2) 14-19 Curriculum and Wellcome Trust.

Quote: | HOUSE OF COMMONS SELECT COMMITTEE INQUIRY INTO
SCIENCE EDUCATION FROM 14-19
MEMORANDUM BY THE WELLCOME TRUST
INTRODUCTION
1 The Wellcome Trust (the “Trust”) welcomes this opportunity to respond to the
questions and issues raised by the Science and Technology Committee, in
Parliament’s first major inquiry into the science curriculum for 14-19 year olds.
2 The focus of the Trust’s response will mainly be on two of the terms of reference set
out in the call for evidence, specifically (a) and (c):
a) to examine the science curriculum: what should be taught, how, why and to
whom (encompassing subject content, the role of practical work and 'science
for citizenship' while considering the needs of pupils with different abilities,
aptitudes and aspirations in relation to science);
c) to consider assessment: what should be assessed and how |

Quote: | The Interim Report of the Working Group on 14-19 Reform, February 2004
The Wellcome Trust is pleased to respond to this consultation on the interim findings of the
Working Group. The Trust is an independent research-funding charity with a mission to
foster and promote research with the aim of improving human and animal health. As part of
this overall mission, the Trust believes that effective science education is key both to
ensuring that the UK maintains its position at the forefront of advances in knowledge and
understanding of biomedical science and in developing skills, such as discursive argument
and moral reasoning, that will help all students to become active and informed citizens. |
According to this website, there are Science Learning Centres, jointly funded by the Department of Children Schools and Families and the Wellcome Trust. http://www.sciencelearningcentres.org.uk/WebPortal.aspx?page=1
This mentions Ludus Dance Company performing ‘Perfect Eugene’ to fee-paying audiences:

And at a grammar school: http://www.dancenorthwest.org.uk/images/downloads/dancenews.html
Quote: | The final performance of Perfecting Eugene (exploring human genetics) takes place at Urmston Grammar School in Manchester on Tuesday 25 April 2006. This show has toured for nearly 2 years gaining glowing reviews from teachers, young people, arts officers, promoters and parents. |
Another fee-paying school where Wellcome Trust discusses designer babies with students who can afford to have them:

Quote: | Sarah Richardson from the Oxford Trust has been working in partnership with students from the Wychwood School and the Wellcome Trust to produce these four great animations on 'Big Science Issues'. |

I have yet to find anything which suggests that Wellcome Trust are making this information available to the ‘disadvantaged’, or those who can’t afford the technology.
‘Disadvantaged’ schools get ‘Children Our Ultimate Investment’ (COUI), which run Sustainability Replication Programmes, targets set by ARK (Absolute Return for Kids).
However, in this interview Diana Whitmore (director of COUI) fails to mention the association with ARK and that ARK funds COUI:
http://www.epolitix.com/latestnews/article-detail/newsarticle/diana-wh itmore-teens-and-toddlers
Quote: | Government has circulated information about our programme to all teenage pregnancy co-ordinators nationally. So we have had a good endorsement relationship from central government, but unfortunately, no funding.
For funding, COUI UK can usually match funding to local authorities who choose to buy into the Teens and Toddlers sustainability replication programme. Teens and Toddlers will contribute a percentage and local government a percentage, so we are partially funded by local government to bring the programme into a new area. |
Guide Star, the website where charities are registered, does mention it:
http://www.guidestar.org.uk/gs_activities.aspx?CCReg=VXZXHCMY3yONibazx dgEaw%3d%3d&strQuery=teens%20and%20toddlers
Quote: | COUI UK continued adhering to its four year business plan, compiled with the ARK, the major funder. We consistently met all of the ARK performance targets in terms of number of teenagers reached and number of Teens & Toddlers Sustainability Replication Programmes sold. Performance targets for selling programmes for 2007 2008 have already been achieved. |
COUI targets the ‘disadvantaged’,
From: http://www.thedreammill.com/resources/2%20COUI_article.pdf
Quote: | Teenage pregnancy is a complex and diverse
problem. The biological, psychological and
social changes that young people experience
as they develop from childhood to adulthood is
accompanied by a natural and healthy
increase in their interest in sex…….
The Teens and Toddlers programme is a
practical teenage pregnancy prevention
programme that is an initiative of the charity
Children Our Ultimate Investment UK (COUI
UK). Teens and Toddlers programmes consist
of a 10-week intensive course where
teenagers spend two afternoons per week in
intensive interaction with toddlers in nurseries
and undertake lessons related to the impact of
teenage pregnancy. The course is provided to
both female and male young people who are
disadvantaged and/or socially excluded that
are identified as being most at risk of becoming
teenage parents. |
COUI places counsellors in schools:
They claim one-one sessions are an essential part of the ‘Teens and Toddlers’ project:
http://www.teensandtoddlers.org/counsellingplacement.htm
Quote: | One counsellor is allocated to each project, joining a staff team of facilitator and assistant, responsible for approximately 6 young people. The projects usually run for 20 weeks, meeting once a week from 1pm until 3.45pm. The counsellor is an integral part of the group from the start, and offers 2 one to one counselling sessions each week. |
However, if those ‘disadvantaged’ students have concerned parents, they will not be party to what sort of counselling goes on:
http://www.teensandtoddlers.org/schoolcounselling.htm
Quote: | COUI will negotiate with each school in what way client and parental consent is gained.
Should a parent wish to be involved in their child’s counselling, they are welcome to meet with the counsellor to discuss their child’s situation (taking in to account the client-counsellor confidentiality agreement) |
With respect to Wellcome Trust, they not only research genetic engineering but seem to be steering the discussion:
‘The Ethics of Genetics’ on Wellcome Trust website:
http://genome.wellcome.ac.uk/node30060.html
Quote: | Post-eugenics, 'eubionics' and the 'handicap ground' for abortion
Ruth McNally examines the quest for individual bodily perfection. 15/07/04
Can antenatal counselling be nondirective?
The boundary between choice and coercion is not always clear cut. |
Wellcome Trust profits financially from this technology. They are biased.
Are we seeing an attempt at this:
Lee Silver's comments about genetic engineering:
http://www.pbs.org/wgbh/nova/baby/clon_silver.html
Quote: | Let me tell you the two problems with this. Today, genes are handed out randomly, which means that even in the worst ghetto in the worst city in the world, there are children being born who have the potential to succeed as much as any child coming out of an upper-class neighborhood, because at the level of birth, there is the same kind of genetic diversity across the entire world. So that's kind of good. There's a limit to how far people who are in the upper socioeconomic class can go relative to people in the lower socioeconomic class. In theory, people can jump from the bottom class to the top class in every generation.
With genetic engineering, it might stop that process, because if the upper class is able to give its children, grandchildren, and great-grandchildren more and more and more genetic advantages, they will move the class so far away from the people who are naturally born that the people in the natural class will have no way of jumping into this upper class, and that would be a permanent divide in society.
