchers" apparently visited 100 Mosques and found evidence of extremist literature being sold in 26 of them.

They purchased books at these locations and produced receipts to support their claims.

Newsnight began investigating their claims and discovered that some of the receipts were nothing to do with the Mosques as claimed.

Policy Exchange claimed that some of the books had been bought from booksellers operating within the Mosques.

The Newsnight team had the receipts examined by a Forensic Document expert who revealed that some had been produced by inkjet printers and that two receipts had probably been written by the same person, for two different Mosques, 40 miles apart.

The document analyst used the ESDA test to reveal the impressions made on one receipt from the indentations made by writing a second receipt placed on top of it.

Also, the names and addresses on some receipts were incorrect.

When these receipts were compared to official receipts from the Mosque's in question, they bore no resemblance.

Newsnight concluded that this evidence led to suspicion of forgery on the part of Policy Exchange researchers, all 40 of whom were unavailable as they were on a religious retreat in Mauritania.

Whilst some of the Mosques admitted to having books that would be considered extremist, some of the "evidence" presented by Policy Exchange appears to be very suspect.

Dean Godson pointed out that the author of one of the books in question was ‘Abdul ‘Aziz bin ‘Abdullah bin Baz, stating that he was the founder of the Mosque and that it's leading scholar was Dr Suhaid Hasan, a pupil of bin Baz.

Policy Exchange also sent Newsnight a long legal letter threatening legal action should the film be broadcast.

Dismissing Newsnight's claims, Paxo allowed Godson the last word:

Dean Godson wrote:
It remains authentic. It remains 100% authentic Jeremy.

The big problem is with Newsnight, with Peter Barron's appalling stewardship of this programme.

Watch the video to see Dean Godson, Research Director at Policy Exchange squirm like a squirmy wormy thing.

Whilst such literature no doubt exists within the Islamic community and given that some Mosques admit to having these books on their shelves, one has to question the need to apparently forge documents that are then used as supporting evidence of those claims.

Thanks, Mark.

What amazed me about the forgeries was how incompetent they were. Would this implicate MI5 or MI6?

I understand how you feel Tony but credit where credit is due.

This was really good reporting and Paxman gave no quarter to the dissembling git of a think-tank director who tried to tough the situation out.

It just shows what the BBC could do and what, presumably, their journalists would like to do given half a chance.

Yes, it was almost unbelievable watching Dean Godson dig a deeper and deeper hole for himself as the interview progressed.

There were over half a dozen times when Godson was caught out telling little fibs. He looked quite jittery too....while Paxman looked fairly relaxed and confident, as usual.

It should still go to court for the damage it has already done to the Muslim community.

I also don't buy the whole argument that books with this content circulating is as big a problem as people would like to think. When we start to censor free speach and content of books, it is the beginning of the end. We have the BNP shop selling content we strongly do not agree with, lots of Muslim people did not like what Salman Rushdie had to say in the Satanic Verses and inherently we have extremist views of all persuasions in books.

To ban this content simply drives it underground, but to use it for the purposes of stirring racial and sectarian hatred as Dean Godsons' Policy exchange clearly tried to do is 'CRIMINAL'.

There is a fine line between 'free speach' and 'intent to incite hatred', but more often than not it is the over-reaction to the initial free speach that is the catalyst for the instigation of hatred.

Only caught the last couple of minutes last night, and as already said Paxman was quite good, against the manic Godson.
If these guys are supposed to be masters of deception, Godson
clearly needs a refresher course.

The response from Policy Exchange:

Quote:
POLICY EXCHANGE AND BBC NEWSNIGHT

Policy Exchange stands by its report The Hijacking of British Islam and the Muslim researchers who took considerable risks to enable its compilation. The report is the most comprehensive and authoritative study to date into the availability of extremist literature within UK Islamic institutions.

During the course of a year-long investigation, our researchers were able to obtain extremist material, some of it anti-Semitic, misogynistic, separatist and homophobic, from a quarter of the representative sample of mosques and places of Islamic instruction. Three-quarters of the nearly 100 institutions were conversely found to be nothing other than perfectly reputable centres of Muslim worship and learning.

The Newsnight package broadcast on Wednesday 12th December 2007 arose from an extraordinary set of circumstances. In mid-October, Policy Exchange and Newsnight negotiated an exclusive deal on the release of the report, prior to its being made available to other media organisations.

At all times, Policy Exchange acted in good faith, even volunteering to Newsnight receipts obtained in the course of the investigation to corroborate the fact that the various extremist books were indeed procured from the particular institutions identified in the report. The receipts are not, however, mentioned in the report and the report’s findings do not rely upon their existence. The report relies instead on the testimony of our Muslim research team. Contrary to the programme’s claims, when Newsnight raised concerns about some of the receipts, Policy Exchange facilitated discussions between Newsnight and two of our researchers.

Several mosques and places of Islamic instruction were mentioned in Newsnight’s film. None of these institutions has been able to demonstrate convincingly that extremist literature could not have been procured on their premises. Indeed, several of them openly propagate extremist literature and are intimately linked to extremist ideologues.

In such circumstances, it is strange that the national BBC network made an editorial decision to ignore our report in October. Rather than taking up the critically important issues for community cohesion raised, Newsnight has chosen to broadcast a package about receipts. We can only speculate as to the programme makers’ agenda.

The executive of Policy Exchange will meet on Thursday 13th to discuss legal action against the BBC

Newsnight Editor Peter Barron responds

Quote:
1. In all five cases the mosques involved said the receipts did not belong to them.

2. The expert analysis showed that all five had been printed on an inkjet printer - suggesting they were created on a PC.

3. The analysis found "strong evidence" that two of the receipts were written by the same person.

4. The analysis found that one of the receipts had been written out while resting on another receipt said to be from a mosque 40 miles away.

Mr Godson says he stands by his report 100%. I also stand by our report 100%. I don't think we can both be right.

Nice to have the BBC expose what we've always known for a change. Despite their apparent failure to investigate other conspiracies, they should be applauded on this one.

Will this evidence become front page news? If not, why not.

You may have seen Dean Godson of the PE on Newsnight last night defending the indefensible. Godson is, as you will know, a neocon advocate of extreme measures against dissent and has form - not least in family connections.

The Godson approach to political warfare

Part I. Covert action in Britain from the Cold War to the War on Terror

By Tom Griffin, 4 September 2007

Is Gordon Brown really “leading the way in counter-terrorist thinking”? That is what the Guardian claimed last month, when it revealed that Prime Minister was looking to the Cold War as a precedent for the ideological struggle with Islamic terrorism.

“In this he has recently been inspired by a 1999 book on the CIA and the cultural cold war, Who Paid the Piper? by the British journalist Frances Stonor Saunders,” Matthew D’Ancona reported. “He was particularly intrigued by the CIA's management of the Boston Symphony Orchestra as ‘the juggernaut of American culture’. Brown cites the success of the anti-communist Congress for Cultural Freedom in harnessing the intellectual firepower of a generation of authors and artists, and funding journals such as Encounter, Transition and Partisan Review.”

It is not obvious from D’Ancona’s laudatory prose, but Brown’s big idea is far from original. If anyone deserves credit for ‘leading the way’ it is surely journalist Dean Godson.

“During the Cold War, organisations such as the Information Research Department of the Foreign Office would assert the superiority of the West over its totalitarian rivals. And magazines such as Encounter did hand-to-hand combat with Soviet fellow travellers,” Godson wrote in The Times last year. “For any kind of truly moderate Islam to flourish, we need first to recapture our own self-confidence. At the moment, the extremists largely have the field to themselves.”

In fact there is reason to believe that Cold War methods of psychological warfare are already shaping the debate about Islam and the war on terror in Britain.

Dean Godson himself may be one the most successful practitioners. Certainly, he comes from a family with long experience of what the CIA calls ‘covert action’.

Image
Joseph Godson, US fixer
During the 1950s, Dean’s father, Joseph Godson was the US Labour attaché in London, a role in which he exercised a discreet but powerful influence over British domestic politics, becoming a close ally of Hugh Gaitskell, the leader of the Labour right. Godson was present at a series of secret meetings where Gaitskell plotted the expulsion of his left-wing rival Aneurin Bevan shortly before he assumed the Labour leadership in 1955.

During this period, many Gaitskellite intellectuals wrote for Encounter, an Anglo-American magazine co-founded by Irving Kristol. Not until 1967 would it be revealed that Encounter and its parent organization, the Congress for Cultural Freedom, were funded by the CIA as part of the programme of covert action that has become known as the cultural cold war.

Image
Godson at Burtons Biscuits, Edinburgh
Joseph Godson’s role in this effort continued into the 1970s when he founded the Labour Committee for Transatlantic Understanding, and became European co-coordinator for the Center for Strategic and International Studies at Georgetown University. Both groups were closely linked to the pro-NATO circles in the Labour Party that would spawn the SDP in the 1980s and New Labour in the 1990s.

Much of Godson’s work would be continued by his elder son Roy, a Georgetown Professor who served on the National Security Council and the President’s Foreign Intelligence Advisory Board from 1982 to 1988.

Roy Godson’s role in covert operations emerged most clearly in the aftermath of the Iran/Contra affair, when an independent counsel’s report found that he had helped Oliver North channel thousands of dollars to the Contras through the Heritage Foundation.

Since 1993, Roy Godson has been President of the National Strategy Information Center , a think-tank that has had a significant influence on the Bush administration.

In 1996, the NSIC published a report on the Future of US Intelligence, which called for an increased emphasis on covert action and strategic deception at the expense of scientific intelligence analysis. One of the report’s co-authors, Abram Shulsky, went on to head up the Pentagon’s Office of Special Plans, which provided Donald Rumsfeld with intelligence suggesting that Saddam Hussein had weapons of mass destruction and links to Al Qaeda.

Image
Dirty Tricks or Trump Cards
A similar focus on deception is evident in Roy Godson’s own writings. In his 1995 book Dirty Tricks or Trump Cards, Godson provides a detailed account of the methodology of covert action, which he describes as ‘the attempt by a government or group to influence events in another state or territory without revealing its own involvement.’

Godson attributes an important role to deep-cover officers who “can be journalists, politicians, student leaders, retired military officers, trade union leaders, businessmen, academics, or public relations specialists. Their colleagues do not generally believe they are collaborating with foreign intelligence services.”

Godson describes a number of missions that such officers can perform: the recruitment of agents of influence, the provision of covert funding and support to friendly non-governmental organizations, and the spreading of propaganda, including disinformation.

“The sponsor may judge that anonymous propaganda is more effective, or that at worst it can be disowned,” he writes. “Covert propaganda can be black (well hidden) or gray (disseminated with a thin veil of cover.) The propaganda itself may be truthful or intentionally false.”

It is tempting to interpret the activities of Roy Godson’s younger brother in the light of this methodology.

Like Roy, Dean Godson served in the Reagan administration, as Special Assistant to the Secretary of the Navy, John Lehman.

He is better known in Britain as the former chief leader writer of the Daily Telegraph, and as a research director for the Conservative think-tank Policy Exchange. In the latter capacity, he has been at the forefront of the debate about the British Government’s engagement with the Muslim community.

He has been particularly critical of Government contacts with the Muslim Council of Britain (MCB), which he describes as an ‘Islamist front group’.

In July 2006, Godson sponsored the publication of When Progressives Treat with Reactionaries, in which New Statesman editor Martin Bright denounced the Foreign Office’s attempts to engage with political Islam, notably the Muslim Brotherhood. The pamphlet featured copies of twelve high-level Whitehall documents leaked to Bright by a Foreign Office official.

The individual responsible has reportedly been arrested under the Official Secrets Act, but Policy Exchange can nevertheless claim some success in influencing Government policy.

In October last year, Communities Secretary Ruth Kelly called for a ‘fundamental rebalancing’ of the Government’s relations with Muslim organizations, a move that was widely seen as a repudiation to the MCB.

There are good reasons to be concerned about Dean Godson’s role in bringing about this change in policy. He has made no secret of his own advocacy of ‘political warfare.’ It is clear from the historical precedents that he cites, and the methodology that his brother describes, that deception and covert manipulation are an integral part of ‘political warfare.’

Journalism influenced by this covert action approach clearly invites scepticism. There is likely to be a hidden agenda, in line with Roy Godson’s injunction that: “to be effective, covert propaganda must be co-ordinated with overall policy. It serves little purpose to dabble in the trade unless there are important strategic goals to be achieved.” There are also likely to be unverifiable claims that should be treated with caution.

An intriguing episode from 2006 illustrates the importance of both these caveats. This will be examined in part II of this series of articles.

Whilst publishing reports that appear to be, at least in part, based on falsified evidence that further encourage communal enmity, distrust and instability, the other half of Dean Godson's mind simultaneously counsels against the teaching of some historical truths, because imbuing students with inconvenient facts like the Irish Potato Famine would threaten that "long term stability." Better not mention things like illegal invasions, mass bombing or genocide in the Middle East then eh Deano?

Dean Godson wrote:
From The Times

April 5, 2006

The feeble helping the unspeakable

One extreme Islamist group deserves to be banned . . . but in Britain this is not easy

Dean Godson

IT HAS BEEN a bad few weeks for Hizb-ut-Tahrir, one of the most dangerous of the Islamist factions to flourish here. The Terrorism Act 2006, widening the criteria for proscription of extremists, has finally received Royal Assent. This comes hot on the heels of the ruling by law lords against the Muslim girl from Luton who brought a case against her school for denying her permission to wear full-length Islamic dress: the plaintiff had been counselled by Hizb-ut-Tahrir.

Hizb-ut-Tahrir — meaning Liberation Party — is so egregiously biogoted that it has been banned three times from university campuses by the National Union of Students. This ban was reaffirmed only last week — not an easy feat for an Islamist group in this culturally sensitive epoch.

The party was founded as an offshoot of the Muslim Brotherhood in the Jordanian-occupied West Bank in 1953. It believes in the necessity of a clash of civilisations between the West and Islam. It hates democracy and all laws and systems created by unbelievers. Its online history of this country is called Britain: Masters of Colonialism.

It is proscribed in Germany, Jordan, Kuwait and Pakistan, among others. No wonder: it believes in the overthrow of governments across the Muslim world on the ground that they are insufficiently “Islamic”, and their replacement by a borderless caliphate. The Bangladeshi government is but the latest target of Hizb ire.

Banning HuT might therefore have been supposed to be wholly uncontroversial outside the ranks of radical Islamists. But even after 7/7 this step has not proven to be easy — despite Tony Blair’s express wish last August to see the group cast beyond the pale. Indeed, the case of HuT casts a fascinating light on the impediments standing in the way of any government that seeks to protect its citizens.

Predictably enough, the Labour Left is in there, kicking up a fuss. Clare Short recently gave HuT a platform in the Commons to fight proscription — even though Article 108 of its constitution declares “the primary role of a woman is that of a wife and a mother” and that females cannot be senior judges nor live with foreign men.

Don’t expect balance from the BBC, either. When three Britons imprisoned in Egypt on charges of HuT membership were recently released, Today gave two of the detainees almost five minutes to spew out loathing of Mr Blair with only a nugatory challenge from James Naughtie.

The Association of Chief Police Officers also frets about a ban, fearing it will drive HuT underground. Acpo argues that it will be hard to justify proscription when the group claims to be non-violent political organisation. This is to misunderstand HuT. Its role has never been to perpetrate violence here. That would not be in its interest, since London is its nerve centre. HuT’s cadres have, rather, planted the seeds that are harvested much later by others: for instance, the 9/11 hijackers were lectured to by the HuT chief in Germany and were regular readers of HuT literature.

As observed by Zeyno Baran, a leading authority on HuT, the organisation acts as a “revolving door” into other even more extreme groups, such as its now defunct breakaway, alMuhajiroun. Above all, HuT can claim a measure of credit for shifting the terms of the debate within Islamism towards globalisation of the umma, or the Muslim nation: the notion that if one part feels pain, all others must respond accordingly.

Nor should Acpo fear overmuch about HuT being driven underground by proscription: it already operates underground in many areas and have been known to employ different names on those campuses from which it has been excluded.

Anyhow, the experience of the authorities in Germany suggests that the measure has been quite successful — sending a signal to those on the borderline of radicalism that this groupuscule is unacceptable. The costs of inaction are at least as great as those of action, however blunt an instrument proscription may be.

Above all, the debate on how to handle HuT casts a sharp light on Whitehall’s greatest weakness — the war of ideas. I once talked to a senior Northern Ireland Office mandarin about the revised school curriculum in New York: the Irish famine would now be taught as a deliberate act of genocide on a par with the Holocaust. If only one in a thousand young American minds were poisoned by this, what would that mean for the long-term stability of Northern Ireland, I inquired? If so, what would he be doing about it? The Sir Humphrey figure told me that the British State nowadays neither could nor should rebut such outrageous claims: that was not its job.

This approach seems to be dangerously unambitious — in both the Northern Irish and the Islamist contexts. Mr Blair well understands the importance of Islamist ideology, as exemplified by his remarkable speech at the Foreign Policy Centre last month. But can the Prime Minister get the system as a whole to put administrative flesh on these bones?

During the Cold War, organisations such as the Information Research Department of the Foreign Office would assert the superiority of the West over its totalitarian rivals. And magazines such as Encounter did hand-to-hand combat with Soviet fellow travellers. For any kind of truly moderate Islam to flourish, we need first to recapture our own self-confidence. At the moment, the extremists largely have the field to themselves.

Dean Godson is research director of the Policy Exchange think-tank

The Times

How and why are people like Godson, advising and influencing our governments?

Godson's claim: 100 Mosques visited and 25% of those "sold" extremist hate literature. Even though some of those claims now appear to be based on fraudulent evidence.

Yet Godson's hateful bile is published day in, day out, in the world's "respected" media.

Shall we say close to 100% of the most influential media outlets Mr Godson ?

The former chair and co-founder of Policy Exchange is the current Tory MP for Surrey Heath, Michael Gove, Shadow Secretary of State for Children, Schools and Families, who also fits into his busy constituency business and opposition brief being a member of Conservative Friends of Israel

Current Chair is Tory supporter Charles Moore, former editor of the Daily Telegraph, who wrote this wonderfully fluffy piece last year during Israel's summer picnic into Lebanon:

Charles Moore wrote:
You could criticise Israel's recent attack for many things. Some argue that it is disproportionate, or too indiscriminate. Others think that it is ill-planned militarily. Others hold that it will give more power to extremists in the Arab world, and will hamper a wider peace settlement. These are all reasonable, though not necessarily correct positions to hold.

But European discourse on the subject seems to have been overwhelmed by something else - a narrative, told most powerfully by the way television pictures are selected, that makes Israel out as a senseless, imperialist, mass-murdering, racist bully.

Which, of course, Israel is not. Clearly.

Osama Saeed

Quote:
Newsnight rips apart mosque extremism report

Tonight's Newsnight investigation into Policy Exchange's recent report on extremism in British mosques found major irregularities with the receipts that the think tank handed them to investigate the issue further:

* Receipts from North London mosque's bookshop, when the mosque doesn't have a bookshop. Forensic examination revealed that the receipt's heading had been printed on an inkjet printer - when usual procedure for such pieces of paper would be mass printing

* Receipts from other mosques printed entirely on inkjet printers

* A receipt for Euston Mosque with the address on it being for the mosque next door to it on North Gower Street (who would have thought that two mosques next door to each other would be an advantage one day!)

* Forensic tests that found handwriting matching on two separate receipts for different mosques

* Forensic tests showing that the writing on one receipt had been done on top of another receipt for an entirely different mosque

Policy Exchange are bang to rights and would be better advised to put their hands up. Instead Dean Godson gave us ten minutes of defence which included condemning Newsnight's - yes Newsnight's - "shoddy methodology" and saying that the receipts were just the "belt and braces" part of the report. If that's the case, you have been caught with your trousers down Mr Godson.

Edinburgh Central Mosque was one of those fingered by the report. I said at the time that the mosque had no idea how this literature was supposed to be on their premises. A strange thing then happened a week or two later. A stash of the pamphlets in question were dropped just inside the doorway to the mosque. No one has any idea how they appeared there, as certainly none of the mosque authorities ordered them. Someone clearly outside dumped them, and they are currently investigating who that could be.

People at the mosque were smelling a rat at the time, and that will now just intensify in the light of the Newsnight report.

This will obviously also raise questions about the role of thinktanks like Policy Exchange. They have a right to do their work - spinning results is one thing, making them up another though - but should the media give them so much instant coverage? This was all over the newspapers and news bulletins when it was released. Immense damage has been caused by this.

Policy Exchange are also closely aligned with the Conservative Party. David Cameron and other senior MPs regularly speak there. One of Policy Exchange's reports earlier this year into the Muslim community was synchronised for publication at the same time as the party's ideas on engaging with the Muslim community. It will be interesting to see what stance they take on all this.

Why would Policy Exchange mock up these receipts? Could their report into hate literature have been a piece of hate literature itself? Other serious questions remain. Why is Godson defending his researchers, now in Mauritania, in the face of incontrovertible evidence? Could he be acting in such a foolish manner because it has fatally damaged him and his organisation? Did he really learn of the irregularities today or has he known for a very long time? The author of the report - Denis MacEoin - surely he has know about this all along? And Policy Exchange - as a registered charity, is this any way for them to be carrying on?

With some interesting follow up comments

Dean Godson in failed election bid horror !

The eminently unbiased and peaceable Dean Godson stood as Conservative candidate for Great Grimsby in the May 1997 General Election.

He came second.

Just think, instead of not apologising for forgery and falsification of non-peer reviewed fiction, he could have actually been sulking, live on TV, from the Tory back benches for the last ten years, where, apart from the odd, all expenses paid trip to Tel Aviv, he might just have been whipped to keep his big fat Zionist mouth shut.

With not a single conflict of interest declared nor a single forged expenses receipt in sight. Naturally.

Just a thought.

Iniside the murky muckiness of Think (think Stink) Tanks.

From this excellent Ministry of Truth piece on New Labour's most favoured independent charity and policy think tank The Smith Institute.

Well worth a read, or two, if only to appraise oneself of some possible, no, probable political context to the current debate and to illustrate just who is behind some of the most politically influential tag team trolling there is and just how it is done.

For balance it also covers the oh so very wholesome composition of Policy Exchange also.

Quote:
At several points the report reads less like a serious piece of research and more like a celebrity gossip magazine, so much so that one half expects to scroll down to the next page and find article on how to prevent your hijab chafing during hot weather and a halal version of the Atkin’s diet.

Think Tank wars?

Could it be that one or more of the Policy Exchange, ahem, researchers were not quite . . .

The Smith Institute strikes back?

Has the Hijacking of British Islam, itself been hijacked?

Nah that would be silly.

I think I need a bath now.

Enjoy.

Muslim bookshop considering legal action against think tank
By Lucy Clapham

A HIGH Wycombe bookshop, which became the centre of a controversy about extremist Muslim literature, has said it may take legal action against the political think tank who threw it into the spotlight following a BBC investigation.

The Muslim Education Centre in Totteridge Drive was mentioned on Wednesday's Newsnight after it was included in the report The Hijacking of British Islam - How extremist literature is subverting mosques in the UK, published by Tory think tank Policy Exchange in October.

The document said seven books containing extremist material were found at the education centre by Policy Exchange researchers.

But the BBC team say they have uncovered evidence showing some of the receipts for the books said to have been bought by the think tank's researchers around the country were forged............(............................)[/url]

Telegraph

Quote:
Newsnight told a small story over a big one

By Charles Moore
Last Updated: 9:01am GMT 15/12/2007

It is a weakness, no doubt, in a journalist, but I normally do not watch Newsnight, the BBC's "flagship" current affairs programme.

Brassneck: Rough weather for Tory think tank
Peter Barron: Disastrous misjudgement?

The programme's strange menu of preachy reports followed by all-in wrestling with Jeremy Paxman, does not, for me, round off the day pleasantly. I'd rather be in bed.

On Wednesday, however, I had to watch it. I am the chairman of the centre-Right think-tank Policy Exchange, and Policy Exchange was coming under Newsnight's attack.

On a day when the world's central banks were combining to rescue the global banking system, and when Gordon Brown was trying to think of a way of signing away Britain's independence in Lisbon without cameras, there were big things for the programme to lead on.

Instead, it presented a huge, 17-minute package about Policy Exchange.

Although Newsnight's portentousness was unjustified, the allegations did look serious. It should be said at once that they need proper investigation. But when you know the background, you come to see how very different this story is from the way Newsnight told it.

This is what happened.

Over the summer, Policy Exchange produced the most comprehensive report so far on the extent to which extremist literature is available in British mosques and Islamic institutions. It is called The Hijacking of British Islam.

Muslim undercover researchers visited nearly 100 mosques. In 26 of them, they found extremist material - titles such as Women Who Deserve to Go to Hell (for answering their husbands back), virulent insults of Jews and homosexuals, puritanical attacks on moderate Muslims, calls for the complete rejection of Western society etc.

It was a big story, and as I shall make clear, none of Newsnight's claims this week has diminished its dimensions.

The report made the front page of many newspapers, including this one. It was extensively covered everywhere - everywhere except for the entire national output of the BBC.

This was because of Newsnight. Thinking that such a report was a serious public issue that could advance well under the "flagship's" full mast and sail, Policy Exchange had originally offered it to Newsnight exclusively.

Newsnight's people were enthusiastic, but on the late afternoon of the intended broadcast, they suddenly changed their tune.

Policy Exchange had offered them many of the receipts it had collected from mosques as evidence of purchase; now they said that they had shown the receipts to mosques and that there were doubts about the authenticity of one or two of them.

Given that the report was being published that night, the obvious thing for Newsnight to do was to broadcast Policy Exchange's findings at once, allowing the mosques to have their say about the receipts.

There was no need for Newsnight to claim "ownership" of the report. Instead, the editor, Peter Barron, decided to run nothing. His decision meant the Policy Exchange report was not touched by the BBC at all.

Mr Barron had already been in trouble for his editorial judgment.

In the summer, the BBC apologised for a Newsnight programme in which a reporter's encounters with Gordon Brown's press officer had been presented in reverse sequence, in order to make Mr Brown's team look intolerant.

Mr Barron's judgment of the Policy Exchange report came under attack from colleagues: his flawed methodology - the original decision not to broadcast - had lost the entire corporation an important story.

Mr Barron decided to try to prove himself right. In the private sector, there is something called "vanity publishing", where people pay for their own works to be published.

Mr Barron's vanity broadcasting was, of course, at the expense of the licence-fee payer. He put the crew of the flagship on to investigating Policy Exchange's receipts. For six weeks, they turned on the staff of Policy Exchange, who had come to them in good faith in the first place, and treated them like criminals.

The receipts that Policy Exchange had lent to them were impounded, and copies were distributed to others without permission.

They were subjected to complicated forensic tests. One of these, allegedly the most damning, was completed over a week before Wednesday's broadcast, but withheld from Policy Exchange.

Although there was no screaming news urgency about the item, a courier carrying the test results sat outside the offices of Policy Exchange's lawyers on Wednesday evening with the message that the think-tank could see the results only if it agreed, before seeing them, that it would go on air that night to answer Newsnight's charges.

On the programme, Jeremy Paxman, who admitted off-air that he had not seen the film before it was broadcast, attacked Policy Exchange's research director, Dean Godson, for refusing to let Newsnight speak to the researchers who had collected the receipts. This was not so: Mr Barron himself had spoken to two of them.

Poor Paxo, who these days has the air of a once-marvellous old Grand National horse who should no longer be entered for the race, had not been properly briefed.

He accused Policy Exchange itself, which the Newsnight report had not done, of fabricating receipts. Strange the mixture of fierce accusation and casual sloppiness.

Newsnight was very excited about the results of a study of receipts by a forensic document analyst that seemed to suggest forgery.

It did not tell viewers that its expert wrote: "The relatively limited amount of writing available for comparison has prevented me from expressing any definite opinion." She did not study any of the writing in Arabic, though it appeared on two of the three receipts she investigated.

Of course, any allegations about receipts are, in principle, a serious matter for a think-tank.

Policy Exchange bases its work on evidence, and so its evidence must be sound. The BBC did not give the think-tank the chance to investigate its complicated allegations properly. Policy Exchange will now do so.

But the real oddity of all this is that the actual contents of the report have been validated.

Extremist literature was available in the mosques, and in some cases still is. The mosques could not dissociate themselves from the literature and, in most cases, did not even try to: they jumped on the receipts instead.

One mosque insisted that the next-door bookshop selling extreme stuff had nothing to do with it, yet the extremist books in question which the shop sells are by a former Grand Mufti of Saudi Arabia (author of a famous essay in which he literally asserted that the Earth is flat) who was a founding sponsor of the mosque!

I don't blame Newsnight for reporting questions about receipts, though I deplore their methods. I do blame them for trying to kill the much, much bigger story about the hate that is being preached in our country.

Policy Exchange researches all sorts of public policy - police reform, school choice, housing, as well as on Islamist extremism. Next week comes its big report on improving philanthropy. I find it repellent that the might of the BBC is deployed to threaten and bully a charity in this way.

More important, however, is the fate of Muslims in this country.

It is not often realised that the British citizens most persecuted by Islamist extremism are Muslims themselves.

The researchers that Policy Exchange used to find the extreme literature were all Muslims - no one else could pass unnoticed in a potentially hostile environment.

Because their safety was and is threatened, the think-tank protects their anonymity. On air, Newsnight revealed where some of them were.

Yesterday an Islamist website repeated this and called for supporters to help hunt them down. The BBC has unintentionally exposed them to the risk of harm.

What these brave Muslims undeniably found was evidence of widespread, obnoxious material that is a risk to decent Muslims and to British social order.

The BBC chose, in effect, to side with their extreme opponents and to cover up the report, because of an obsession about a few pieces of paper.

Have your say

Right-wing research group threatens to sue 'Newsnight'

By Emily Dugan
Published: 15 December 2007

A right-wing think-tank whose research came under fire on BBC2's Newsnight has threatened legal action against the current affairs programme.

When the Policy Exchange, which has close links with the Conservative Party, released a report entitled The Hijacking Of British Mosques in October the issue received widespread coverage.

But a Newsnight investigation claimed there were inconsistencies in the evidence used in the report. It called into question an allegation that a quarter of the 100 mosques visited by a research team for Policy Exchange were selling extremist literature.

Following the report, aired on Wednesday night, Policy Exchange issued a statement calling Newsnight's broadcast "libellous and perverse". It added it was "in legal consultations about action in this matter" .

Researchers hired by the Policy Exchange found that 25 mosques were selling material that fostered extremism. Receipts from book purchases made by the undercover researchers were then given to Newsnight to aid coverage of the story. But, upon examination of the receipts, Newsnight researchers became wary.

The programme claimed that some of the handwriting on the receipts had been written by the same person – despite the think-tank purporting they came from separate mosques.

Some slips even featured the wrong address for the mosque that was supposed to have issued them, Newsnight said. And when the programme visited some of the mosques in question, they filmed religious leaders claiming never to have seen the receipts or the books that were supposed to be sold from there.

The report, on Wednesday, was followed by a heated exchange between the presenter, Jeremy Paxman, and Dean Godson, research director at Policy Exchange.

Mr Godson was defensive from the outset. "We're very confident in all of this", he said. "This remains the most important report that's ever been produced on Islamic literature in this country".

But Mr Paxman became more accusatory. "You are claiming that you had evidence that these books had been bought in these mosques, and that evidence is quite clearly, in expert opinion, fabricated," he said.

Rounding on the programme and its editor, Peter Barron, Mr Godson concluded: "The big problem is Newsnight".

Gilding the Lily ....????

The Tory think tank, The Policy Exchange is under fire from Newsnight. At stake, specifically, is the credibility of their recent report, the Hijacking of British Islam.

More generally at stake is the reputation of The Policy Exchange itself.

Osama Saeed summarises the Newsnight allegations as follows:..

How deeply Newspeak ironic that this creep is called God Son.

My main reason for posting here, though, is to query all you assiduous 'insiders' on just how much more information and research is necessary before we can pull down this deadly, out-of-control, pack of cards? Must we wait for the police to go on strike?

How much longer before all these madmen (and women!) are hauled before the HR court in Strasbourg, starting with Cossiga?

How much longer will the majority on this benighted planet accept and bow to the mouthings of criminals?

How much longer before a majority come to realise that they have the answer within, if only they could be given sufficient spiritual space to recognise their inherent power to change matters for the betterment of all?

How much longer?
