Background
The act was created in response to the Snowdrop Petition following the Dunblane Massacre.
The previous Conservative government had followed the recommendations of the Cullen Report on the massacre and introduced the Firearms (Amendment) Act 1997 that banned "high calibre" handguns, greater than .22 calibre (5.6 mm).
This new (No. 2) act further banned the private possession of all cartridge ammunition handguns, regardless of calibre.
The only handguns still allowed following the ban were:
Antique and muzzle-loading black-powder guns
Guns of historic interest whose ammunition is no longer available.
Guns of historic interest with current calibres.
Air pistols.
Guns which fall outside the Home Office definition of "handguns".
Pistols used by hunters for humane despatch, limited to two shot capacity.
Pistols for use as personal protection weapons, mainly in Northern Ireland by retired police or prison officers, but also prominent figures who were considered at risk.

Explanatory Note
(This note is not part of the Order)
This Order brings into force the provisions of the Firearms (Amendment) (No. 2) Act 1997.
Article 3 brings the provisions specified in Part I of the Schedule into force on 17th December 1997, subject to the savings indicated in paragraph (a) and (b) of that article.
Article 4 brings the provisions specified in Part II of the Schedule into force on 1st February 1998.
However those provisions do not have effect until 1st March 1998 in the case of certain certificate or permit holders and registered firearms dealers.

All handguns were banned in the UK from the 1st February 1998.
There followed a one month grace period so that all prohibited hand guns covered by the Act could be surrendered.
The only remaining category of firearms (not air weapons) remaining is shotguns, which is probably why this happened.

The attacks received international media coverage and drew widespread criticism of U.S. gun culture.
It sparked intense debate about gun violence, gun laws, gaps in the U.S. system for treating mental health issues, the perpetrator's state of mind, the responsibility of college administrations, privacy laws, journalism ethics, and other issues.
Television news organizations that aired portions of the killer's multimedia manifesto were criticized by victims' families, Virginia law enforcement officials, and the American Psychiatric Association.
Cho had previously been diagnosed with a severe anxiety disorder. During much of his middle school and high school years, he received therapy and special education support.
After graduating from high school, Cho enrolled at Virginia Tech.
Because of federal privacy laws, Virginia Tech was unaware of Cho's previous diagnosis or the accommodations he had been granted at school.
In 2005, Cho was accused of stalking two female students.
After an investigation, a Virginia special justice declared Cho mentally ill and ordered him to attend treatment; however, because he was not institutionalized, he was still allowed to purchase guns.
The shooting prompted the state of Virginia to close legal loopholes that had previously allowed individuals adjudicated as mentally unsound to purchase handguns without detection by the National Instant Criminal Background Check System (NICS).
It also led to passage of the first major federal gun control measure in more than 13 years. The law strengthening the NICS was signed by President George W. Bush on January 5, 2008.
The Virginia Tech Review Panel, a state-appointed body assigned to review the incident, criticized Virginia Tech administrators for failing to take action that might have reduced the number of casualties. The panel's report also reviewed gun laws and pointed out gaps in mental health care as well as privacy laws that left Cho's deteriorating condition in college untreated.

’When at last you awake you are standing in a forest, there is a throbbing in your head, a madness that is the exhilaration of the serpent god, you know what you must do, know what power is to be gained from this.’
Ryan had indeed stood in a forest. Sue Godfrey [his first victim] had discovered that.
It is reasonable to assume too that there had also been a throbbing in Ryan’s head, for he had taken two paracetamols on the morning of the massacre.
In fact many of those who encountered Ryan that day would later refer to the blank expression on his face. ‘Brain-dead’ had been the most popular phrase of the day.
And Ryan would himself tell Sergeant Brightwell that the entire day had been ‘like a bad dream’.
Had he not therefore been acting out, in his own way, these coded commands received through the post, unable or unwilling to distinguish between fantasy and reality?
Of course it is one possibility, but by no means the only one.
And in any case no evidence was ever produced to prove conclusively that Ryan had participated in these bizarre fantasy games, despite an investigation carried out by the Thames Valley Police.

I was involved, initially as a player and later as an illustrator and GM, for the PBM game Further Into Fantasy. The central tenet of the game was that you played, essentially, yourself, transposed to a parallel world where magic and psionics and the like were quite normal. So each turn you wrote/sent to your GM would typically be in the form of "I'll try to do this, I'll attempt that," etc.
In return the GM would respond with something along the lines of "You do this, your spell does that," etc - thereby continuing to reinforce the sense of immersion on the narrative.
Okay, so: each month there'd be a list published of the top ten players as scored by GMs across the various campaigns. People were encourage to interact with one another in the real world too, by way of letters, postcards, etc (obviously this was before this newfangled internerd stuff). All of this served to make the game intensely involving. Players would publish public insults and challenges in the game newsletters and raise armies to fight one another in game. So far so good.
My character ascended to become head of an order of avenging knights for Horus; each knight took the name of a mythological or legendary hound to signify their sworn intentions to hunt down the enemies of Horus. My chosen name was Fenris.
One of the regular top ten players was a character called Phodius Tei. Played by a guy called Michael Ryan.
He/his character allied himself with the game's evil factions (Temple of Set) - and so was directly on the hunting list for my character and guild. I've still got some of the letters Ryan sent me saying how he was going to hunt me down, blow my head off, stake me out for the crows, etc.
Suddenly the Hungerford Massacre's in the news Wiki link and CID are investigating the offices of the company who run the Further into Fantasy game. Everyone involved in running the game, and every player whose address is in their database, is questioned and/or checked out by the police.
Turns out that the last turn sent to Ryan by his GM finished with the words (and I'm paraphrasing here as I can't remember exactly):
"You stand on the hilltop, looking down at the village as the sun starts to set. Your rifle is loaded and ready in your hand. You know what to do...."
Needless to say, in the glare of publicity, FiF collapsed. All their computers and paperwork were seized. The guys who owned the company lost their house as they couldn't pay the mortgage without the game to bring in money. I lost half a dozen pieces of original A3 artwork. And 16 people lost their lives.

Shooting broke out in the canteen at the Kronospan wood processing plant in the town of Menznau at around 09:00 (08:00 GMT).
A prosecution spokesperson said the shooting took place over a few minutes.
Five of the injured are reported to be in a serious condition, the Associated Press reports.
Rare violence
"The workers were eating a snack in the cafeteria during the morning, and there was a massacre," said a man quoted by the Swiss news website 20minutes, who had phoned the factory to check on the welfare of his father.
An emergency telephone line was set up for families of the factory's employees.
"There were three dead and seven injured, some of them seriously injured," prosecutors' spokesman Simon Kopp told Swiss newspaper Blick.
The chief executive of Kronospan, Mauro Capozzo, denied rumours that job cuts were due to be announced.
He described the man who opened fire as quiet and unassuming.
"One almost didn't see or notice him," he said, according to Reuters.
Switzerland has one of the highest rates of gun ownership in the world, with an estimated 2.3 million firearms owned by the country's eight million people, but such gun attacks are relatively rare.
All healthy Swiss men aged between 18 and 34 are obliged to do military service and all are issued with assault rifles or pistols which they are supposed to keep at home.
Until recently, many kept their weapons even after completing their military service - though rules on this have recently been tightened.
According to the Geneva-based Small Arms Survey, Switzerland ranks third in terms of gun ownership, behind the United States and Yemen.
Street gun violence is very rare in Switzerland, says Emma Jane Kirby, who recently investigated the subject for BBC News.
However, there are more domestic homicides and suicides with a firearm in Switzerland than virtually anywhere else in Europe except Finland, she says.

FORT DIX — The military reservist who shot and wounded two fellow soldiers and two civilian police officers before dying in a gun battle with authorities Friday exhibited erratic behavior soon after arriving at the fort a week and a half ago, according to comrades.
Loren J. Janeczko, 29, of Fincastle, Va., had recently volunteered to join the 307th Military Police Company based in New Kensington, Pa. - a unit dispatched to Fort Dix to assist with homeland defense.
Soldiers who bunked with Janeczko at the fort began complaining that his "weird habits" at night disturbed their sleep, said Master Sgt. Anthony Young, one of the soldiers who was wounded.
Young said that when a bunk mate tried to wake Janeczko Monday night to turn off an alarm clock ringing in his wall locker, Janeczko started kicking, yelling and screaming, then ran down the hallway into a bathroom.
Janeczko called the Department of Defense police that night and reported that the bunk mate had tried to rape him, Young said.

A mysterious odor that wafted through a Manhattan subway station caused at least eight people to report eye and skin irritation and numbness in the face yesterday, fire officials said. The report drew a large emergency response, but the authorities found no contamination and said there was no need for further investigation.
The unknown irritant was reported around 7 p.m. at the IRT station at 191st Street and Amsterdam Avenue.
''It smelled like an ammonia smell,'' said Damon Toler, a transit employee operating the elevator in the station. But he said it did not smell like a cleaning agent.
At first, Mr. Toler said, he was not worried. ''I get a lot of smells in the elevators. Kids throw stink bombs and stuff all the time. But this was no stink bomb.''
The Fire Department said four police officers, two paramedics and two transit workers, including Mr. Toler, were treated. Six were taken to Columbia Presbyterian Medical Center, but were not expected to be admitted. Two others were treated at the scene. Fred Villani, an Emergency Medical Service official, said a hazardous-materials team went to the station in protective suits, with nerve gas detectors and other monitoring devices. But no contamination was detected, he said.

Six people are being released from hospital after a substance discovered at Liverpool's main sorting office was found to be sand.
The building was evacuated on Tuesday when the substance was spotted leaking from an item of mail.
The powder was taken for laboratory testing but proved harmless.
Merseyside Police said the package was opened in controlled conditions and its contents were found to be "totally innocent" and did not contain the anthrax bacteria.

Bomb defused in Tyrone
Security forces in Northern Ireland are linking dissident republican paramilitaries to the discovery of a primed bomb in County Tyrone.

Gunman kills three in Swiss town
A gunman killed three women and wounded two men in the Swiss village of Daillon, opening fire from his apartment then continuing the attack in the street.
The 33-year-old gunman, named only as Cedric, threatened police when they tried to arrest him and was shot in the chest before being arrested and taken to hospital, police in the Swiss canton of Valais said on Thursday. No police officers were wounded.
The Daillon gunman was a local resident who had been in psychiatric care in 2005 and was unemployed and living on welfare benefits, police said. His only previous conviction was for marijuana use.
The village is close to the town of Sion, the capital of the canton - or region - of Valais, known for its world-class ski resorts such as Verbier.

Bigley and the two Americans decided it was worth the risk and continued to live in the house. All were subsequently decapitated.
On 18 September, the Tawhid and Jihad ("Oneness of God and Jihad") Islamic extremist group, led by Jordanian Abu Musab al-Zarqawi, released a video of the three men kneeling in front of a Tawhid and Jihad banner.
The kidnappers said they would kill the men within 48 hours if their demands for the release of Iraqi women prisoners held by coalition forces were not met.
Armstrong was killed on 20 September when the deadline expired, Hensley 24 hours later, and Bigley over two weeks later, despite the attempted intervention of the Muslim Council of Britain and the indirect intervention of the British government. Videos of the killings were posted on websites and blogs.

The bombings
The explosions occurred on the night of 7 October, against the Hilton Taba and campsites used by Israelis in Ras al-Shi tan. 17. Whilst our primary concern throughout the Inquiry was whether the Agencies acted appropriately given what they knew at the time, we have also considered material that has come to light after the attack.
We have found only one issue which could have been decisive.
This was the exchange – not seen until after the attack – between Adebowale and an individual overseas (FOXTROT) in December 2012.
In this exchange, Adebowale told FOXTROT that he intended to murder a soldier.
Had MI5 had access to this exchange, their investigation into Adebowale would have become a top priority.
It is difficult to speculate on the outcome but there is a significant possibility that MI5 would then have been able to prevent the attack.
18. Given how significant this exchange could have proved, we have examined whether MI5 could have obtained access to it before the attack – had they had cause to do so (Adebowale was not under active investigation at the time the exchange took place).
We consider it highly unlikely that the Agencies could have obtained it on their own.
It would have required a particular chain of events:
if
GCHQ had issued the report linking an unknown individual (later identified as Adebowale) to another Subject of Interest (CHARLIE),
or if
MI5 had discovered Adebowale’s contact with another individual (ECHO),
then
MI5 might have sought to increase their intrusive coverage of Adebowale sooner.
However, even then there may have been only a very slim chance that MI5 would have had sight of the FOXTROT exchange.
19. The party which could have made a difference was the company on whose platform the exchange took place.
However, this company does not appear to regard itself as under any obligation to ensure that its systems identify such exchanges, or to take action or notify the authorities when its communications services appear to be used by terrorists.
There is therefore a risk that, however unintentionally, it provides a safe haven for terrorists to communicate within.
